RESOLUTION NO, 6340-2023
RESOLUTION DECLARING PROVINCE-WIDE STATE OF CALAMITY IN ALL
COASTAL BARANGAYS IN ORIENTAL MINDORO, INCLUDING ALL BARANGA\
WITH MARKETS SELLING FISH COMING FROM THE COASTAL BARANGAY.
AFFECTED BY OIL SPILL FROM M/P PRINCESS EMPRESS, EXCEPT. Tt
MUNICIPALITY OF PUERTO GALERA
WHEREAS, Section 468 (1) (iv) of the Local Government Code of 1991 (R.A, 7160)
‘mandates the Sangguniang Panlalawigan “ to enact ordinances, approved resolutions and
appropriate funds for the general welfare of the province such as but not limited to the “adoption
of measures to protect the inhabitants of the province from: the harmful effects of man-made and
natural disasters and calamities, and to provide relief services and assistance for vietims during and
in the aftermath of said disasters and calamities and in their return to productive livelihood
following said events;”
WHEREAS, Republic Act 10121, otherwise known as the Philippine Disaster Risk
Reduction and Management Act of 2010, empowers the Sangguniang Panlalawigan, upon the
recommendation of the Provincial Disaster Risk Reduction and Management Council, to declare a
province under State of Calamity when wo (2) or more of its municipalities! cities are allected by:

WHEREAS, based on the recommendation of the Provincial Disaster Risks Reduction and
Management Council (PDRMMC), the Sangguniang Panlalawigan of Oriental Mindoro (“SP”)
approved Resolution No, 6290-2023 declaring seventy-eight (78) coastal barangays affected by the
‘oil spill from the Municipalities of Naujan, Pola, Pinamalayan, Gloria, Bansud, Bongabong, Roxas,
Mansalay and Bulalacao under state of calamity;

WIIEREAS, based on the March 30, 2023 partial and progressing consolidated damage
report from various coordinating agencies for the oil spill incident which reveals that there is
upsurge in the numbers of affected barangays and individuals, marine protected areas and tourism,
sites/attractions and related community-based tourism organizations, the PDRRMC approved
Resolution No, 02, series of 2023, titled “A resolution recommending to declare state of calamity
in the entire Province of Oriental Mindoro in view of the worsening effects, direct and indirect, of
oil spillage from sunken M/T Princess Empress”;
WHEREAS, the PDRRMC noted in its resolution that “the aforementioned threat to the
ment, health hazards, and disruption of livelihood warrant the declaration of state of
calamity in the entire province”
for the effective and timely provision of relief services and assistance,
necessary m any available sources out of PDRRM Fund of the Provineial Gov
‘of Oriental Mindoro (PGOM) shall be allocated for this purpose, which shall be utilized prin
for the response and relief undertakings in severely alected areas;
WHEREAS, it is the mandate of the PGOM to safeguard and promote the well-being of
all its inhabitants particularly in this hard trying times;

WHEREAS, the Municipality of Puerto Galera, through a letter da
Mayor Rocky D. Hagan, requested to be excluded among those LGUs to be declared under the st
of calamity;
NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE
SANGGUNIANG PANLALAWIGAN OF ORIENTAL MINDORO, to declare province-wide
state of calamity in all coastal barangays in Oriental Mindoro, including all barangays with markets
selling fish coming from the coastal barangays, alfected by oil spill from M/T Princess Empress,
except the Municipality of Puerto Galera.
Let copies of this resolution be furnished the National Disaster Risk Reduction and
Management Council (NDRRMC), Regional Disaster Risk Reduction and Management Council
(RDRRMC), and all concerned national/ local government agencies for information.
On motion of Board Member Rolando H. Ruga, seconded by all the Sangguniang
Panlalawigan Members present, there being no objection, this Resolution was... APPROVED.
