AN ORDINANCE DECLARING THE CELEBRATION OF THE BARANGAY FIESTA

OF DISTRICT NO. 2, SAN MANUEL, ISABELA CALLED “TIMPUYOG FESTIVAL”
BE HELD EVERY 21ST DAY DECEMBER OF THE YEAR

WHEREAS, the Philippines has the most number of celebrations or feasts to

commemorate an event for thanksgiving for the blessings bestowed upon the
people and the area;
WHEREAS, almost all the barangays in the Municipality of San Manuel, Isabela
are celebrating their respective barangay fiestas annually;
WHEREAS, Barangay District No. 2, San Manuel, Isabela does not have its
official festival name and date of its celebration;
NOW, THEREFORE, BE IT ORDAINED, AS IT IS HEREBY ORDAINED by the

Sanggunian Barangay of District No. 2, San Manuel, Isabela, in its regular session
duly assembled that:
Section 1. TITLE. This ordinance shall be known as “An Ordinance Declaring

the Celebration of the Barangay Fiesta of District No. 2, San Manuel, Isabela called
‘Timpuyog Festival’ be Held Every 21st Day of December of the Year”.
Section 2. RATIONALE, PURPOSE, AND INTENT OF THE ENACTMENT. With the

national and local governments’ bullish promotion and development of the tourism
industry, festivals sprouted like mushrooms all over the country. Such festivals were
usually held in celebration of the barangay governments’ founding anniversary.
However, Barangay District No. 2, San Manuel, Isabela does not have its official
festival as well as the date of its celebration, a clear indication that barangay
traditions and customs could never be downplayed. Hence, Barangay District No. 2,
in full cooperation with the Local Government Unit of San Manuel, Isabela, designate
December 21 each year as the official celebration of the “Timpuyog Festival”, the
barangay’s festival. “Timpuyog Festival” has been selected as the name of the
celebration to denote the unity and cooperation of the barangay mates in
wholehearted participation in the promotion of barangay programs, projects, and
activities geared towards advancement and prosperity.
Section 3. FUNDING. Funds shall be allocated annually by the barangay to

defray the expenses for the conduct of various activities during the celebration. It
will be augmented by assistance coming from the local government and other
agencies.

Section 4. REPEALING CLAUSE. All ordinances, rules, and regulations or parts
thereof in conflict or inconsistent herewith are hereby repealed or modified
accordingly.
Section 5. SEPARABILITY CLAUSE. If for any reason, any provision, section or

any part of this ordinance is declared invalid by a court of competent jurisdiction or
suspended or revoked by the Sangguniang Bayan, such judgment shall not affect or
impair the remaining provisions, sections or parts hereof which shall remain and
continue to be in full force and effect.
Section 6. EFFECTIVITY CLAUSE. This ordinance shall take effect fifteen (15)
days after its posting at the barangay hall and at least two (2) conspicuous places in
the barangay.
ENACTED, by the Sangguniang Barangay of District No. 2, San Manuel,

Isabela, in its regular session held on the 3 rd day of November, 2019.
