a) PROFILE
Role & Functionality of Dept.:
The DRDA-VELUGU are working under the administrative control of Chief Executive Officer, Society for Elimination of Rural Poverty (SERP) at State Level. At present Sri P. Krishna
Mohan is holding the post of CEO, SERP. Smt. P. Sunitamma is the Hon’ble Minister for SERP.
There are two Project Monitoring units in East Godavari District.
1. District Project Monitoring Unit (DPMU) and

2. Tribal Project Monitoring Unit (TPMU)
DPMU will be administered by Project Director, DRDA-Velugu having its headquarters at Kakinada.
TPMU will be administered by Project Officer, ITDA, Rampachodavaram having its headquarters at Rampachodavaram

c) SCHEMES/ACTIVITIES/ACTION PLAN
1.NTR BHAROSA
Social Security Pensions are being distributed under NTR BHAROSA under the categories of Old Age, Widow, Physically Handicapped, Toddy Tapers and Weavers.
ELIGIBILITY:
A) Eligibility criteria common to all Pensions
1. The proposed beneficiary shall be from BPL family

2. He/She should have White Ration Card
3. He/She should have Aadhar Card
4. He/She shall be a local resident of the district
5. He/Sheis not covered under any other pension scheme
B) Old Age Pension
Old age persons, both male and female, who are 65 years of age or above as per Aadhar card and are destitute (with little or no means of subsistence and no family or relative to
depend upon)
C) Weaver Pension
1. Weaver is 50 years of age or above as per Aadhar card irrespective of caste and destitute
2. He/She should have an Identity Card issued by the Assistant Director, Handlooms.
D) Widow Pension
1. Widow should compulsorily have Husband Death Certificate.

2. No age limit for Widow Pension.
E) Disabled Pension
1. No Age limit for Disabled pension

2. Applicant should have Eligible SADAREM (Software for Assessment of Disabled for Access Rehabilitation and EMpowerment) Certificate. Minimum eligibility percentage is 40%.
F) Toddy Tapper Pension
1. Toddy Tapper is 50 years of age or above as per Aadhar card and destitute
2. Should have an Identity Card issued by the Excise Superintendent.
G) ART (Anti-Retro-viral Therapy (HIV)) Pension
1. HIV patients who are receiving ART medicines in the Government ART Centres.
2. No restriction on number of persons to receive ART pension in a family.
3. Eligible ART pension proposals will be uploaded to CEO, SERP from concerned ART Centres, through Society for Aids Control (SAC).
4. Pension amount will be credited to the bank accounts of ART pensioners in turn they will withdraw pension amount through ATM cards.
Selection of pensioner:
1. Assembly Constituency-wise Targets are fixed by the Government.

2. These target are in-turn divided Mandal/Villages within the Assembly Constituency.
3. The eligible list will be uploaded by the MPDO/Mpl. Commssioner logins to DRDA after approval by the JanmaBhoomi Committee & Mandal Level Committeefor sanction.
Release of Funds:
Every month funds are being released directly through (EFMS) Electronic Fund Management System to MPDOs/Municipal Commissioners NTR Bharosa Pension Accounts from CEO,
SERP, Vijayawada.
Problems while disbursing of pensions.

1. Pensions are being disbursed through TABs in 62 Mandals and 10 Municipalities and 2 Municipal Corporations.
2. Pension Tabs are being used for Smart Pulse Survey programme due to which around 50% Tabs are not in working condition causing lot of problems in disbursement of pensions.
Hence, NEW Tabs are very much required for smooth disbursement of pensions.
3. Services of around 1500 employees are being utilized for 10 days every month in disbursement of NTR Bharosa Pensions instead of 5 days due to shortage of Tabs.
4. PDO (Pension Disbursing Officer) Authentication payment percentage is 5.12% in April 2017 as against the target fixed by the Government of 3%. East Godavari District stood in
12thposition out of 13 district from Highest (11.29% Krishna) to lowest (3.67% West Godavari).
2. SHG Bank Linkage
The broad vision of the program is to enable the poor households in accessing adequate formal credit at their doorsteps through their membership in SHGs.
The objective of the program: Consumption smoothening or even servicing previous high cost debts Support existing livelihoods Finally, to implement Microcredit Plan (MCP), when
households reach a stage where they can assume a higher degree of risk.
The SHG movement in the Andhra Pradesh started in 1998, built on the principles of thrift, self-help and internal lending.
The credit worthiness of these groups, which are otherwise unbanked, having no collaterals, have been built on their group discipline, repayment culture and accumulated corpus
funds; and this resulted in SHG Bank linkage programme, under which, SHGs are being provided with credit by service area banks as per Micro Credit Plans of SHGs.

