WHEREAS, the Republic Act No. 8425, otherwise known as the Social Reform and Poverty Alleviation Act
of 1998, institutionalizes the Social Reform Agenda, which adopts and operationalizes the principles and
strategies constituting a national framework that integrates various structural reforms and anti-poverty
initiatives;
WHEREAS, the Social Reform Agenda identifies the four multi-dimensional approaches to address poverty,
including the (1) Social Dimension or access to quality basic services, (2) Economic Dimension or asset
reform and access to economic opportunities, (3) Ecological Dimension or sustainable development of
productive resources, and (4) Governance Dimension or democratizing the decision making and
management processes;
WHEREAS, the Administrative Order No. 21, series of 2011 or the Revised Implementing Rules and
Regulations of the Republic Act No. 8425 constitutes the Sectoral Representatives Council, which is
primarily responsible in the formulation of mechanisms and guidelines that will serve as the official
parameters for participation and principled partnership between the basic sectors and the government;
WHEREAS, the current Sectoral Representatives are given authority by President Rodrigo Duterte through
a Memorandum issued on February 9, 2018 to continue its service in a hold-over capacity for the purpose
of ensuring the continuous and effective delivery of public service;
WHEREAS, due to the great impact of the pandemic caused by the novel coronavirus 2019 disease (CoViD-
19), the Sectoral Representatives Council recalibrated its priority cross-sectoral agenda to focus on key
programs that will help in uplifting the current state of the poor and marginalized Filipinos;
WHEREAS, the recalibrated cross-sectoral agenda will focus on the (1) Government’s Response to CoViD-
19, (2) Magna Carta of the Poor, (3) Balik Probinsya, Bagong Pag-asa Program, (4) Participatory
Governance, (5) Climate Action, Environmental Protection and Participatory and Empowering DRRM, (6)
Policy Advocacy, and (7) Institutional Support and Mechanisms Agenda that encapsulates Institutional
Development and Management, PDTF, Peace and Development and National Sectoral Assembly;
WHEREAS, for 2021, the Sectoral Representatives Council aims to institutionalize the priority cross-
sectoral agenda during the first semester, and operationalize the proposed policies and mechanisms
supporting these agenda during the second semester of the year;
WHEREAS, in the realization of these priority cross-sectoral agenda, the basic sectors will continue to
exercise its oversight functions, conduct inter-office and/or inter-agency coordination meetings, issue
policy proposals, informational materials and resolutions, and facilitate advocacy campaign and capacity
building activities for the basic sectors;
RESOLVED FURTHER, that the NAPC Lead Convenor will instruct the Secretariat to provide their full
support in the realization of the priority cross-sectoral agenda of the Sectoral Representatives Council.
