HOW TO DRAW UP A MUSTER LIST & EMERGENCY INSTRUCTIONS


• REF. SOLAS CH.III REG. 8 - THE REGULATION APPLIES TO ALL SHIPS.
• CLEAR INSTRUCTIONS TO BE FOLLOWED IN THE EVENT OF AN EMERGENCY SHALL BE PROVIDED FOR EVERY
PERSON ON BOARD. ON PASSENGER SHIPS THEY SHALL BE IN THE LANGUAGE OR LANGUAGES REQUIRED
BY THE SHIP’S FLAG STATE AND IN THE ENGLISH LANGUAGE.
• MUSTER LISTS AND EMERGENCY INSTRUCTIONS SHALL COMPLY WITH THE REQUIREMENTS OF SOLAS CH.III
REG.37 AND BE EXHIBITED IN CONSPICUOUS PLACES THROUGHOUT THE SHIP INCLUDING THE NAVIGATION
BRIDGE, ENGINE-ROOM AND CREW ACCOMMODATION SPACES.
• ILLUSTRATIONS AND INSTRUCTIONS IN APPROPRIATE LANGUAGES SHALL BE POSTED IN PASSENGER
CABINS, MUSTER STATIONS AND OTHER PASSENGER SPACES TO INFORM PASSENGERS OF :
• THEIR MUSTER STATION
• ESSENTIAL ACTIONS THEY MUST TAKE IN AN EMERGENCY
• THE METHOD OF DONNING LIFEJACKETS
• THE MUSTER LIST SHALL SPECIFY DETAILS OF THE GENERAL EMERGENCY ALARM AND PUBLIC ADDRESS
SYSTEM PRESCRIBED BY SECTION 7.2 OF THE CODE AND ALSO ACTION TO BE TAKEN BY CREW AND
PASSENGERS WHEN THIS ALARM IS SOUNDED.
• THE MUSTER LIST SHALL ALSO SPECIFY HOW THE ORDER TO ABANDON SHIP WILL BE GIVEN.
• EACH PASSENGER SHIP SHALL HAVE PROCEDURES IN PLACE FOR LOCATING AND RESCUING PASSENGERS
TRAPPED IN THEIR STATEROOMS.
• THE MUSTER LIST SHALL SHOW THE DUTIES ASSIGNED TO THE DIFFERENT MEMBERS OF THE CREW
INCLUDING:
1. CLOSING OF THE WATERTIGHT DOORS, FIRE DOORS, VALVES, SCUPPERS, SIDESCUTTLES, SKYLIGHTS,
PORTHOLES AND OTHER SIMILAR OPENINGS IN THE SHIP;
2. EQUIPPING OF THE SURVIVAL CRAFT AND OTHER LIFE-SAVING APPLIANCES;

3. PREPARATION AND LAUNCHING OF SURVIVAL CRAFT;
4. GENERAL PREPARATIONS OF OTHER LIFE-SAVING APPLIANCES;
5. MUSTER OF PASSENGERS;
6. USE OF COMMUNICATION EQUIPMENT;
7. MANNING OF FIRE PARTIES ASSIGNED TO DEAL WITH FIRES; AND
8. SPECIAL DUTIES ASSIGNED IN RESPECT TO THE USE OF FIRE-FIGHTING EQUIPMENT AND
INSTALLATIONS, AND
9. FOR PASSENGER SHIPS ONLY, DAMAGE CONTROL FOR FLOODING EMERGENCIES.
• THE MUSTER LIST SHALL SPECIFY WHICH OFFICERS ARE ASSIGNED TO ENSURE THAT LIFE-SAVING AND FIRE
APPLIANCES ARE MAINTAINED IN GOOD CONDITION AND ARE READY FOR IMMEDIATE USE.
• THE MUSTER LIST SHALL SPECIFY SUBSTITUTES FOR KEY PERSONS WHO MAY BECOME DISABLED, TAKING
INTO ACCOUNT THAT DIFFERENT EMERGENCIES MAY CALL FOR DIFFERENT ACTIONS.
• THE MUSTER LIST SHALL SHOW THE DUTIES ASSIGNED TO MEMBERS OF THE CREW IN RELATION TO
PASSENGERS IN CASE OF EMERGENCY. THESE DUTIES SHALL INCLUDE:
1. WARNING THE PASSENGERS;
2. SEEING THAT THEY ARE SUITABLY CLAD AND HAVE DONNED THEIR LIFEJACKETS CORRECTLY;
3. ASSEMBLING PASSENGERS AT MUSTER STATIONS;
4. KEEPING ORDER IN THE PASSAGEWAYS AND ON THE STAIRWAYS AND GENERALLY CONTROLLING THE
MOVEMENTS OF THE PASSENGERS; AND
5. ENSURING THAT A SUPPLY OF BLANKETS IS TAKEN TO THE SURVIVAL CRAFT.
• THE MUSTER LIST SHALL BE PREPARED BEFORE THE SHIP PROCEEDS TO SEA. AFTER THE MUSTER LIST HAS
BEEN PREPARED, IF ANY CHANGE TAKES PLACE IN THE CREW WHICH NECESSITATES AN ALTERATION IN THE
MUSTER LIST, THE MASTER SHALL EITHER REVISE THE LIST OR PREPARE A NEW LIST.
• THE FORMAT OF THE MUSTER LIST USED ON PASSENGER SHIPS SHALL BE APPROVED.

