PETITION
COMES NOW, Petitioner, through the undersigned counsel, unto this
Honorable Court, most respectfully states:
1. That Petitioner is of legal age, Chinese citizen, married and presently residing
at Block 22 Lot 10 Kundiman Street Bagong Bayan Subdivision, Barangay
Cutcut, Angeles City, Pampanga, where he may be served with summons,
notices, orders, decision and other processes of the court. A copy of Certificate
of Residence issued by Cutcut Barangay Council dated September 12, 2019 is
hereto attached as Annex “A”;
2. That Petitioner was born on the 13 th day of February 1985 in Fujian, China by
the Sps. Su, Zhin Neng (Father) and Hong, Rui Zhu (Mother) as evidenced by
the attached Birth Certificate duly commissioned by the Consulate General of the
Republic of the Philippines, Xiamen, China dated October 18, 2019 and
Certification issued by the Angeles Lip Lin School dated September 12, 2019,
marked hereto as Annexes “B, B-1, B-2, B-3, B-4, B-5” and “C”, respectively;
2.1 Petitioner’s parents are educators in the Philippines, which made the
following schools served as his residence:

3. Petitioner arrived in the Philippines from China in the year 2001. He enrolled at
Laguna Santiago Educational Foundation, Inc., Santa Cruz Laguna and
graduated on April 01 2004. Petitioner also took English Class in Angeles Lip Lin
School Inc., Angeles City, Pampanga from 2009-2012;
4. Copies of Petitioner’s Katibayan (Certificate) issued by Laguna Santiago

Educational Foundation Inc., Santa Cruz Laguna dated April 01, 2004 and
Certification issued by Angeles Lip Lin School, Angeles City, Pampanga are
hereto attached as Annexes “D” and “E”, respectively, to prove the petitioner’s
educational background;
5. Petitioner, despite being born as Chinese citizen, was deeply influenced by

Filipino culture which determined him to marry the love of his life Qingmei Wang
at San Lorenzo Ruiz Minor Basilica, Binondo, Manila on May 24, 2015 officiated
by Rev. Fr. Matthias Zhang Zhi Hai, evidenced by the attached Certificate of
Marriage issued by the Philippine Statistics Authority (PSA) marked as Annex
“F”;
6. After nuptial, Petitioner and his wife established their dwelling place at Block
22 Lot 10 Kundiman Street Bagong Bayan Subdivision, Barangay Cutcut,
Angeles City, Pampanga. Out of their cohabitation, they begot a child named
Zhen Zhen Su born on January 16, 2016 at Angeles University Foundation
Medical Center, Angeles City, Pampanga as evidenced by her Certificate of Live
Birth issued by the Philippine Statistics Authority and Certification issued by
Angeles Lip Lin School, Angeles City, Pampanga on November 18, 2019,
marked as Annexes “G” and “H”, respectively;
7. That Petitioner arrived at the Ninoy Aquino International Airport (NAIA),

Manila, Philippines on June 05, 2001 as evidenced by the attached Chinese
Passport by the Ministry of Foreign Affairs of the People’s Republic of China and
Alien Certificate of Registration (ACR) issued on June 21, 2016 by the Republic
of the Philippines, marked as Annexes “I, I-1” and “J”, respectively;
8. Likewise attached as an integral part hereof is the Certification issued by the

Bureau of Immigration, Intramuros, Manila dated November 21, 2019 certifying
that the name Su Jinrong appears in their Computer Database/Passenger
Manifest/IBM Listing, which is hereto attached as Annex “K”;
9. Petioner has all the qualifications required under Section 2 of Commonwealth

