V. Background
Zamboanga del Norte is the largest province of the Zamboanga Peninsula region by
land area covering 7,301.00 square kilometres (2,818.93 sq mi). Zamboanga del Norte is the 26th
populous province in the Philippines with a total population of 1, 011, 393, where 463,216 or
45.7% are children per 2015 CENSUS. PSA in 2016, revealed that the economy of the province
by far progressive with its Annual Regular Revenue increases overtime.
Against the picture of the province’s progressive development, the province still faces
emerging challenges. As stated, 45.7% of the province’s population is composed of children.
Malnutrition among its child population flips at the back of its vibrant economy. It remains to
be a challenge in the province. Regional wide, levels of undernutrition has been continuously
high throughout the years1. In 2015, Food and Nutrition Research Institute of the Department of
Science and Technology through its Updating of the Nutritional Status of Filipino Children and
other Population Groups reported that Region IX has one of the highest and significant levels of
malnutrition prevalence rate with Stunting at 38.0%, Underweight at 21.2% and Wasting (7.1%).
Operation Timbang Plus 2017 identified the province to have most municipalities with
high malnutrition prevalence. In 2018, the province of Zamboanga del Norte hits higher
prevalence rate of malnutrition in children under 5 years old than the national with 39.1% of
Stunting where 39.5% are female and 38.9% are male, 26.3% Underweight where 23.2% are
female and 29.0% are male, and 6.0% for Wasting on children where 4.1% are female and 7.6%
are male.
Records of the Provincial Nutrition Office shows that as of March 2020, the province
recorded 1,313 severe acute malnutrition and 2,827 moderate acute malnutrition. In addition,
the province lacks documentation on case referrals and management, lacks capacity on early
case detection, lacks data on involved community support groups and no record yet on the use
of Family MUAC since it is newly introduced in the area.
These malnutrition problems, however, are caused by immediate and underlying causes
ranging from inadequate food intake, poor participation in health programs/services, food
insecurity and inadequate health services, high teenage fertility, and at the root of these
problems do the basic problems of poverty and lack of education2. Inadequate health services
as mentioned, includes LGUs low investments on nutrition, absence of permanent items for
Nutrition Action Officers, fast turn-over it is also intertwined with lack of trained health and
nutrition service providers, lesser capacity to screen and detect acute malnutrition both severe

These being said, increase case detection, referral and community engagement and
mobilization of SAM and MAM within the four municipalities of the province through Family
MUAC Project will be implemented to address the abovementioned gaps.
Family MUAC approach will provide our partner families the most practical and
scalable means to detect acute malnutrition at the family and community level. Hence, this will
empower our partner mothers, caregivers, and service providers to screen their children’s acute
malnutrition at their level and consequently enhance detection and referral of the case.
Increase case detection, referral and community engagement and mobilization of SAM
and MAM within the four municipalities (Godod, Leon Postigo, Siayan, and Sindangan) of
Zamboanga del Norte through Family MUAC (Mid Upper Arm Circumference)
Specific Objectives
1. Identify the types Malnutrition and the four guiding principles of PIMAM
2. Discuss how Family MUAC can be used as a method to help improve early
identification of Acute Malnutrition and PIMAM coverage
3. Demonstrate skills in taking MUAC measurement and Edema test
4. Integrate Monitoring and Referral tool using the CommCare App
The participants include health workers, child development workers, youth groups,
women’s groups, religious groups, and community. (See attached attendance sheet for list of
training attendees from all submitted reports).
