As a growing city in the National Capital Region, Malabon is well placed to become a
global leader in Ecological Solid Waste Management, demonstrating that urban and
growing communities are capable of handling their waste in an ecologically friendly and
sustainable manner.

However, with the onset of development, the City of Malabon is understandably plagued
by many obstacles that would make it difficult to bring that vision into fruition. As it
continues to grow in importance and size of population, the City Government’s ongoing
efforts to fully implement ESWM in accordance with the law will continue to be overrun
by the increasing volumes of waste generated daily by a burgeoning City.

This proposal of partnership between the City Government of Malabon and Mother Earth
Foundation (MEF) is offered as the means by which the City can leapfrog ahead of the
garbage race, and be well on the way to become a Model LGU in Ecological Waste
Management.
About the Proponent

Mother Earth Foundation (MEF) is widely known for its successful efforts in training
barangays, cities, municipalities, schools, church organizations, government and private
offices, civic organizations and business establishments all over the Philippines on how
to properly plan and implement ecological waste management programs. Our seminars
and workshops provide low cost, local and low-tech approaches and solutions that can
be widely adopted and replicated.

We are propelled to action by the following objectives:

1) To encourage and pursue a paradigm shift leading towards a “zero waste”


lifestyle in Philippine society by 2020;

2) To empower barangays to become self-reliant through holistic environmental


education and community participation; and,

3) To take a position consistent with sustainable ecological laws, policies and


issues while maintaining smooth and harmonious relationships with all
stakeholders.

A duly registered Philippine NGO for environmental protection, MEF is an active member
of the Philippine Network on Climate Change (PNCC), Global Alliance for Incinerator
Alternatives (GAIA), Ecological Waste Coalition of the Philippines, Partnership for Clean
Air, Zero Waste International Alliance (ZWIA) and the International POPs Elimination
Network (IPEN).

Summary Description:
This program covers intensive trainings and hands-on clinics in ESWM implementation
for the 21 barangays of Malabon. It will facilitate the establishment of Materials
Recovery Facilities or Eco-Centers in all barangays or clusters of small barangays, and
provide a mechanism for bringing legal action against recalcitrant barangays that are
unwilling to implement ESWM and are therefore in violation of RA 9003. This twelve
(12) month project will undertake three main activities:

1. ESWM motivational and technical training, to be provided by MEF.

2. Prolonged and continuous assistance to barangays in implementing ESWM


programs in compliance with RA 9003, to be provided by an in-house MEF
Project Consultant.

3. Monitoring and Evaluation, to be carried out by the MEF Monitoring Staff.


Project Objectives

General Objectives:

To maximally increase the capacity of all barangays in Malabon to comply with


RA 9003.
To divert City waste from dumps and/or landfills, and help enable the City to
attain compliance with RA 9003

Specific Objectives:

1. To increase the capacity of at least 75% of the 21 barangays in Malabon to


operate MRFs or Eco-Centers in accordance with RA 9003 within one year
from the start of the project.

2. In the first six months of the project, to build and strengthen the capacity of at
least 75% of all barangays in Malabon to develop and implement waste
management action plans, frameworks and ordinances in order to ensure
project sustainability.

3. By the end of the first year, to increase the number of households practicing
waste segregation at-source to at least 75% citywide.

4. To build and strengthen the ability of all Malabon barangays to monitor their
waste management activities and record waste diversion rates within one year
of initiating the project.
Project Components

1. Baseline Data Survey

A baseline survey will be undertaken to establish the capacity-building needs


and requirements of the barangays. The baseline data will be validated
through field visits and will provide a starting point from which to track the
progress of each barangay.

2. Training Activities:
a. Inner Ecology Workshops The workshop is a highly motivational and
empowering seminar that explores the interconnections between human
activities and the state of the environment, while showing how simple
changes in our thinking regarding waste can have profound benefits on the
planet and our local environment.

b. Ecological Solid Waste Management Trainings The comprehensive


EWSM trainings hone the knowledge and skills of City and Barangay
officials, designated eco-aides and the City Environmental and Natural
Resources Officer on proper ecological solid waste management through
the establishment of waste segregation systems and materials recovery
facilities, and the composting of biodegradable waste. An off-site eco tour
to model sites that have successfully implemented ESWM operations
concludes the training.

c. Action Planning The planning workshop involves a Simple Waste


Analysis and Characterization Study (WACS), profiling of the communities
involved, public consultation on the local ESWM plan, education on
applicable laws and policies, and their implementation and enforcement
procedures. The action planning aims to assist the barangays in
developing ESWM frameworks and the appropriate resolutions and
ordinances to support such frameworks.
3. Barangay Information and Education Campaign (IEC)
Planning:
The ESWM IEC planning strengthens the conducted training through the
organization of a Barangay Solid Waste Committee and a Barangay IEC
Team. It will have a planning workshop in context with the local community’s
cultural profile, production of materials (leaflets, posters, signs, etc.), and
promotion of the IEC to specific sectors in the community.

4. Technical Consultancy and Troubleshooting

Continuing after-training consultancy services shall be provided by the MEF


Project Consultant to the barangays, including retraining or additional mini-
trainings, if necessary, to ensure proper and sustainable implementation of
ESWM

5. Monitoring and Evaluation


The Monitoring and Evaluation component of the project seeks to ensure the
sustainability of the barangay level ESWM programs. An output check, an
assessment of indicators and results and, when applicable, a compliance
audit will be done by the MEF Monitoring and Evaluation Officer, together with
the Barangay Solid Waste Committee.

6. Progress Reports and Recommendations


Periodic Progress Reports with accompanying recommendations shall be
prepared and submitted by the MEF Project Team to the City Government at
pre-agreed intervals, to keep the City appraised of Project developments.
Partnerships
__________________________

1. This project is intended to be a partnership between MEF and the City


Government of Malabon, which shall be duly formalized through a Memorandum
of Agreement and Project Contract.

2. The implementation of the project will also rely on a healthy partnership between
MEF and the barangays of City, which can be fostered by the Mayor’s Office
through the issuance of circulars or memoranda to all barangays announcing the
City’s partnership with MEF in the ESWM project and enjoining their full
cooperation with MEF.
Exclusions
______________

The coverage of the Proposed Program and Budget is limited to


training and implementation activities for all barangays of Malabon, as well
as the relevant sectors like the businesses, academe and civil society.
Transportation expenses and honorarium of training participants are not
included in this proposal.
