I. INTRODUCTION
1. Reference/Authority:
This Security Survey was conducted in compliance with the standing instruction from
the Operation Manager of the DCCP Intelligence and Security Company, as final
requirement for completion of Security Survey Report.

2. Date and Time of Survey:


a. 1st day of survey – 21st June 2022 / 1530H-1700H
b. 2nd day of survey – 23rd June 2022 / 1300H-1430H

II. NAME AND MISSION OF INSTALLATION/ACTIVITY:


1. Description of the unit surveyed:
Data Center College of the Philippines – Laoag Old Bldg. is located at Brgy. 8 San
Vicente, A. G. Tupaz Cor. M. V. Fariñas St., 2900 Laoag City, Ilocos Norte; it is
stories building with different departments and areas which is Ground floor
;Basement-Laboratory Area\Lecture Room\Faculty Room\Tool Area\Contextual
Learning Area\Industrial Kitchen\Work Stations; 1 st Floor Registrar\Cashier\Canteen\
Hm lab Room; 2nd Floor – HCS Laboratory\Reading Area\Office of the President\
Clinic; 3rd Floor – Lecture Rooms\Faculty Room; 4th Floor - Lecture Rooms\Library;
5th Floor – Lecture Rooms; 6th Floor – Lecture Rooms\Roof Top

2. Mission of the unit surveyed:


a. The coverage of this security survey is the 3 rd floor only. The 3rd floor has 4
lecture rooms, 2 Faculty Room and a CR, 1 storage room for school equipment’s,
for cooking, sports, computer rooms, faculty papers and uniforms. 2 Lecture
Rooms for Computer Laboratory\ ICT Lab. 1 Lecture Room accommodating
students for lecture. 2 Faculty Rooms for Teachers.

b. The 3rd floor has an area of approximately 398 square meters capable to
accommodate 10 teachers in 2 faculty room and 24 students per room. It has 2
entry points from the 2nd floor, which is one from the 2nd floor main stairs and one
from emergency exit.

III. PHYSICAL SECURITY:


1. Perimeter barriers:
a. Situation as surveyed:

 The 3rd floor has 1 entry points. During the survey, it was observed that there is no perimeter
barriers in the floor except for every rooms that they have blinders. Second is the stair going
to the basement.

b. Recommendation(s)

 We recommend that they should have


perimeter barriers just like sliding door after
the stairs.

2. Guard Force and Guard System:


a. Situation:
 While conducting the survey, it was learned
that the 3rd floor of the DCCP-Laoag Old
Bldg. has no guard force and guard system.

b. Recommendation(s)
 After we conduct the survey, we suggest that they should have duty guards to ensure the
safety of every students and teachers also to check if they are following the health protocols.

3. Personnel identification and movement control:


a. Situations

 The management of DCCP-Laoag Old Bldg. has been implementing School identification
(ID) cards system for all the students and staffs. Their ID’s are being asked in the front door
of the 1st floor to monitor of which
floor they are and who are those
students and employees.

b. Recommendation(s)
 The moving security guard must
move from time to time to monitor
if there are intruders inside the
building.

4. Protective lighting:
a. Situation
 During the survey, it was observed
that there are only one emergency
lightning and switch of the lights
are parallel to the hallway which is easily
accessed by the students. As well as the
CCTV and fire alarms are not functioning.

 There should be 2 emergency lightning
located in two entrance and exit of the
floor. All lights should be functioning.

5. Alarms and communication


system:
a. Situations
 During the survey, it was observed that one of the rooms in the 3 rd floor has a telephone and
every room has a smoke detector and a sprinkler but not functioning.

b. Recommendation(s)

 We recommend that the security system in that floor


will be upgraded and uptight, in order for that they

should replace the smoke detector and sprinklers also in every room there should be a
telephone. And the Security guard-on-duty should go around and always check the system if
it’s working or not.

6. Restricted areas:
a. Situations

 During the survey, there is no restricted portion sighted in the 3 rd floor. However, the storage
room should be the restricted area because the room was filled with some material use in
sports or some important things that the school need.

b. Recommendation(s)

 They should create a restricted area for the restricted files and things of the school that is
secured by some security personnel.

7. Storage security
a. Situations
 During our survey, we noticed that there is
no storage security that was established
outside the rooms for the safekeeping of
other things outside like for example are
those router and cable wires that was
scattered at the upper side entrance door of
the room.

b. Recommendation(s)

 We highly recommend that there should be a


storage to be establish outside the rooms for
the cable wires and router to be organize.

8. Utilities
a. Situation
 During the survey, there is only one
CCTV installed and located near the
stairs but unfortunately it’s not

functioning, one fire extinguisher and hose is installed beside the door of the faculty room and
there is only one emergency exit.

b. Recommendation(s)
 We suggest that they will install more CCTV and the security guards on duty to always check
on if it is functioning in the area, as well as to have other emergency exits.

IV. PERSONNEL SECURITY:


1. Clearance Program
a. Situations

 In applying, the applicants they go straight to the dean’s office for evaluation and interview.

b. Recommendation(s)
 It is strictly recommended that the personnel handling those application form to deeply check
their application form before approving it. They should also conduct background check to
really secure if that information is certain or not.

2. Security Education Program


a. Situations
 The building is not annually conducting the emergency drills for fire and earthquakes which may be
important when the disaster comes.

b. Recommendation(s)
 They should always continue the conducting of emergency drills for the staffs and students to be
always prepared because calamities or dangers isn’t postponed just because of COVID-19 or the
pandemic.

V. DOCUMENT AND INFORMATION SECURITY


Rules and Regulations to safeguard Classified Matters
a. Situations

 They don’t have vault for the safekeeping of their


documents though they have locked cabinets that are
hiding their files and important thing. Even though
they have cabinets, it will not protect the documents
from the theft because those padlocks can be destroy
by forcing it or using hammers.

b. Recommendation(s)

 Vault should be install for the important documents to protect them from any threat, not just
by the persons but also by disasters just like fire, earthquake and typhoons.

VI. EMERGENCY PLANNING:


a. Situations
 During our survey, we quickly observed that there are no emergency evacuation plans
implemented in the area. They are not posting any signs for emergency exits for evacuating
the floor.

b. Recommendation(s)

 We recommend that there should be emergency evacuation plan installed in every floor,
wherein it should be understanding by every employee and students so that in terms of
emergency they can execute or evacuate properly their role.
