01 Background

The Ministry clearly states in its Mission “To facilitate agricultural


development through the sustainable utilisation of natural resources”
inter alia by “Adopting climate smart agricultural practices and facilitating
climate change research”. There is no more “sustainable use of natural
resources” to deal with the existential threat of the Climate Crisis than a
truly comprehensive CSA.

Although the Ministry has stated its intention to promote and adopt CSA,
there has never been a clearly articulated comprehensive set of protocols
and practices. To address this looming problem, C-SAC®, a tried, field-
tested and trademarked tool and protocol is recommended.

03 Problem

The problem is the absence of a comprehensive CSA tool and


protocol that mainstreams CSA and ensures compliance. A
number of factors have tempered and stymied the national
efforts at mainstreaming CSA. These include:
Incomplete articulation of a truly comprehensive CSA.
Unidimensional design, implementation and evaluation.
No prioritizing tool against “greenwashing”.
Loss of mitigative contributions from CSA .
No locally verifiable eco-linked Quality Labeling Standard.
Whilst this is not an exhaustive list, it highlights the more
significant barriers.

WHAT IS MEANT BY INCOMPLETE ARTICULATION OF A


TRULY COMPREHENSIVE CSA?

Incomplete articulation refers to the reality of the piecemeal


explanation of an approach that includes a suite of practices
and overarching philosophy due to the absence of a
comprehensive CSA approach. This is evidenced by the
projects funded thus far that concentrated on one or two
practices such as “water harvesting” or “composting,” whilst
ignoring even complementary activities. Because the
project is only focused on one practice, it will be categorised
as unidimensional.

and as potential avenues for
greenwashing.

IMPACT OF NO MITIGITATION IN CSA ON THE STATE


The majority of CSA projects conducted have no mitigative
component thereby limiting the significance of the sector to
Barbados’s NDC.

HOW TO REWARD CSA-COMPLIANT PRODUCERS?


Producers who operate in a climate-smart manner should
be rewarded but there is no verifiable mechanism to
financially reward these producers.

The listed barriers (or the problem) will be removed with the national
adoption of the tried, field-tested, scalable, user-friendly, comprehensive C-
SAC® tool and protocol. C-SAC® comprehensively addresses the five
components of CSA along with the stated secondary issues.

of its level of compliance
Level 4 70-79 points with respect to CSA. This is

Owing to its comprehensive and holistic design, C-SAC® is a complete CSA


solution. Its versatility is all encompassing. It is a proven tool for guaranteed
results in the following areas:

C-SAC® provides a comprehensive framework for


training.

C-SAC® can be used by the producer to assess


the operations irrespective of size of the
operation. Its a very scalable tool.

C-SAC® offers an auditing component that


augments any self assessment.

C-SAC® provides an authentication mechanism


as proof positive of adaptation and mitigation.

C-SAC® is a means of branding that certifies


produce and products as climate-smart and eco-
friendly.

06 Additional Benefits

There are 10 additional benefits of the national adoption of C-SAC®. These are
outlined below. However, the list is not exhaustive.

Use of a comprehensive CSA as per the C-SAC® tool offers


01 adaptive and mitigative possibilities.

C-SAC® is a viable quality determinant for differential pricing of


02 products and outputs.

C-SAC®, as a self assessment tool, can be used by smallholders


03 and larger farmers.

C-SAC® provides a proven mechanism to justify Climate finance


04 and inclusion of agricultural initiatives in NDC computations.

05 Livestock and mixed farming operations can be assessed using


C-SAC®.

As an auditing tool, C-SAC® can be used as a means of


06 consensus for “Smart Contracts” using Distributed Ledger
Technologies e.g. Blockchains.

The C-SAC® five categories of compliance incorporates the


07 breadth and depth of CSA projects and can guide their design,
implementation and evaluation.

By grading degrees of Compliance, C-SAC® provides and easy to


08 explain, visual and numeric scale that can be the basis of any
prioritizing mechanism.

By including mitigation aspects of compliance such as


09 greenhouse gas reduction C-SAC® points the way for MRV
protocols as required for the completion of NDC.
