Introduction

On the island of Mindanao, Barangay Balogo is located at a coordinate of roughly


7.2804 and 124.4560. It is estimated that the elevation at these coordinates is 33.5
meters, or 109.9 feet, above mean sea level. Balogo is one of the 40 barangays in the
municipality of Pigcawayan, Cotabato province. The population was 2,528 as
determined by the 2020 Census. This accounted for 3.49% of Pigcawayan's total
population. Balogo's household population in the 2015 Census was 2,541, divided into
612 households with an average of 4.15 individuals per household. The age group with
the largest population in Balogo, according to the 2015 Census, is 5 to 9, with 293
people. The age bracket with the fewest people is 80 and over, with only 16 people.
When all age groups are combined, individuals aged 14 and under make up 29.59% of
the young dependent population, which includes infants/babies, children, and young
adolescents/teenagers (752). Those aged 15 to 64 make up around 65.17% of the
economically active population and actual or potential labor force members (1,656).
Finally, the old dependent population, which includes senior individuals aged 65 and up,
accounts for 5.23% (133).

According to the calculated age dependency ratios, there are 45 young


dependents for every 100 people of working age in Balogo, 8 elderly or senior citizens
for every 100 people of working age, and overall there are 53 dependents (young and
old) for every 100 people of working age. The median age of Balogo is 27, which means
that half of the population is under 27 and the other half is over 27. Over a period of 30
years, Balogo's population increased by 763 from 1,765 in 1990 to 2,528 in 2020. From
the previous population of 2,541 in 2015, the most recent census numbers in 2020
show a negative growth rate of 0.11% or a reduction of 13 individuals. However, as of
2022 October, an estimated 2,800 individuals are now residing in Barangay Balogo.

The objective of this survey is to learn more about the planning and development
of Barangay Balogo's projects as well as the progress of those projects' execution. This
is done to increase awareness of the barangay's growth and to learn more about what
has to be done to make the barangay better. Additionally, it is important to assess the
performance of the barangay officials in terms of project planning, project execution,
and barangay development.
Methodology

The survey method was utilized in this study, specifically the personal interview
survey, because it is concerned with assessing the development status of Barangay
Balogo according to its chief official, the barangay captain.

a) Data Collection
The researcher issued a letter requesting authorization to accomplish the
study in Barangay Balogo. The study was carried out according to the availability
of the barangay captain. Additionally, the researcher put in a lot of time, effort,
and cooperation in designing and carrying out the study for the intended
respondent. Furthermore, after successfully doing those things, the researcher
then interviewed the barangay captain Hon. Edgar Castillo, who shared together
with his constituents their project propositions, development plan, and
implemented projects specifically about the barangay’s health and nutrition,
infrastructures, roads, and disaster mitigation.

b) Strengths and limitations


As of 2022, many projects have been accomplished effectively under the
supervision of barangay officials since one of the best and most valued strengths
of the barangay is the super active and effective barangay officials. People in the
barangay are also very involved in the plans and activities that are being
implemented in the community. However, there are also issues that the barangay
of Balogo is dealing with, such as the fact that approval to implement a project
can take a long time, which has hampered the construction of infrastructures that
will benefit the barangay. And lastly, the proper planning of developments in the
barangay has been going on for a long time, so the officials are trying to speed it
up without affecting the output of the project or any developments.

c) Key Participant
The barangay captain of Barangay Balogo, Honorable Egdar Castillo is
the primary participant in this interview barangay survey.

Findings

Since the very active and efficient barangay officials are one of the best
and most appreciated strengths of the barangay, many projects have been
successfully completed under their supervision. The barangay's residents are
also heavily involved in the plans and initiatives being carried out in the
neighborhood. One of the many projects that have been successfully completed
in the barangay is the drainage canal in zone 7, which was funded by the LGU
Pigcawayan. Another project that has been successfully finished is the Barangay
Mental Health Consultation and quarterly check-ups and distribution of
medications to the populace. They have also successfully finished the
2-week-long barangay fiesta, where they held a basketball competition and held
the first Ms. Balogo pageant, in which the sports competitions promote health
and socio-cultural competitiveness among the people of Barangay Balogo.
Another well-executed project is the creation of a spacious covered barangay
court, which can be used when the municipality conducts seminars and
conferences. One of the beneficial services provided by the barangay is the
mitigation and rescue of victims during any natural disasters. Especially during
the October 27 landfall of Bagyong Paeng, which affected 198 Balogo
households, the barangay was very hands-on in alleviating and rescuing the
victims from the flood and their destroyed dwellings. During such times, the
barangay was also exceptionally grateful for the donations made to the affected
individuals. However, Barangay Balogo is also dealing with some issues, the
creation of infrastructure that will help the barrio has been impeded by problems
that the barangay of Balogo is dealing with, such as the fact that getting approval
to implement a project can take a long time. Specifically, the construction of a
levee on the riverside, which is an embankment constructed to prevent a river
from overflowing has been delayed, making the river very dangerous to those
who live nearby. Furthermore, the delay in constructing drainages in the
community exacerbated floods in certain areas. Additionally, the water has not
yet been provided to all of the residents of Barangay Balogo since officials are
still contemplating how to distribute it appropriately. Additionally, the barangay still
lacks concrete roadways, however, fortunately, officials are now working to find a
solution as soon as possible. Last but not least, as the correct planning of
developments in the barangay has been ongoing for a while, the authorities are
attempting to hasten it without compromising the project's outcome or any
developments.
Recommendations

In line with the findings and results of this survey, the researchers hereby present
the following recommendations.

1. The researcher recommends that the barangay officials will continue to on being
consistent with their project implementations and barangay developments.
2. The researcher recommends that the impeded plans and projects will be
implemented as soon as possible to avoid any risk to the people of Barangay
Balogo
3. The researcher recommends that officials should expand the water supply so
that everyone has access to it and no one has to struggle to get water for daily
use.
4. The researcher recommends that they will build a school up to high school so
that the students don't have to go to other barangays to be academically
educated.
