1 GENERAL

2 Scope and Objective

This document provides guidance and minimum requirements for inspecting, checking and testing
of Construction Contractor for the execution of General Civil Works related works to be performed
during construction of CAFC Project.

This document is additional to and shall be read together with Project Quality Plan and with all other
applicable contractual documentation.

3 Terms and definitions

The following terms and definitions shall be used by Construction Contractor in the preparation of
any quality related document:

Project CENTRAL AREA FIELD COMPLEX (CAFC) in the Algerian Sahara

Company Contracting Authority – Sonatrach (SH) and First Calgary Petroleums

(FCP) acting jointly.
Contractor The firm/corporation who will carry out the construction and
commissioning of those elements of the project and includes the
CONTRACTOR’s personnel representative, successor and permitted
assignees.
Sub-Contractor The firm/corporation to which the CONTRACTOR may in turn sub-
contract part of the WORK subject to prior approval of the COMPANY.
Work All temporary and permanent work described in the Contract and
specifications.
Vendor/Supplier The organization to be awarded a Purchase order/Contract for supply of
materials, equipment or service required.
Manufacturer The organization responsible for the manufacture of the equipment (not
necessary the VENDOR/SUPPLIER).
TPI Third Party Inspection: any organization, authority, person or persons, to
which Construction Contractor has subcontracted the execution of
inspection and or laboratory testing related activities or local Authority.
QMS Quality Management System: part of the organization’s management
system that focuses on achievement of results, in relation to the quality
objectives, to satisfy the needs, expectations and requirements of
Contractor/Client and of any other interested parties, as appropriate.
QCP Quality Control Plan: Construction Contractor plan contain all quality
control requirements. This plan complements and compiles all applicable
ITP(s).
ITP Inspection and Test Plan: Construction Contractor plan of inspection and
tests required by engineering and vendors documents or elsewhere
specified. ITP(s) shall provide references to applicable procedures,
acceptance criteria, documentation, quality records and inspection
attendance to be performed, in chronological order, from initial
inspection, throughout final inspections and mechanical completion.
ITP(s) and relevant forms shall be issued as QCP enclosures.
MDT Inspection report Form, attached to the ITP. They shall be used during
checks and inspections /tests and signed by the involved parties, as per
relevant QC code
RFI Request for Inspection: Written notification to be issued by Construction
Contractor in order to allow all parties involved to perform their inspection
and test witness as planned in the applicable ITP;
QA Quality Assurance: Part of quality management focused on providing
confidence that quality requirements will be fulfilled;
QC Quality Control: Part of quality management focused on fulfilling quality
requirements;
NCR Non Conformity Report: Document recording a non-fulfilment of a
requirement;
Non Conformity The non-fulfilment of specified requirements;
Special Process A process, the results of which are highly dependent on the control of the
process or the skill of the operator and in which the specified quality
cannot be readily determined by inspection or test on the product;

Calibration Comparison of a measurement and test equipment with a reference

standard or with another one provided with better tolerance in order to
detect or to measure possible inaccuracies and to document or eliminate
them.

Any other terms related to quality and not listed above shall conform to section 3 “Term and
Definition” of ISO 9000:2005 “Quality Management System – Fundamentals and vocabulary”.
4 QUALITY CONTROL PLANNING

5 Information Related to this Document

This document includes the ITPs and forms listed under the paragraph 5.1 and 5.2, for performing
as minimum Civil Works inspection, tests and certification.

The ITPs can be separated into the two following groups:

- General ITPs include the initial necessary checks and verification to be performed but not
limited to:
- Documentation;
- Personnel and equipment;
- Material receiving;
- Climatic conditions;
- Etc..
- Specific ITPs include inspection and tests which are directly related to construction items
and or part of the Works that can be identified and tracked through engineering drawings.

