This notice is provided to confirm that you are currently enrolled in the VA health care system.
Continuous enrollment in the VA health care system, including prescription drug coverage, provides you with
"creditable coverage" needed for certain purposes under the Medicare prescription drug program ("Medicare Part
D"). "Creditable coverage" means that, on average for all enrollees, VA provides a prescription drug benefit that
meets or exceeds what the standard Medicare Part D plan will pay. You may use this letter as proof of creditable
coverage. Please make sure you retain a copy of this letter for your records.
Will You Have a Penalty if You Enroll Late in the Medicare Part D Plan?
No, if you enroll within the specified timeframe. Because VA prescription drug benefits are creditable coverage,
veterans enrolled in VA are not subject to a penalty for enrolling in Medicare Part D after their initial Medicare
enrollment period, provided they do not have a break in creditable coverage of 63 days or more.
Typically, enrollment in the VA health care system is continuous. There are a few instances where a veteran may
be disenrolled.
VA will provide a letter to the veteran that he or she is disenrolled for VA health care and can enroll in a Medicare
Part D plan, without penalty, within 63 days after the effective date of disenrollment. Veterans who do not obtain
new creditable coverage by "day 62" after disenrollment, may be subject to the late enrollment penalty imposed by
Medicare, even if they had creditable coverage through VA.
Veterans do not have to choose between VA prescription drug benefits and a Medicare prescription drug plan;
they may have either or both.
A veteran who decides to enroll in a Medicare prescription drug plan and disenroll from VA may not be able to
re-enroll in VA later if VA is not enrolling all priority groups.
