SP- 2 1 07 fy AN ORDINANCE ESTABLISHING GUIDELINES FOR SISTER CITY OR TWINNING RELATIONS Bi:TWEEN QUEZON CITY, OTHER CITIES AND MUNICIPALITIES. Introduced by Councilors RODERICK M. LAGUMBAY, EDCEL B. LAGMAN, JR., VINCENT DG. BELMONTE, MAX JIN C. RILLO and RANULFO Z. LUDOVICA. WHEREAS, Section 33 Article 3, of Republic Act No. 7160 states that local government units may, through a, ‘propriate ordinances group themselves, consolidate or coordinate their efforts, services, and resources for purposes commonly beneficial to them; WHEREAS, the Department of Interior and Local ‘ wvernment through a memorandum circular, declares that a local authority may establish a relationship with its counterpart within the country or abroad to promote development initiative: that are mutually beneficial to the concerned government; WHEREAS, to date Quezon City has six (6) national and three (3) international sister city agree-nents in the areas of trade and investments, human development, culture, education and .~urism; b 450% Regular Sess Ord.No. se S107 sao Page ~2- PO2011-141 WHEREAS, it is the policy of the City to foster sriendship, trade, understanding and coope ‘ation;. WHEREAS, Quezon City has attracted potential sister cities and municipalities, thus, there is a need to set guidelines on the Screening process and selection of potential sister cities. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF QUEZON CITY IN REGULAR SESSION ASSEMBLED: SECTION 1. SCOPE, Consideration and formalization of sister city agreement between che Quezon City Gove-ment with other cities and municipalities, both na:onal and international shall be the scope of this ordinance, SECTION 2. CRITERIA - The criteria for establishvig sister city or twinning relations to be considered areas follo <: 1. Compatibility of potential sister city or municipality with regard to population, educational ins:‘*iions, arts and culture, community-based organi: :ttions, economic and tourism linkages 2. Opportunity for mutually beneficial culture and educational exchanges and other activities between NGOs, POs and other civic organizations b: ween cities or municipalities. 3. Availability of public resources that will be necessary to help develop and sustain a successful relationship; and. 4. DOCUMENTARY REQUIREMENTS. 1. For cities and municipalities signifying their intent to forge sister city agreement with the Quezon City Government: a. Official letter addressed to the City Misyor outlining the rationale for the proposed relation; b. Local Government Profile; ©. Sangguniang Resolution endorsing the affitiation initiative; a. Draft of Memorandum of Understanding {MOU) highlighting the proposed field of partnership Qnd parameters of the agreement. 2, For Quezon City Government Initiated Agreement: a. Local Government Profile; b. Proposed field of partnership; and ec. Recommendation of the sister city advisory council. SECTION 4. PROCEDURAL GUIDELINES FOR CONSIDERATION OF TWINNING AGREEMENTS I. Evaluation of the Sister City Advisory Covneil of alt the documentary requirements; 2. Recommendation to the City Council with the draft Memorandum of Agreement; 3. Approval of the City Council Resolution; anc’ 4. Signing of Memorandum of Understanding ceremonies and programs shall be determined by the sister city advisory council. SECTION S. SISTER CITY ADVISORY COUNCIL 1.Composition —- Chairman ~ Quezon City Mayor Vice Chair - Quezon City Vice Mayor Members: 45 Regular 54H é Ord.No, SP- 7. ,S-2027, Page ~4- PO2011-141 A. Chairman of the Committee on Culture and Tourism; ee of the Office of the City C. Authorized representative of the department/ office related to touzism and cultural affairs; D. Authorized representative from thy Tourism Development Council or any other similar formation/ task force of the city; B, Representative from an accredited NGO/PO relevant to the partnership agreement. (e.g. NGO/PO in economics if MOU concems economic development) 9, Functions and Responsibilities; a. Review ali the documentary requirements b. Set the parameters of the relationship that is nmaual, realistic and feasible; ©. Develop economic, cultural, educationai and other beneficial exchanges; a. Initiate planning, goal setting and evaluation to increase the potential benefits; e, Review every three (3) years to confirm or change the established relationship; and J Recommend termination of inactive sister city agreements. SECTION 6, SEPARABILITY CLAUSE — The provisions of this ordinance are separable, and in any event that any more of such provisions are declared invalid, the validity of ail other provisions shall not be affected thereby. . 45% Regular Segs} ie OrdNo sp 2 TOT sao/ Page -5- PO2011-141 SECTION 7. REPEALING CLAUSE - Any ordinane., executive order, local issuance or rules and regulations or purts thereof which are inconsistent with this ordinance are hereby repealed and/or modified aecordingly.
