Performance Task 1;
Typhoon Vamco, also known as Typhoon Ulysses in the Philippines, was a severe and devastating
Category 4-equivalent typhoon that devastated the Philippines and Vietnam. It also triggered Metro
Manila's worst flooding since Typhoon Ketsana in 2009. Due to the unanticipated amount of the
flooding, rescue operations in the Cagayan Valley were still occurring days after the typhoon had gone
over the Philippines. As a result of the typhoon's effects, the whole island of Luzon was declared a
disaster zone. The social workers got a firsthand look at what life was like on the ground by visiting tent
cities, schools, and evacuation centers. The different social science practitioners acted as guides,
assisting them in understanding the destruction and speaking with those impacted by the storm. The
social workers informed visiting group that their resilience and capacity to continue practicing stem from
both their cultural background and their social work training. On the other hand the PAGASA first
raised tropical cyclone wind signals as early as November 9. The Local government officials began
reporting in the early hours of November 12 that their local rescue capabilities were already
overburdened and that they need assistance from the national government in the form of airlift support
and assistance from the Philippine Coast Guard. Following an online ASEAN summit that morning,
Philippine President Rodrigo Duterte addressed the nation via a pre-recorded broadcast on state-owned
television network People's Television Network (PTV), saying that he wanted to visit the storm-hit
constituencies but was prevented from doing so by his security personnel and doctor due to the risk to
his safety and health. Actor Jericho Rosales and digital artist Kim Jones used their surfboards to rescue
trapped Marikina residents. National highways in seven regions. The Magat Dam was compelled to
continue releasing water on November 13 due to a water level of 192.7 metres (632 ft), 0.3 meters
below the dam's overflowing threshold. All seven dam gates were opened at 24 meters when the dam
discharged about 5,037 cubic meters (1,331,000 US gal) of water into the Cagayan River, causing severe
flooding in various riverbank villages. Local governments performed rescue efforts in their areas on a
continual basis, but they had run out of equipment and staff to do so. Because there was no media
coverage of the floods in the region, citizens took to social media to urge help from the national
government. Waters rose up to 13 meters beneath the Buntun Bridge, flooding surrounding barangays
to the roofs of houses. Rescue operations resumed until the early hours of November 14, but limited
visibility rendered aircraft rescue difficult until daybreak. Cagayan and Isabela have subsequently
proclaimed states of disaster.