6 Preparation and Issuing of QCP and ITPs

Construction Contractor has reissued this document “Quality Control Plan” (QCP) same as the
approved “Quality Control Specification” (QCS), improving the enclosed ITPs in accordance to the
project requirements and completing the information requested on clause 3.1 and the ITPs columns
“Reference document” & “Acceptance Criteria”

If during Works Construction Contractor will need additional ITP/ ITP phase for further test and
checks with the relevant QC Codes, the same shall be numbered adding an alphanumeric suffix to
the preceding available QC Code. New QC Codes shall be submitted and approved by Client.

Construction Contractor during the execution of the Works shall revise and update, as and when
required, the QCP(s) and relevant ITP(s) to incorporate any other pertinent requirements set forth in
engineering specifications, standards, design codes, recommended practices, safety design,
referred hereafter or included elsewhere in the contractual and vendors documents.

Before starting of Works, the QCP containing the ITPs applicable for the project items and works,
shall be submitted by the Construction Contractor for Client review and approval.

7 Construction Contractor responsibility

Construction Contractor in order to meet all the contractual requirements will prepare and update
any other necessary QCP(s) and ITP(s), and quality procedures which include all inspections,
examinations and tests required to verify the quality of the Works. The above documents shall be
timely submitted to Client for review and approval in order to ensure their availability in approved
status prior to starting of the welding works.

Construction Contractor will perform and record all inspections, examinations and tests required and
shall carry out all the works necessary for the preparation of inspections, examinations and tests,
including adequate scaffolding for safely witnessing the inspection.

Construction Contractor will provide, for the execution of testing, inspection and measurements all
necessary equipment, tools and shall make available the applicable international Standards and
Codes.

Construction Contractor will issue inspections, examinations and tests reports immediately after the
completion of each inspection activity. All reports shall be approved and signed off by Construction
Contractor authorized personnel prior to submission to Client for review or approval, as appropriate.

8 Local Regulations

Inspections and tests required by Algerian law and regulation shall be strictly adhered to,
documented by Construction Contractor and shall take precedence over this specification.

When Algerian law and local regulations are different from the applicable design codes,
Construction Contractor shall inform Client for the necessary actions.

13 SPECIFIC QUALITY REQUIREMENTS FOR CONSTRUCTION

14 Project Technical Provision

The Main Technical Provisions are indicated on the drawings, or in Project specifications that must
be mentioned on the drawings. The remaining provisions not mentioned on drawings are given in
the Standard Specifications.

The applicable Standard specifications are listed in paragraph 3 and their applicability to the test
codes are indicated in the ITP.

15 Procedures

Construction Contractor has to issue project specific procedures before start of any related work.

16 Civil Materials

Prior to purchase of construction materials for road works, the Construction Contractor will submit
the documentation, indicating the material sources, the technical characteristics with reference to
pertinent Codes and Standards, and the Manufacturer's name along with catalogues and data
sheets, etc., in order to obtain required approval.

Prior to using the materials on Site, the Construction Contractor has carry out all the inspections,
examinations and tests prescribed by this document and the Project specifications in the sequence
and with the involvement of the Parties foreseen in this Plan, None of these materials shall be used
in construction unless it has passed all the necessary inspections, examinations and tests.

As concerns the sampling of the material to be tested, the Construction Contractor shall submit the
relevant RFI. The sampling shall be carried out in the presence of parties involved, whenever this is
required.

The Construction Contractor shall organize a Site Laboratory suitable to carry out the routine tests
on materials of civil works. Client has the right to require the substitution of the laboratory personnel
or equipment that it considers unsuitable.

Testing that cannot be carried out at the Site Laboratory can be executed by an external laboratory
duly approved by Client. In that case Client reserves the right to attend these inspections and/or
tests carried out at the External Laboratory and shall receive the relevant RFI.

17 Batching Plant

The Construction Contractor is fully responsible for the supply of concrete asphalt and wearing
course that meets Project’s requirements and complies with the applicable standards. However in
order to ensure homogeneous product with the required properties, the Construction Contractor
shall submit to Client the complete Batching Plan QC dossier with the necessary documented
evidence of compliance with the applicable code and Algerian regulation.

An informal visit by Client and Construction Contractor shall be made to verify the above aspects,
before starting asphalt production.
