Founded in 1978 in honor of the late Senator and Vice President, the Hubert H. Humphrey
Fellowship Program provides a year of professional enrichment and leadership
development in the United States for mid-career professionals from designated countries
throughout the world. The Humphrey Program fosters a mutual exchange of knowledge,
builds professional capacity, promotes lasting ties, and enhances international cooperation
in areas critical to U.S. engagement with developing and transitional countries.
Each year approximately 150 fellows, funded by the Bureau of Educational and Cultural
Affairs of the U.S. Department of State, are grouped by professional focus area and engage
in graduate-level non-degree study and related professional experiences at leading U.S.
universities. The program now has a network of nearly 6,000 alumni in 162 countries
around the world working to improve their communities and the lives of those in need.
To mark the 40th Anniversary of the Hubert H. Humphrey Fellowship Program, the State
Department aims to acknowledge the extraordinary professional achievements and impact
of Humphrey alumni during the Fellowship’s first 40 years through a series of events
around the world.
Celebrating the contributions of alumni from Latin America and the Caribbean, “Realizing
Full and Inclusive Democracy in Our Hemisphere” will be hosted in Panama City, Panama
from April 5-7, 2019. The three-day conference, broadly focused on good governance,
social justice, and human rights and democracy, will acknowledge the legacy of more than
1,000 alumni across the Western Hemisphere and the communities enriched by them.
The conference will also serve as a conduit to the future, documenting stories and
successes and charting a path forward.

Fellowship Program. We join you in celebrating accomplishments and reflecting
on program goals to foster a network of global leaders who will work together to
create a better future for our local, regional, and international communities.
I want to recognize your extraordinary achievements and contributions to public
service across Latin America and the Caribbean through strengthening democratic
institutions and rule of law, advocating for human rights, as well as healthy and
educated populations, supporting economic and social inclusion, and
championing sustainable development programs and policies.

and expertise so that we may learn from one another and further the Humphrey
