    OFFICE OF THE BARANGAY CAPTAIN

    EXECUTIVE ORDER No. 001, series of 2018

    SUBJECT: CREATION OF BARANGAY DEVELOPMENT COUNCIL (BDC) FOR


    BARANGAY TANGBO, MUNICIPALITY OF ARTECHE, EASTERN SAMAR.

    WHEREAS, Role of the Barangay, is to serve primarily as a general purpose


    government for the coordination and delivery of Basic regular and direct services and
    effective governance of the inhabitants within the territorial jurisdiction. (Sec. 440, LGU).

    WHEREAS, the Barangay Local Government of Tangbo, Arteche, Eastern Samar, has
    its duty and obligation to provide direction for the development of the Barangay and its
    constituents.

    WHEREAS, thru the mandate of RA 7160 also known as Local Government Code of
    1991 and in compliance to Sec. 106, of RA 7160, which mandated the creation of Local
    Development Council (MDC), to initiate a comprehensive multi-sectoral development
    plan to assist its sanggunian in setting the direction of economic and social
    development and coordinating development efforts within its territorial jurisdiction.

    FURTHERMORE, by virtue of the power vested in me as Barangay Chairman, I have


    the power to execute this Executive Order as follows;

    Section 1. TITLE – this E.O. shall known as Creation of the Barangay Development
    Council (BDC) of the Barangay Tangbo, Municipality of Arteche, Eastern Samar.

    Section 2. SCOPE AND COVERAGE – the BDC of Barangay Tangbo, Municipality of


    Arteche shall initiate a comprehensive multi-sectoral development plan and assist its
    Sanggunian in setting the direction of economic and social development and
    coordinating development efforts within its territorial jurisdiction.

    Section 3. THE COMPOSITION – BDC of the Barangay Tangbo Municipality of Arteche


    shall be composed of, but not limited to the following; SEC. 107, (b) LGC.

    Hon. Rowena D. Madeja : Kagawad

    Hon. Jenita M. Meneses : Kagawad
    Hon. Marlon P. Derilo : Kagawad
    Hon. Kent Brayan M. Losaura : SK Cahirperson

    NGO Representative:

    Farmers Association : Mr. Rodrigo C. Lopega


    Fisher folks : Hon. Francisco L. Montallana

    Section 4. POWERS AND FUNCTIONS OF THE COUNCIL


    The BDC’s shall have the following functions:

    (1) Formulate long-term, medium term, and annual socio economic development
    plans and policies;
    (2) Formulate the medium term and annual public investment programs;
    (3) Appraise and prioritize socioeconomic development programs and projects;
    (4) Formulate local investment incentives to promote the inflow of and direction of
    private investment capital;
    (5) Coordinate, monitor and evaluate the implementation of development
    programs and projects;
    (6) Submit the Barangay Development Plan to Sangguniang Barangay for
    appropriate action; and
    (7) Perform such other function as may be provided by law or competent
    authority.

    Section 5. REPRESENTATION OF NON-GOVERNMENTAL ORGANIZATION – the


    council should be represented by not less than ¼ from non-government organization.
    Organizations shall choose from among themselves their representatives to the council.
    Sangguniang Bayan shall accredit nongovernmental organizations subject to such
    criteria as provided by law.

    Section 6. MEETING AND QUORUM – the MDC shall meet at least once every six (6)
    months or as often as maybe necessary. (perfect timing is before conducting annual
    public hearing)

    Section 7. EXECUTIVE COMMITTEE – The BDC of Arteche shall create an Executive


    Committee to represent it and act on its behalf when it is not in session, with the
    following composition;

    Representative of NGOs

    (a) The executive Committee shall exercise the following powers and
    functions;
    1. Ensure the decision of the council are faithfully carried out and
    implemented.
    2. Act on matters requiring immediate attention or action by the
    council
    3. Formulate policies, plans and programs based on the general
    principles laid down by the council; and
    4. Act on other matters that may be authorized by the council.
    Section 6. SECRETARIAT

    Office of the Municipal Planning and Development (MPDO) will serve as the
    secretariat to the council they will provide technical assistance, documentation of the
    proceedings and preparation of reports.

    Section 8. REPEALING CLAUSE – All ordinances, executive orders and rules and
    regulations inconsistent on in conflict with this Executive Order are hereby repealed,
    amended or modified

    Section 9. SEPARABILITY CLAUSE – If any case, member of the council is relieve


    from his/her respective office, his or her successors shall immediately take his/her post
    as member of the council.

    Section 10. EFFECTIVITY – this Executive Order shall take effect upon its approval.
