organization they worked in. It helps the organization on how to handle and follow different
approaches on how to maximize the capability of staff members in order to perform well
their assigned tasks in an educational environment.

The function of human resource management in education is to address the following:
 Staff maintenance
 Staff relations
 Staff development
 Procurement of staff
 Job performance reward
3. What are the challenges of human resource management in education?

 Poor Working Condition

It is not out of way if staff expects to be paid finance rewards commensurate with the services
performed. The ideal thing is to have a systematic producer for establishing a sound reward
system and structure. A good remuneration tends to reduce inequalities between staff
earnings, raise their individual morale, motivate them to work for pay increase and
promotions, reduces inter group friction and employee grievances. Teachers’ salaries are
not paid along side with other civil servants and in some cases, teachers are owned many
months of salary areas.

 Problems of Staffing
The problem of staffing is enormous. There are problem on the quality and quantity of staff
recruited for the education of our citizens. The reason is from poor staff recruitment and
selection process. Politicians and God “fatherism” has taken the upper hand.

 Current Call for the Use of ICT in Education

As the 21st century world is undergoing rapid changes, there is urgency for few educational
needs such as the call for use of ICT in education. Current call for ICT usage in education is
worthy but, its implementation in the nation is in the toddling stage. ICT penetration and
usage remains very low and so the need to train many teachers at all levels in ICT to equip
them for re-engineering the society through the skills. ICT provides the most expensive
means of rapid dissemination of information and imparting knowledge, decentralization of
work, expansion of work force and with ICT, the teacher becomes a facilitator, supervisor
and a guide for classroom instruction. However, compulsory acquisition of ICT skill by
teachers should be given priority attention despite the fact that most teachers cannot buy the
computer set or laptop because of poor salary.

CRITICAL THINKING
Assessment Task 2: Building an Argument
Poor working condition in school
Beginning

Poor working conditions in school in the first place cannot be blamed to the school human resources
alone, it should be and always be the responsibility of the school head to initiate actions out of his
resource management plan in which is to make actions on how to manage school resources especially
how to encourage, teachers working in a remote areas with low salary rates, with unsafe and polluted
environment in which brings so much danger to the students and the teacher assigned in the area. Schools
that doesn’t have any of the convenience to access electricity, water, no available school supplies, and
physical environment is not healthy to promote effective teaching-Learning process ta take place.

Middle

Reason 1: The lack of classrooms, comfort rooms, water source, books, budget
Inadequate school resources for basic needs inside a classrooms causes for the teaching-Learning
out of quality because the teacher will be having difficulties in
facilitating his/her class together with problematizing all this lack of
resources in a classroom. Lack of classrooms causes an overcrowded
environment in which the numbers of students exceeds to the normal
number of students that should a classroom should accommodate in
order to still have a healthy environment of teaching-Learning. Other
factors affects the availability to display information to students and
it has a great impact on their learning specially when the strategy of
the teacher cannot be longer be employed because of a particular
school resource is not available.

Reason 2: Often of the newcomer teachers gets assigned to a remotely places in

Low salary rates for teachers which there is no transportation, electricity, water, and available
regardless of the working commodities to buy; but still their salary is so low and there’s no
conditions allotted allowance to buy the basic needs for the classrooms in which
the students and families in an area are all illiterate and been
separated from any civilization making it more impossible for them to
have a job and a money to earn to buy school materials for their
child,. As a result the teacher who got assigned in that area
surrenders except for those who consider their profession as a
vocation no matter the conditions, even they will spend their small
salaries just to buy essential needs in their remote classrooms in an
uncivilized places in rural areas.
Counterargument

Though, the department of education together with the government addresses different current issues in
the Philippine education in which the mentioned irregularities together with different issues in a
educational system has been thoroughly discussed in the senate to create a latest law in which is to
increase the salaries of the teachers, developing school structuring in every barangay nationwide,
Innovations such as roads, electricity, water source, been progressively made available for the remote
areas of the Philippines . Classroom allowance was also included in which will provide teachers a budget
for buying necessity in a classrooms.
Ending

Successful teaching -learning process needs also a an environment and quality of incentives and benefits
to increase the morale, confidence, and courage of the teachers to do its full potential in imparting all the
means to make the students learn while enjoying a healthy, safe, protected environment.
