WHEREAS, the Republic Act 7610 otherwise known as The Special Protection of Children
against Child Abuse, Exploitation and Discrimination Act, provides for a stronger
deferrence and special protection against child abuse, exploitation and determination, and its
corresponding penalties;
WHEREAS, Article 87 of the Presidential Decree 603 (Children’s and Youth Welfare Code)
states that there is a need to organize the Local Council for the Protection of Children (LCPC)
not only at the barangays but also in all other Local Government Units (LGUs) to ensure
synchronization and integration of policies and projects for children;
WHEREAS, pursuant to DILG MC No. 2002-121 dated August 5, 2002, all Local Chief
Executives (LCEs) are encouraged to organize/re-organize their perspective Local Council for
the protection of Children (LCPC) and take the lead in the implementation of all children’s
programs in ther perspective localities;

1. Formulate plans, programs and policies for children that are gender-fair, culturally relevant
and responsive to the needs of diverse groups of children from 0 to 18 years of age;
2. Prepare Annual Work and Financial Plan (AWFP) for chidren and recommend
appropriations to the Sanggunian;
3. Provide coodinative linkages with other agencies and institutions in the planning,
monitoring and evaluation of plans for children;
4. Provide technical assistance and recommend financial support to the barangay councils for
the protection of children;
5. Establish and maintain database on children in the municipality/barangay
6. Foster education of every child ;
7. Advocate for the estbalishment and maintenance of playgroungs, daycare ceenters and
other facilities necessary for child and youth development;
8. Recommend local legislations promoting child survival, protection, participation and
development, especially on the quality of television shows, media prints and coverage
which are detrimental to children and with approriate funding support;
9. Assist children in need of special protection and refer cased filed against child abusers to
proper agencies/institutions;
10. Conduct capability building programs to enhance knowledge and skills in handling
children’s program;
11. Document barangay best practices on children;
12. Monitor and evaluate the implementation of the program and submit quarterly status report
to the LCPC and;
13. Perform such other functions as provided for the ECCD and other child related laws.
SECTION III. SECRETARIAT. The BCPC shall be provided with secretariat, support `by the Office
of the Municipal Social Welfare and Development Officer, which shall have the responsibility of
documeting and proceeding of every meeting, preparation of reports and other necessary
documents as needed by the BCPC.
SECTION IV. MEETING AND QUORUM. The BCPC shall meet every quarter. A majority of all its
members shall constitute a quorum.
SECTION VI. EFFECTIVITY. This Executive Order shall take effect immediately.