3.STREE NIDHI CREDIT COOPERATIVE FEDERATION LTD
1. Emergence of StreeNidhi.
Credit needs of poor are recurring and they need small loans to meet needs of small businesses and emergent needs. Lack of innovation in products and inadequate finance are
the major problems being faced by the poor for various reasons as small loans involve high transaction costs, require regular monitoring and in such a scenario are considered
risky. Credit needs of the poor are being met from banking sector under SHG-Bank linkage programme. However, due to certain issues and non-availability of adequate and timely
credit from banks, MFIs indiscriminately lent to SHG members and this resulted in untold misery to the poor women due to multiple lending, usurious interest rates and coercive
recovery methods. After the APMFI Act’2011, MFIs were not able to lend to SHGs as they were not able to adhere to the terms and conditions. In order to fill the above credit gap
and to ensure availability of timely and affordable credit to poor individuals and households whose access to credit has been affected due to cessation of lending by MFIs in the
state, there was a dire need for an institution to fill the vacuum.
2. Legal Form:
“SthreeNidhi” was registered as Apex Credit Cooperative Federation Ltd, under the Andhra Pradesh Cooperative Societies Act’1964. SthreeNidhi on 7th September 2011 and
commenced lending operations from 6th October 2011. After state separation SthreeNidhi is also separated as StreeNidhi AP.
3. Objectives:
a) To meet the credit needs of the SHG members through MS / VOs and TLF/SLF for income generating activities and emergent purposes like medical and educational purposes.
b) To ensure timely credit availability to SHGs in 48 hours, through the technology basis.( Mobile phone IVRS technology).
c)To supplement credit to SHG members while ensuring that SHGs will give first priority for availing loans from Banks under SHG- Bank linkage programme.
d)To ensure that the poorest of the poor (POP) get credit at least of 50% of the loan disbursement.
e) To hence the per capita Income of the Poor SHG members through financing the lively hood projects and improves their living conditions.
4. SHG women get loan within 48hrs from SthreeNidhi
i. Members makes loan request to SHG and Group passes resolution and approaches Village Organisation (VO) along with resolution copy and loan documents.
ii. On satisfactory scrutiny of requests subject to different criteria prescribed, VO will load the loan requests in mobile applications using IVRS. In mobile SHG information, their
codes are loaded.
iii. If funds are available at Village organisation, then group will get loan immediately. Subsequently, Village organization submits the details through IVRS to SthreeNidhi and will get
reimbursement from SthreeNidhi.
After getting request from Village OrganizationSthreeNidhi will deposit respective amount in SHG’s bank account within 48 hrs.
5. Governance
The General Body (GB) is the ultimate authority to conduct affairs of the SthreeNidhi. The governance of SthreeNidhi is vested in Managing Committee comprising of 20 Directors
(13 Elected Directors from Mandal Samakhyas one from each District , 4 Members from TLFs, 3 Nominees from Govt. of Andhra Pradesh including Principal Secretary-RD, Secretary-
Finance), and Managing Director of SthreeNidhi as Ex-officio. CEO of SERP, and Mission Director, MEPMA are special invitees.
Deputy General Managers, and supporting staff assist the Managing Director and Board in running day-to-day affairs of the SthreeNidhi ,Assistant General Managers, Managers and
the project staff at District level, Mandal and Village level support in implementation of SthreeNidhi activities.
4.Institution Building

Every individual poor family is able to earn a decent livelihood and It is an integral part of improving (livelihoods) opportunities for the rural poor to meet their priority needs.

