VETERANS
Duty Bound is a National Veterans Service Initiative of the ABA Law Student
Division. Duty Bound connects law students with attorneys who provide free legal
assistance on behalf of veterans and their qualifying family members who have an appeal
pending at the U.S. Court of Appeals for Veterans Claims. This web portal has been
created to allow case-handling pro-bono attorneys to select available law students to
assist with client interviewing, case management, research and writing, and advocacy
tasks. Duty Bound will also enable law students and pro bono attorneys to find resources
supporting their work, and connect with other pro bono attorneys representing military
personnel. Military and civilian attorneys may click here for further information on how
to get involved with Duty Bound.
The Veterans Consortium Pro Bono Program provides pro bono attorneys to
financially qualified veterans with meritorious claims when their benefits appeals reach
the US Court of Appeals for Veterans Claims. In addition, we provide training for the
volunteer attorneys as well as support them with mentors and materials once they accept

The Cooley Service to Soldiers Program assists troops who are deploying, deployed, and
who are recently returning from deployment who are of E6 rank and below with civilian
legal problems they may be facing in Florida. Attorneys from across the state volunteer
to represent these military personnel free of charge. The most common requests for help
are with family law, estate planning, creditor/debtor, and landlord/tenant issues, but
attorneys are available to help in other practice areas as well. The court filing fees are the
responsibility of the client, but no legal fees will be charged.

HPRP operates the state-wide Veterans Legal Assistance Program (VLAP), providing
free legal representation to veterans who are homeless or at risk of homelessness in
claims for service-connected disability benefits through the VA and discharge
upgrades. The VLAP is a pro bono program, and HPRP provides training, supervision,
mentoring, and malpractice insurance to all volunteers in partnership with the Maryland
State Bar Association Veterans’ Affairs and Military Law Committee, the Pro Bono
Resource Center, and the University of Maryland School of Law.
Needs: Operates a pro bono and low-bono program for veterans in areas such a tax
disputes, family law, contract issues, foreclosure, and other needs not addressed by the
Homeless Persons Representation Project.

Boston Univ. Law School: Veterans Advocacy Project - The Veterans’ Advocacy
Network is partnering with the Massachusetts Bar Association to connect veterans with
volunteer lawyers trained by the MBA in veterans’ benefits law. The intake assistance
project is an opportunity for law students to help with this effort. Students will receive
training where they will learn some basics of veterans’ benefits law and how to conduct
an initial client interview. Trained students will be supervised and staff the MBA’s phone
lines on specific days conducting intake interviews for veterans with disability claims, or
referring them to other sources of legal assistance.

St. Louis Univ. Law School: Stand Down for Homeless Vets - Law students and
faculty provide free legal services to homeless veterans at the annual Stand Down for
Homeless Veterans. Several hundred veterans attend the event, which takes place on a
Saturday in April, and receive a variety of free services, from haircuts to job counseling.
Students and faculty primarily assist those veterans with outstanding warrants on minor
criminal matters. Along with the various judges, prosecutors and clerks in attendance,
students are usually able to resolve veterans' cases that same day.
