II. Rationale:
Pursuant to DepEd Order No. 30, s. 2020 re Amendment to DepEd Order No.
07, s. 2020 entitled School Calendar and Activities for School Year 2020-2021, the In-
Service Training for Teachers (INSET) is scheduled to take place on December
14-19, 2020. Likewise, the Schools Division Office of Albay released Division
Memorandum No. 100, s. 2020 re Division In-Service Training of Teaching Personnel
for SY 2020-2021. Paragraph 3 of the said Division Memorandum states “The program
design is to be implemented virtually for both division and district/school levels. The
first four days of the INSET is division-led while the remaining two days is intended for
district/school-led career development activities based on the consolidated individual
professional development plans. In cases wherein online platform is a challenge,
school heads are advised to ensure that strict observance of IATF guidelines for
blended or face-to-face activity is adhered to.”
In adherence to these guidelines, Polangui South District shall conduct a
District-Based In-Service Training for the Secondary School Teachers of Polangui
South District.
will hopefully encourage the teachers in conducting an action research and thus,
helping in their journey of professional growth and development.
X. Delivery Platform:
The activity will be carried out with the face-to-face approach, ensuring the
strict observance of minimum health protocols set by the Inter-Agency Task Force
(IATF) and Department of Health (DOH). Utilizing the virtual platform poses the
challenge of participation, comprehension and continuity of understanding of the
topics to be discussed. Due to the occurrence of the typhoon, internet connections are
yet unrestored. Moreover, not all of the barangays are energized and frequent power
interruptions are still experienced.
The seminar will be implemented on December 19, 2020 (Saturday) from 8:00
in the morning until 5:00 in the afternoon at the Magurang Elementary School
Gymnasium, Magurang, Polangui, Albay.

After each of the plenary sessions, an open forum will be conducted. This is to
facilitate the understanding of the topic among the teachers/participants and allow
discourse exchange between the speaker and the participants.
V. BUDGETARY REQUIREMENT
The participating schools will utilize their Maintenance and Other Operating
Expenses (MOOE) for the Gender and Development (GAD) and INSET fund subject to
the usual accounting and auditing rules and regulations.
After the training is completed, a narrative report and pictorials will be submitted to
the Schools Division Office.
