New Zealand scored the highest at 9.5, perceived as the least corrupt, while Somalia scored the lowest at 1, perceived as the most corrupt. Most Western European countries and territories scored over 7, generally perceived as less corrupt. Many African, Asian, Eastern European and Central Asian countries scored below 4, generally perceived as more corrupt. Corruption levels were seen to vary widely across the world according to this index.
