The purpose of this lifting plan is to provide Crane Operators and


associated personnel with fundamental safe working procedures to be followed
during crane lifting operations for D-wall cage lowering.
The document provides guidance on:

2. PURPOSE

This document provides requirements for subcontractors at the L&T SUCG-JV to


ensure safety while working around hoisting and rigging activities. Any
applicable regulatory as per CMRL SHE condition of contract Volume-8 ,OHS&E
volume – 2,GSAF Operational guidance lifting operations or contractor
requirements must be followed.

4. SCOPE OF WORK:

This lift plan is intended to lift single 22.58m reinforcement cage manoeuvring and lowering for
diaphragm wall at Nehru Park.

Roles and Responsibilities


6.1 Lift Co-ordinator TAPAN DAS
The Lift Co-ordinator is responsible for ensuring that:
• Sufficient resources are available
• The competence and skill mix of a team is correct
• Sufficient supervision of persons under training or gaining experience is given
to demonstrate competence.
 Controlling of all Lifting operation at site.
 Does not touch the load. They must stand back from the load being handled in
a prominent position where they have a good view of the lifting activities and
controlling of tandem lifting (Lifting of the same single object with Two
cranes)

6.2 Banksman RAJ RAO/PHANI KUMAR


The Banksman/Flagman controls the initial lifting of the load, laydown of the
load and lifts that are out of the line of vision of the Crane Operator. The Crane
Operator is responsible while the load is in the air. The Banksman must ensure
that :
• Is easily identifiable from other personnel by wearing a hi-visible jacket or
waistcoat, which is clearly marked to indicate that he is the authorised crane
Banksman.
• Does not touch the load. They must stand back from the load being handled in
a prominent position where they have a good view of the lifting activities
• Remains in communication with the load handler and Crane Operator at all
times
• Keeps the load handler in sight during the lifting operation
• Does not direct the crane in a load path over ‘live’ plant unless covered by a
specific risk assessment

6.3 Slinger/RIGGER RAJ RAO


The Slinger must:

• Stand clear while a load is lifted clear of the deck and landed, while slack is
taken up with or without a load on the hook, and must confirm to the Banksman
that he is clear.
• Not touch a load being landed until it is below his/her waist height and never
attempts to manually stop a swinging load
• Be easily identifiable and distinct from the Banksman.

6.4 Crane Operator GOVIND RAO/ LAL BIHARI/Y.SRINU


Operates the crane under the direction of the Banksman.
They provide:
• Technical advice on the safe operation of the crane
• Judgement on the conditions for safe lifting operations from reinforcement
cage, stop-end etc.
• Daily maintenance and checks on cranes.
• When a situation arises or a condition exists where, in the incumbent’s
qualified opinion, the safety of personnel, plant or equipment may be
jeopardised, they will be expected/required to suspend lifting operations until
such time as control measures have been introduced to minimise or eliminate
the potential risks.
• When lifting operations have been temporarily suspended due to inclement
weather or, in the case of a defective cage, inadequate tools and tackles and
they shall not recommence until the Crane Operator is satisfied that conditions
have improved to within the safe operating parameters recommended by the
crane manufacturer or imposed by the owner or employer.

7. USAGE OF LIFTING TOOLS AND TACKLES


All lifting tools shall be inspected and certified by Third party, certificate valid for
six months as per Legal requirement BOCW (Building and Other Construction
Workers Regulation-Central rules 1998).
Following Lifting tools and tackles will be used during lifting and lowering
operation.

8. General Crane Operations & Preparation before cage lifting


8.1 Control of Lifting Operations – Communications

1) Hand signal shall be used between lift co-ordinator and crane operators.
2) Cranes shall be placed in levelled unfirms ground
3) Approach for crane movement will be maintained towards the excavated
trench.
4) Cranes condition shall be checked before starting the tandem lifting
operation.
5) Crane operators and lift co-ordinator will be briefed about the lift plan.
6) Cordoning the area of in and around the area.
7) All foreign material shall be removed from the cage before lifting.
8) All lifting tools and tackles which are used for lifting operations shall be
inspected before commencing the job.

9. Operator Checks
At the commencement of each shift, carry out a function check of the
boom minimum radius cut-out and the hook block (main/auxiliary) over hoist
cut-outs. These checks shall be extended to include maximum radius and
maximum pay-out limits, when they are fitted.

10 Adverse Weather Conditions


During lifting operations, adverse weather will increase the risks
presented to personnel and equipment. To minimise the potential hazards
associated with lifting operations.

10.1 Electrical Storms and Strong wind


During electrical storms, strong wind or lightning can have an adverse
effect on the crane’s structure, to personnel involved in crane maintenance
activities and to general crane hoisting and lifting operations.
Where the threat of lightning exists, crane maintenance activities and
crane operations must be suspended until such time as the risk of lightning
affecting operations has abated.

11. Re-bar Cage Lifting and Positioning.

Lifting and placing of cage will be done with the help of 2 nos of Cranes
and the Cage Lifter. The Cage Lifter will be fixed directly to the lifting
hooks of the cage with D’ shackles and slings of the 80 MT crane. The
bottom end of the cage shall be fixed to the second crane (minimum 75
MT capacity Service Crane) with two slings. Now the Cage shall be lifted
slowly with 80 MT Crane operating both the wires and bottom shall be
lifted by the supporting second crane which will swing at a synchronized
speed with the movement of the cage. When the cage is fully lifted, the
load in service crane shall be freed so that the entire load of the cage will
come on the 80Mt crane. The sag control supports from the75T crane will
be freed so that the cage can be held by the Lifter from the top. After
completion of lifting, the cage shall be lowered slowly in-to the panel and
the sag control support/slings will be removed when the supporting
locations of the cage comes down to the ground level. The cage shall be

lowered up to the desired level and shall be rested with the help of resting
hooks. The Cage Lifter, lifting positions and lifting procedure are shown in
the attached sketch as per Annexure A.
