 CHAPTER I
THE PROBLEM AND ITS BACKGROUND

4Ps is a poverty reduction strategy that provides grants to extremely poor

households to improve their health, nutrition and education particularly of children aged 0-14. 4Ps
has

dual objectives: Social Assistance – to provide cash assistance to the poor, to alleviate their needs

(short term poverty alleviation).

Introduction

The conditional cash transfer (CCT) program locally known as Pantawid Pamilya

Pilipino Program, or 4Ps, is a government program that provides conditional cash grants to the
poorest

of the poor in the Philippines. The program aims to break the cycle of poverty by keeping children

aged 0-18 healthy and in school, so they can have a better future.

The program is implemented by the Department of Social Welfare and Development, with
the

Department of Health, the Department of Education and the National Economic and Development

Authority as partners.

Households receive cash grants if children stay in school and get regular health check-ups,

have their growth monitored, and receive vaccines. Pregnant women must get pre-natal care, with

their births attended to by professional health workers. Parents or guardians are required to
participate

in monthly community-based Family Development Sessions to learn about positive child discipline,

disaster preparedness, and women’s rights.

 
Beneficiaries are objectively selected through the National Household Targeting System,
also

known as Listahanan, which is based from a survey of the physical structure of their houses, the
number of rooms and occupants, their access to running water, and other factors affecting their
living

conditions.

The program has one of the most comprehensive poverty targeting databases in the world

today, covering 75% of the country’s population. It has been used extensively to identify poor and

near-poor beneficiaries for national and local government programs.

 
Started in 2007, the government expanded the program in December 2016 to reach a total of

20 million Filipinos belonging to 4.4 million households. The program benefits about 20% of the

population, the majority of the nation’s poor.

 
9 million children are currently benefiting from the program, 1.9 million of which are in high

school. The program has also achieved almost universal enrollment for elementary age children of

4Ps households. 

Social protection programs, Pantawid included, have cushioned the poor from the adverse

impacts of various shocks the country experienced over the past six years. A study estimates that
the

program has led to a poverty reduction of 1.4 percentage points per year or 1.5 million less poor

Filipinos. 

The 4Ps is currently the world’s fourth-largest CCT program based on population coverage.
It

complements the government’s other development priorities such as generating jobs and creating

livelihood opportunities for the poor. 

Theoretical Framework

       This study is supported by a theory to understand more about this topic. This consists of
three
perspectives: service, impact, and benefits. The researcher used the theory by Evangeline O.
Pescado

Program): A Qualitative Investigation The aspect of the theory of A Qualitative Study on the Impact
of

the 4P’s Program According to the theory, the Pantawid Pamilya Program objectives have been met

because 4ps have a significant impact in supporting financial education because the number of

children attending school is increasing. The other aspect of the theory is the benefits of the Pantawid
Pamilya Program to the poor people because there is a reduction in poverty.

Conceptual Framework

    Figure 1 present the paradigm of the research which demonstrate the profile of member of

Pantawid Pamilyang Pilipino Program (Conditional Cash Transfer Program): A Qualitative

Investigation.

 The first box represents the independent variable, which includes the demographic profile of

the participants in terms of age, sex, family members that are members of 4ps, how much do you
get

as a 4ps member, and when did you start becoming a member of 4ps. Furthermore, it specifies the

4ps member in terms of service, impact, and benefits, which is based on the theory of Evangeline O.

Pescadowhich (2019) and will be used by the researcher to examine the collected data of
participants.
 
 
The second box states the dependent variable which contain the profile of member of

       The discovery of this research study and the outcome were used by the researcher as basis
 for a qualitative investigation.

Statement of the Problem

Due to the spreading rumors that some benificiaries of Pantawid Pamilyang

Pilipino Program are using their ATM as collateral,  the researcher come up with the

following problems.
 
GENERAL PROBLEM: The study aims to express how the selected benificiaries

spent the cash assisstance transfered to them. The study was conducted among the
4Ps

selected benificiaries of San Carlos Cabiao N.E. during May 2022. The result of the
study

will serve as the basis for proposing the Pantawid Pamilyang Pilipino Program's concept

and objectives.

Significance of the Study

This study will be undertaken to find out on how the filipinos spend and use the

money that they have received from pantawid pamilyang pilipino program.
 

Benefiting the study are the various sectors as follows:

 

TO THE 4Ps BENEFICIARIES. To assess thier information in money related education

that influence their decision-making when it comes to their needs; to be able to

encourage comprehend and widen the information with respect to the correct

administration of back.
 
TO THE STUDENTS.  The direct recipients of the output of this research are the

children with special needs to set up a significant with respect to the application of

financial-related concerns in genuine life circumstances that grant accentuation to the

learnings being instructed at school.

 
TO THE TEACHERS. To move forward information in money related education where

putting accentuation on utilizing it as a stage for directing thier understudies.

 
TO THE FUTURE RESEARCHERS. To have a foundation about financial literacy

among indigent families  and use it as a platform for future studies and researchers.

Scope and Delimitation of the Study

The study will cover the determination of the effects of Pantawid Pamilyang Pilipino

Program (4ps). The primary subjects of this research study will consist of the Grade 1to6

Pupils in academic year 2021- 2022.

Definition of Terms

is usually an annex to a work (book, research paper, pamphlet,etc.) either at the

beginning or more likely near the end with a list of acronyms, jargon, credits, etc. This is

an important part of Research paper or report is that in which the key or important terms

in the study are clearly defined.