Act No. 473 (CA 473);
9.1 Petitioner is not less than Twenty One (21) years of age. At the time of
hearing of this Petition, he would have been already 34 years old as can be
computed from his date of birth reflected in his Birth Certificate (Annex “B”);
9.2 Petitioner resided in the Philippines for a continuous period of not less than
ten (10) years as required by Section 2 of CA 473. Petitioner has been residing in
the Philippines since 2001 or for a period of more than ten (10) years;
9.3 Petitioner is of good moral character, believes in the principles underlying the
Philippine Constitution and has conducted himself in proper and irreproachable
manner during the entire period of his residence in the Philippines, in his relation
with the constituted government as well as the community in which he is living
evidenced by the attached Police Clearance issued by the Angeles City Police
Office and NBI Clearance issued by the National Bureau of Investigation (NBI)
and an Affidavit executed by a certain Romy C. Go and Robert L. So, marked as
Annexes “L”, “M, “N” and “O”, respectively;
9.4 Petitioner also has a lucrative lawful occupation as a businessman deriving a

gross monthly income of One Hundred Thousand Pesos (Php 100,000.00) more
or less or a gross One Million Four Hundred Forty Thousand Pesos (Php
1,440,000.00) more or less;
9.5 Petitioner as a businessman likewise maintain a bank account as evidenced

by a Certification issued by the Asia United Bank (AUB), Ortigas Center, Pasig
City dated November 15, 2019 marked as Annex “P”, to prove that Petitioner
has sufficient source of income;
9.6 Petitioner speaks and writes in English and/or Tagalog language;
9.7 Prior to the filing of this petition, Petitioner’s child, Zhen Zhen Su is currently
enrolled at Angeles Lip Lin School Inc., recognized by the Office of Private
Education of the Philippines, where Philippine history, government and civics are
taught or prescribed as part of the school curriculum as evidenced by the
previously mentioned Certification (Annex “H”);
10. Petitioner is not disqualified for naturalization under Section 4 of CA 473:
10.1 Petitioner is neither opposed to organize government nor affiliated with any
association or group of persons who uphold and teach doctrines opposing all
organized governments;
10.2 Petitioner is not defending or teaching the necessity or property of violence,

personal assault or assassination for the success and predominance of their
ideas;
10.3 Petitioner is neither a polygamist nor a believer in the practice of polygamy;
10.4 Petitioner has not been convicted of crimes involving moral turptitude;
10.5 Petitioner is not suffering from mental alienation or incurable contagious

diseases as evidenced by the attached Medical Certificate of Petitioner, marked
as Annex “Q”, issued by AC Sacred Heart Medical Center on February 04, 2021
by Maria Josefina T. Tan MD MBA;
10.6 Petitioner during the period of his residence in the Philippines, have mingled
socially with the Filipinos or who have evinced a sincere desire to learn and
embrace the customs, traditions and ideals of the Filipinos;
10.7 Petitioner is not a citizen or a subject of nation with whom the United States
and the Republic of the Philippines are at war, during the period of such war;
10.8 Petitioner is not a citizen or subject of foreign country other than the United
States whose laws do not grant Filipinos the right to naturalized citizens or
subjects thereof;
11. In compliance with Section 5 of CA 473, Petitioner filed on 28 November,

2019 a declaration under oath with the Office of the Solicitor General that it is
bona fide his intention to become citizen of the Philippines. A copy of the
Declaration of Intention is attached hereto as Annex “R and R-1” and made an
integral part hereof;
12. It is petitioner’s intention in good faith to become a citizen of the Philippines

and to renounce absolutely and forever, all allegiance and fidelity to and foreign
state or sovereignty, if this petition is granted, and particularly to the Republic of
China, which at this time he is a citizen and that he will reside continously in the
Philippines from the date of filing of this petition up to the date of his admission to
the Philippine citizenship;
13. Petitioner has not heretofore made any other petition for citizenship with any
court;
14. That to prove the Petitioner’s intention in good faith to become a citizen of the
Republic of the Philippines, MR. ROMY C. GO, Filipino, of legal age, married and
a resident of #467 Mc Arthur Hi-way, Balibago, Angeles City, Pampanga and
MR. ROBERTO L. SO, Filipino, of legal age, married and a resident of 152
Friendship Hi-way, Anunas, Angeles City, Pampanga are witnesses (Annexes
“N” and “O”) of Petitioner who executed Affidavits as required by Section 7 of CA
473;
15. Two (2) photographs of petitioner are attached hereto as Annexes “S” and
“T”, respectively, and made integral parts hereof .
PRAYER
WHEREFORE, premises considered, petitioner JINRONG SU

prays that he be ADMITTED A CITIZEN OF THE PHILIPPINES.
Other reliefs equitable and just under the premises are likewise
prayed for.