Institution Building
East Godavari District is having 62 Mandals out of which 51 Mandals belong to DPMU and 11 Mandals belong to TPMU. A total no.of 69 Mandal Samakhyas were formed with 3416
Village Organisations. There are 3 District level Samakhys viz Zilla Samakhya, Girijana Samakhya(for TPMU ) and Godavari Maha Samakhya (for Fisher folk) all VOs and MSs are
registered under MACS Act 1995.
FARM
Objective of APRIGP:
The Andhra Pradesh Rural Inclusive Growth Project (APRIGP), supported by financial assistance from the World Bank, aims at supporting the Government of AP‟s goal of making the
State poverty free by 2017 through a strategy of including the poor in the benefits of economic growth and human development outcomes. The objective of the project is „to enable
selected poor households to enhance sources of incomes and secure increased access to social entitlement. This would be achieved by supporting GoAP in scaling up the rural
poverty reduction initiatives and the existing institutional platforms of the rural poor with an emphasis on inclusive economic growth and access to social development services.
PROCESS:
The project will integrate the 2,50,000 small and marginal producers to increase income atleast 50% growth in 5 years, increased coverage of social safety net and social risk
management programs help poor to share benefits of economic growth. The programs will be implemented in selected 11 mandals ( 3 mandals in DPMU & 8 mandals in TPMU)
based on social stratification, value chain potential and access to services and entitlements this will be achieved by organizing the farmers to economic organizations ( i.e., producer
groups / organizations/ companies ) ensuring high quality of services like technology, credit, extension, and sustainable access to markets.
FARMER PRODUCER GROUPS ( FPG )

Farmer Producer Groups formed with less than 20 members in 11 APRIGP mandals. Around 100-150 Farmer Producer Groups will be formed as Farmer Producer Organization and
these FPOs should be registered in APMACS Act. 1995 .
FPO initiative programme :
Cashew Nut Procurement process has been taken up with M/s Olam Pvt.Ltd, Visakhapatnam. The following Procurement targets are fixed up for 2017-18 and so far the
procurement details is as follows.
5. RURAL RETAIL CHAIN (APRIGP)
Introduction
The Society for Elimination of Rural Poverty has undertaken a new World Bank funded project called the Andhra Pradesh Rural Inclusive Growth Project ( APRIGP ) and Rural Retail
Chain is one of the subject of APRIGP mandals.
Objective
The mart project works with Rural Retailers, federating them at the mandal level, and creating a Nodal Store at the Mandal Level, from where collective procurement of products can
be done. This project thus provides four major benefits.
i) Access to better quality products at lower prices for the rural consumers.
ii) Access to the Rural Market for producers.
iii) Improved footfall and sales for the retails.
iv) Time savings for the consumers due to availability of the products at village level.
NON FARM
STITCHING OF SCHOOL UNIFORMS BY SHG MEMBERS
POLICY
a) Earlier, in East Godavari District Stitching of school uniforms to the Students who were Studying in Government Schools relating to Rajiv Vidhya Mission / Sarva Siksha Abhiyan
being handled by private agencies.
b) Hearing the same, an idea sparked that “why this activity should not be entrusted to SHGs” in the place of private agencies.
c) Accordingly this idea is transformed in to reality.
PROCESS OF IMPLEMENTATION
1. Before taking up this Project Conducted one workshop and invited feedback from the down level staff i.e. ACs, APMs & CCs and make them realised their task.
2. Similarly all MEOs under the control of Project Officer, RVM made aware of their role in financial facilitation apart from that coordination with all the stake holders from the side
of DRDA under convergence
3. Prior to this identified trained SHG tailors village wise. As well as master cutters
4. Further established Stitching Center at Mandal Level under close monitoring of APMs / MMSs to look after the entire programme hassel – free.
5. At every school level and mandal level committees are constituted to look after the proceedings in close supervision
When we get it in to the above statistics, it is having understood that each SHG Women in the span of 20-25 days of stitching work, on an average each SHG member gets an
amount in form of stitching charges to the tune of Rs.5500/- .
6. Management of School Sanitation

In the District School Sanitation Programme has been taken up by the SHG members of the Federations in convergence with Sarva Sikhsha Abhiyan from 01.10.2015.
Under this programme the toilets in MPP Elementary Schools, MP Upper primary Schools and Zilla Parishad Schools are being cleaned by the Sanitation workers regularly 3 times by
Using Cleaning detergents like Phenol, Harpic and Bleaching powder.
The Sanitation workers were trained by the people from “ SULABH” NGO.
Training has been imparted to One SHG per Mandal for preparation of Phenol making which is used for the Purpose.
SSA will release budget to PD, DRDA for onward transfer to Mandal Mahila Samakhyas. MMS will release honorarium to Sanitation workers through online payment system.
7. UNNATHI-SC.ST SUBPLAN 2016-17

