I.

INTODUCTION AND RATIONALE

Communicative competence is a term in linguistics which refers to a language user's


grammatical knowledge of syntax, morphology, phonology and the like, as well as social
knowledge about how and when to use utterances appropriately.
One of the most important skills is English communication skills; the level of its
proficiency should be at peak to be called communicative competent. English as used in
communication, especially in public speaking, group discussion, interview make
students feel difficult to communicate with their peers, teachers and other individual
surrounding them because it follows correct usage of English grammars, such as the
phoneme, syntax, semantics and more.

The language is a system of random vocal symbols, which license all people in a given
Culture, or other people who have learnt the system of that culture. By speaking, we do
not mean merely uttering words through mouth. It means conveying the message
through the words of mouth. This skill is also neglected in our class rooms. Students do
not get any chance either in the class room or outside to speak English.

Learning to speak also demands a lot of practice and attention, especially in public
speaking. We learn to speak our mother tongue just by listening and repeating, on the
contrary English language on public speaking requires a lot of effort because we’re not a
native speaker on the said language.
In my current grade-9 class, I have noticed and identified several students who struggle
significantly with their English communicative competence. As an English teacher what
could have possible action I can do or intervention to make English proficiency level on
public speaking, of my students become better or possibly best?

II. LITERATURE REVIEW

According to recent research Communicative competence in English Language is a


formal system of signs governed by grammatical rules of combination to communicate
meaning. This definition stresses the fact that human languages can be described as
closed structural systems consisting of rules that relate particular signs to particular
meanings (Bloomfield, 1914). English is regarded as the global language of the
contemporary world (Stephen,
Welman, & An, 2004).
Language is basically speech. Its written form developed later on. It is universal among
human beings who use it for carrying out various activities of life.
Since the early 1980s, committees, commissions, states, and professional organizations
have presented the need of public speaking to be taught to high school students. Most
of them call for those skills to be taught in specific course designed to promote skills in
English communication. The chapter review is based or relevant books, newsletters,
professional journals, educational reports, textbooks, papers, government documents,
annuals, and empirical studies. The literature review evaluates the need for speech
communication as a core competency because of its necessity in jobs and society, and
can benefit students in general education programs, vocational education programs, at-
risk students, female and minority students, and gifted and talented students. Finally,
the related literature is used to compare study results of independent public speaking
courses with integrated teaching of those skills in other classes.

III. RESEARCH QUESTION


1. What is the level of students in grade-9 caring on their English communicative
competence? When grouped according to gender?

2. What is the attitude level of the students in grade-9 caring when it comes to their
English communicative competence?
3. What is the level of participation using English language during public speaking?

4. What are the factors affecting students communicative competence?

5. What is the level of student’s performance in their English communicative competence?

IV. SCOPE AND LIMITATION

The general focus of this research paper is the Communicative competence of grade-9
students. Finally, this basic proposal will not be taken too general as the study only
focused in one setting Grade-9 Caring.

V. RESEARCH METHODOLOGY
a. Sampling

The respondents of this research study will be taken from Grade-9 section Caring which
has 17 male and 23 female from Mantangale National High school, Balingoan, Misamis
Oriental. Currently Mantangale National High School has 636 students and 26 teaching
faculties. The sample of this study will consist of all 40 students.

b. Data Collection
This basic research followed proper entry protocol by submitting proposal to the
principal and approved by PSDS. The researcher also asked permission for the
principal to conduct the pilot testing and the data gathering. Second, since the
researcher questionnaire and guarantee the confidentiality of the responses in the
respondents
c. Ethical Issues

It is vital that communicative competency of high school students are given


sufficient attention in today’s classroom set-up. As students enter high school, they
begin the process of learning, inclining their communicative competence through
various aspects such as dialogue, group discussion and public speaking this time as
this research is all about. General information about the research, its objectives and
implication will be explained to the respondents. Only those who are willing to
partake will be included in the study, with no force and coercion. A written informed
accord will be given which will be read and elucidated to the respondents prior to
the conduct to the study. The respondents can withdraw at any time during the
study and the data collected from them will not be included in the study with no
consequence or loss of benefits.

d. Data Analysis
The researcher will conduct group discussions and a structured oral interview to
the respondent. These are both qualitative and quantitative data analysis.

VIII. PLANS FOR DISSEMINATION/ ADVOCACY

The researcher promotes the success of attaining the learning competencies provided
by the department of education under K to 12 curriculums.

This study aims to develop the communicative competence of grade 9 students which is
very much useful in almost all aspects of life.
