Taking from the Study on Teacher’s Workload

During the study of School Form 7 (2011 to 2014 - DO 4, s. 2014)


that reflects the Actual Teaching Load, it is noticeable that there is
no equivalent weight in man-hour for each ancillary task.

There are Teachers that are


overloaded, however, we still don’t
know yet if it is true for ALL Public
School teachers.

For Small Elementary School of 116 learners handling 7 (AM/PM
Classes for Kinder & 1 section/grade level) classes with 6 teachers
(1:19), the following are being observed:

Ø Workload is heavier in small schools (698 minutes out of 480 minutes per day)

Ø 31% of Ancillary Workload is Curriculum/Teaching

Ø Combined workloads of actual teaching, teaching preparation & ancillary tasks


related to teaching is 77.65% compliance (overload)

Ø High disparity of assignments among teachers (635 minutes to 847 minutes/day)

OBSERVED IMPROVEMENTS

Ø All teachers are handling teaching load & teaching related activities with
an average of 498 minutes per day (480 standard)
Ø 60% of Ancillary Workload is Curriculum/Teaching Related
Ø Combined workloads of teaching load, teaching related & ancillary tasks
related to teaching is 481.5 mins/day or 99.7% compliance
Ø Teachers are more focus in teaching having 91% for the core business, and
only 9% of their workload are ancillary tasks mostly related to teaching
Ø Almost equal distribution of assignments among teachers (490 lowest &
505 highest minutes/day)
Ø 2 additional teachers have significant impact
Ø 1 administrative staff have clear term of reference and duties provided and
still have some available minutes for the unassigned tasks of immediate needs

For Small Junior High School have 10 teachers with 322 learners (1:32 Teacher to
Learner) & organized into 8 classes (1:1.25 Class to Teacher) the following are being
observed:

Ø Average Combined Workload of Teacher is 514 minutes/day (7% excess against 480
minutes/day standard)

Ø 80% of Ancillary Workload is related to School Management and Administration

Ø Combined workloads of actual teaching, teaching preparation & ancillary tasks


related to teaching is exceeding by 10.68%, the interpretation is overstaffed

Ø For workforce need, WBT suggested for 1 Non Teaching Item to handle ancillary
workload. Reassignment of 1 teacher to other school with teaching force needs.

Ø The Workload Balancing Tool shall be used in all public schools
mainly to manage the reassignment of workload among
teachers with the aim for equitable and fair distribution of tasks.

q At the end of school year


Ø SDO conduct assessment on the implementation of the WBT
and shall submit recommendation to the Planning and Policy
Research Division in the Regional Office.

q Upon receipt of the consolidated report from PPRD, the Planning


Service and the Bureau of Human Resources and Organizational
Development shall review and refinalize the variables and parameters
of WBT as needed.
Effectivity and Transitory Provision

q For SY2023-2024 onwards


Ø The estimated excess workload as per WBT computation
using the adjusted/calibrated formula and assigned
equivalency of ancillary task per man hour shall be considered
for due compensation subject for availability of funds or
resources. The Department (BHROD) shall issue a separate
guidelines and schedule for the guidance of all concerns.
