    ORGANIZATION OF THE BARANGAY PEACE AND ORDER COUNCIL


    (BPOC) EVALUATION TASK FORCE

    “CREATION OF THE CITY COORDINATING TEAM, DRRM FOCAL, IP


    FOCAL AND GAD FOCAL IN THE CITY OF BAYUGAN FOR KALAHI CIDSS
    PAMANA IP CDD BATCH 3 CYCLE 1 DISASTER OPERATION
    MODALITY/PROCEDURE (DROM/P) PROGRAM AND DESIGNATING ITS
    MEMBER AND DEFINING DUTIES AND FUNCTIONS THEREOF”

    WHEREAS, pursuant to Department of the Interior and Local Government (DILG)


    Memorandum Circular No. 2020-047 issued last February 27, 2020 amending DILG MC 2008-
    101 dated June 17, 2008, there shall be a Barangay Peace and Order Council (BPOC)
    Evaluation Task Force (ETF) in monitoring the functionality of the BPOCs;

    NOW THEREFORE, I, KIRK A. ASIS, Mayor of the City of Bayugan, Agusan del Sur, and
    Chairperson of the City Peace and Order Council (CPOC), by virtue of the powers vested in me
    by law, do hereby order:

    SECTION 1. Organization. The Barangay Peace and Order Council (BPOC) Evaluation
    Task Force (ETF) of the Local Government Unit of Bayugan City, Agusan del Sur is hereby
    organized as follows:

    MERLA P. AJAN President, LnB City Chapter
    FAIZ I. COMARADANG NGO, Member of the CPOC

    SECTION 2. The BPOC Evaluation Task Force shall:


    a. Consolidate the barangay self-Assessment form (BPOC Form 1);
    b. Review and Evaluate the data entries in BPOC Form 1, all Means of
    Verification (MOVs) and relevant documents for the assessment of the BPOC
    Functionality;
    c. Ensure that the barangays completely accomplished the BPOC Form 1 and
    submitted all their MOVs. In case that there are indicators without MOVs, it is
    considered none compliance, hence the 0-point score.
    d. Give corresponding points for each indicator guided by the BPOC
    Functionality Assessment Technical Guidenotes;
    e. Total all the points given for each indicator and indicate its Level of BPOC
    Functionality in accordance with item 5.4 of the DILG MC 2020-047 dated
    February 27, 2020;
    f. Conduct Validation activities whenever necessary;
    g. Create a ETF Secretariat, if deemed necessary, to assist the BPOC
    Evaluation Task Force in the performance of its administrative and technical
    functions;
    h. Submit a copy of the BPOC Form 1 to the CLGOO concerned; and

    i. Follow the schedule of the BPOC Functionality Monitoring and Report


    Submission as provided under item 5.5.3 of the same DILG Memorandum
    Circular.

    SECTION 3. Repealing Clause. All other existing orders or issuances inconsistent with
    this Executive Order are hereby revoked and/or rescinded accordingly.

    SECTION 4. Effectivity. This Order shall take effect immediately.
