GENERAL INSTRUCTIONS (Admin Panel)

Registration of New Accounts

1. Turn on a desktop computer / laptop.

2. Open the TFRIS by clicking the icon and input the Administrator’s

Username and Password

Once the log-in was successful, message box will appear together with the name

of the user and type of access.

3. On the Admin Panel window, fill out all the necessary information then click

“Create” button. The message box will appear notifying the user that the

account is successfully registered.

4. Test your account by logging in to the system

5. Enjoy using the system.

Maintenance

Only the System Administrator has the

privilege to lay down the system into

offline/online mode. On online mode,

the TFRIS system is accessible while

on offline mode, the system is not

accessible or the system is under

maintenance. If a problem is noticed by

the concerned department, the system administrator will set the deployed system into

offline mode and set again to online mode if the problem is already fixed. Part of the

task of the system administrator is to back up the database and restore it if needed. Just

click “Backup DB” and ”Restore DB” button.

Accessing the Tricycle Franchise

Registration Information System

(BPLS)

After you provide your log-in details

(username and password) in the Log-in

form, you will be redirected to the BPLS

form for primary Information.

Once log-in was successful, a welcome

message with user’s name and account

type will appear.

Note: If you enter incorrect log-in

credentials, this notification appears:

Navigating the BPLS WINDOW (Tricycle Franchise Registration Information

System)

The Main window has these functionalities: Franchise No. – where you input the

tricycle franchise no.; Type of Application– applied for new franchise, renewal of

franchise, and change of motor vehicle; Applicants Information – pertains to the

personal information of tricycle franchise owner and the description of tricycle unit;

Tricycle Records– where you can view records and search for such franchise;

Notifications– this is where you can monitor if the franchise owner completed all the

requirements needed in the process of application for new/renewal of tricycle franchise.

Adding New Records

1. To add new record, click “Add” button

2. Key in the given Franchise No. on the textbox

3. Select the type of application

4. Fill out the “Applicant Info” and “Unit Description”

5. After you input all the information, click “Save” button to save the new record.

A confirmation note will appear saying that a new record is successfully saved.

6. The newly added record is appended on the Tricycle Records.

The selected data will be filtered and highlighted.

4. The data will be transferred to Information tab and the user can start editing the
data.

The selected data will be filtered and highlighted. If the process for the
application for new/renewal of tricycle franchise is completed, the user will notice
“check” on notification tab.
3. Click “Preview” button to view the certification.
Note: If the user notices “x” marks on the notification tab, the “Print” button is
disabled, meaning there was a problem with the process of application of tricycle
franchise or the process is not yet completed.

4. Click “Print” icon to print the certification.

Accessing the Road Worthiness

Inspection form (CEPWD)

After you provide your log-in details

(username and password) in the Log-in

form, you will be redirected to the CEPWD

form for Road Worthiness Inspection data.

message with user’s name and account

type will appear.

Navigating the CEPWD WINDOW (Road Worthiness Inspection)

The Road Worthiness Inspection window has these functionalities: Information – where

you can view information of franchise owner together with the description of tricycle unit

then; Inspection findings– divided into three categories: the sidecar, motor and

findings.

Sidecar – pertains to the information and actual dimension of sidecar.

Motor – pertains to the actual condition of motorcycle unit.

Findings – pertain to the actual result of inspection.

box will appear informing that the franchise number was retrieved.

3. Input the actual measurement of the side car on the text area. The remarks will

automatically give the result whether “Passed” or “Failed” based on the input

value.

4. Select the result of sidecar inspection by moving the toggle switch.

to be replaced or need to be repaired.

A message box will appear informing the user of the inspection report findings

then tell whether the inspection results are approved or disapproved.

The Health Certificate window for City Health and Sanitation Department has

these functionalities: Information – where you can view information of franchise owner

together with the description of tricycle unit then; Driver’s Information– pertains to the

personal information of tricycle driver together with his/her laboratory result;

Community Tax Certificate Information – pertains to the CTC record of tricycle driver.

Tricycle Franchise

form for Issuance of TMO Clearance as

one of the requirements for the application

for new/renewal of tricycle franchise.

Once log-in was successful, a welcome

message with user’s name and account

type will appear.

Navigating the TMO WINDOW (Issuance of TMO Clearance)

The TMO form for issuance of TMO Clearance has these functionalities:

Information – where you can view information of franchise owner together with his/her

address, the information about the driver together with his/her address and the item

confiscated when he/she commits violation or offenses then; Violation/Offenses Table

– pertains to the different kinds of violation and the number of offenses on certain

violations together with the amount to be paid by each violator.

5. Click the drop down option and select the corresponding violation together with

the number of offenses.

6. Click “Compute” button to know the amount to be paid by the violator or the

franchise owner.

7. Click “Save” button to save all the data.

A confirmation will appear telling the user that the data has been successfully

saved.

8. The data will append on the MySQL Database server.

9. The TMO staff endorses the driver or the franchise owner to Treasury

Department for the payment of certain violation and offenses.

Note: To delete the selected violation, just select the violation by clicking the type of
violation. Make sure that the selected record is highlighted then click “Delete
Selected Violation” button and follow steps 4 to 8.

Preview and Printing of Certification

Once the franchise number of the driver is cleared from any violation or offenses,
the user may print out the TMO Clearance.

3. Input the Driver’s name together with the address. Leave the confiscated item

blank then;

Accessing the CTD system: Issuance of

Official Receipt

After you provide your log-in details

form, you will be redirected to the CTD

form for the Issuance of Receipt as

payment for committed violation by the

tricycle driver.

Once log-in was successful, a welcome

message with user’s name and account

type will appear.

Note: If you enter incorrect log-in

credentials, this notification appears:

Navigating the CTD WINDOW (Issuance of Official Receipt)

The CTD form for issuance of official receipt as payment for TMO violations and

Tricycle Franchise has these functionalities: Information – where you can view

information of franchise owner together with his/her address, the information about the

driver together with his/her address and the item confiscated when he/she commits

violation or offenses then; Violation/Offenses Table – pertains to the different kinds of

violation that could be violated by the tricycle driver and the number of offenses on the

certain violations together with the amount to be paid by each violator; the Payment

Record Breakdown – pertains to the fees and charges that need to be paid upon

application for New/Renewal of Tricycle Franchise.

The Payment Window for the City Treasury Department is divided into two

categories, the window for the payment of Tricycle Franchise and the window for the

payment of TMO Violation.

Payment for TMO Violation

To navigate the form for the payment of TMO Violation, click “TMO Payment”
button to view the CTD payment for TMO Violation then follow the steps on how to save
and issue Official Receipt

will appear informing the user that the franchise number was successfully

retrieved then click “OK”.

visible together with all the violations and offenses and the total amount to be paid.

the data.

A confirmation will appear telling the user that the data has been successfully

saved.

5. The data will append on the MySQL Database server.

Preview and Printing of Receipt

Once the information was saved to the database, the user may continue printing
out the Receipt information.

After printing the receipt, close the preview and click the “BPLS Payment”

button to go back to the CTD payment main form.

Payment for Tricycle Franchise

To navigate the CTD window for the payment of Tricycle Franchise, follow the
procedures below

3. After the retrieval of the data, input OR Number on the text area then;

6. Transfer the fees and charges from payment breakdown to payment record by

double clicking the particulars.

Once the payment is transferred to the payment record section, the

system automatically computes the total amount to be paid by the franchise

owner or his representative.

7. Once the total amount is checked and validated, click “Save” button to save all

the data.

A confirmation will appear telling the user that the data has been successfully

saved.

8. The data will append on the MySQL Database server.