The Government of Andhra Pradesh has passed SC.ST sub plan Act -2013 for development of poor SC.ST communities and implemented several schemes for the benefit of the
SC.ST communities.
The DRDA-Velugu-EG Dist Kakinada, as part of the SC.ST sub plan issuing several loans to the poorest of the poor women of the Self help groups (SHGs) for improvement of their
lively hoods /earning better livelihoods. Through the Unnathi scheme, the DRDA is issuing different types of loans with an unit cost of Rs.50,000/- such as purchase of 1.buffalows 2.
Cows 3.sheep,4.goat 5.bullocks 6.Auto 7.Kiran shop 8.Fancy stores 9.hotles 10 Vegitable and fruit vending etc as per the dire needs of the beneficiaries.
For issue of the above loans, the eligible poor women will be selected from the SHG groups and the names will be recommended by the village organization and Mandal Samakya.
Loans are being issued through the Sthreenidhi co-op credit society on the following terms and conditions:
1.Only unit/asset will be issued to the member but not cash
2.A purchase committee will be formed from each village for purchase and issue of units to the beneficiary.
3.No interest will be charged on these loans but a penalty of 3% will be charged in case of late payment.
4.The loanee/member will be insured by the Govt funds without collecting any amount from the beneficiary.
5.The animal will be insured by the Govt funds without collecting any amount from the beneficiary.
8. SOCIAL SECURITY INSURANCE

c) SOCIAL SECURITY SCHOLARSHIPS –
Rs.1200/- scholarship will be provided to policy holders children those who are studying 9th, 10th, Intermediate and ITI as a promotional facility from LIC.
d) SWAVALAMBANA –
Co-Contributory Pension facility to public those who iterested.
e) CATTLE INSURANCE –
Insurance coverage to cattle which is procured under Unnathi/ SCTSP units.
f) LOAN INSURANCE –
Insurance coverage to SHG when the member died before completion of the repayment of the Sthreenidhi Loans.
4. Area of Operation:

6. Funding :
Collecting Rs.15/- service charge in every year from all policy holders of chandrannabima and executing the call center to do the service to the beneficiaries of all schemes.
7. Issues and concerns :
i) Expected extending support from Panchayathraj Department and Municipal Administration Department while sanctioning the Death certificates within 48 hours of Death noticed.
ii) Required support to getting the FIR, Panchanama, Postmortem reports and Final reports, RFSL reports at an earliest from Police Department.
9. HD COMPONENT
The project Development objective of HD Component is to increase access to human development services to poor households and to adopt appropriate health, nutrition &
sanitation behaviour for improving human development status.
The main focus of human development component under Andhra Pradesh Rural Inclusive Growth Project (APRIGP) is
1. To bring behavior change at individual, household & community level on health, nutrition & sanitation interventions .
2. Convergence with the line departments like RWS, NREGS, PR, ICDS & Health to build upon existing structure and mechanism put in place through various government and civil
society initiatives.
3. Overall RIGP HD implementation will be done in 52 GPs of 3 mandals ( Katrenikona, Kotananduru and Rowthulapudi )
4. The GPs will get additional financing as Human Development Investment Fund ( HDIF ) in over all project period to address the gaps identified while developing HD activities.
5. To create awareness and motivation on ISL on construction & usage to households by using IEC activities like pamphlets, videos, rallies, door to door campaigns.

11. SADAREM
Software For Assessment Of Disabled For Access Rehabilitation and Empowerment (SADAREM)
Objective of the SADAREM initiative is to create a Dynamic Web enable system for comprehensive access, rehabilitation and empowerment, through automation, capacity building,
assessment of persons with disabilities (PWDs) and maintaining Decision Support System (DSS).
Government of Andhra Pradesh has taken this initiative of Identifying & Creating the Centralized Database for Person with Disabilities by using scientific approach & disability
guidelines.
SADAREM ICT solution is designed to cover the following features:

1.Scientific assessment of degree of the disability is done on the basis of methods and formulas prescribed in the Gazette 2001 issued by the Ministry of Social Justice and
Empowerment, Govt. of India
2.Generation of a computer based Disability Certificate with unique ID along with Identity Card.
3. Assessment of needs and maintaining the centralized data base. Software will also generate all the details including the support services that the disabled persons are entitled,
based on the need assessment and a record of the services provided from time to time.
4.The database thus generated will be hosted in the Public Domain to enable service providers to reach out to the disabled persons.
Registration process for Sadarem Certificates :
Every Friday a camp will conduct at GGH, Kakinada and DCHS, Rajahmahendravaram. Candidate may register before the camp date through the office of AD Disable Welfare and
Senior Citizens Welfare Department by phone or directly.