WHEN DRAWING UP A MUSTER LIST, IT IS NECESSARY TO CONSIDER:
• THE NUMBER OF CREW AND, WHEN ASSIGNING DUTIES, THEIR INDIVIDUAL QUALIFICATION AND
EXPERIENCE, THEIR ABILITY, CAPABILITY AND TEAM SPIRIT
• THE TYPE, NUMBER AND AVAILABILITY OF LSA AND FFA
• THE TYPE OF VESSEL AND CARGO CARRIED
WITH THE SMALLER CREWS ON MERCHANT SHIPS, IT IS NOT POSSIBLE TO HAVE MANY DIFFERENT TEAMS, TO
RESPOND TO DIFFERENT SITUATIONS, AND WE MUST ARRANGE TEAMS SUCH THAT THEY ARE CAPABLE OF
CARRYING OUT SEPARATE DUTIES AND MAY YET BE DIVERTED TO ASSIST OTHER TEAMS AS THE NEED ARISES. A
TYPICAL ARRANGEMENT MAY BE AS FOLLOWS:

COMMAND OR BRIDGE TEAM: OVERALL IN CHARGE. CONTROL AND CO-ORDINATE ALL SHIPBOARD ACTIVITY.
MANAGE COMMUNICATIONS BOTH INTER-SHIP AND WITH EXTERNAL PARTIES. LIAISE WITH SHORE
AUTHORITIES AND OWNER/COMPANY. MAINTAIN A FACTUAL SEQUENTIAL RECORD OF ALL ACTIVITY.
COMPOSITION - MASTER, 3/O, HELMSMAN.
EMERGENCY OR CONTINGENCY TEAM: LARGEST TEAM. INSPECT AND REPORT ON THE STATUS OF THE CREW,
VESSEL AND CARGO. ORGANISE AND EXECUTE VARIOUS ACTIVITY IN EMERGENCIES E.G. FIRE TEAMS, RESCUE
TEAMS, ANCHOR PARTY, PREPARING COLLISION MAT ETC. CHECK AND CONTROL POLLUTION. MONITOR
PROGRESS OF ACTIVITY AND REPORT ON CURRENT SITUATION. COMPOSITION – C/O, 2/E, BOSUN, AB, OS,
MOTORMAN, WIPER
BACK-UP OR SUPPORT TEAM: PROVIDE FIRST AID, PREPARE LIFEBOATS, ASSIST EMG TEAM AS REQUIRED.
COMPOSITION – 2/O, CH.COOK, MESSMAN
ENGINE ROOM OR TECHNICAL TEAM: MAINTAIN PROPULSION AND MANOEUVRABILITY, KEEP ESSENTIAL AND
AUXILIARY SERVICES [MAIN & EMG POWER, FW, SW PUMPS ETC] IN OPERATION AS FAR AS POSSIBLE. PROVIDE
TECHNICAL ADVISE AND EXPERTISE AS REQUIRED. COMPOSITION – C/E, 3/E, E/O, FITTER

• THE PURPOSE OF ON-BOARD TRAINING IS TO BRIDGE THE GAP BETWEEN THE DESIRED AND EXISTING
COMPETENCIES. IT HELPS TO:
• REFRESH AND UPDATE YOUR KNOWLEDGE
• HONE YOUR SKILLS, THROUGH PRACTICE
• DEVELOP THE RIGHT ATTITUDE THROUGH A BETTER UNDERSTANDING OF THE NECESSITY AND IMPORTANCE
OF WHAT YOU DO.
• ON-BOARD TRAINING CAN HELP BY USING REAL LIFE EXPERIENCES AS AN EFFECTIVE TRAINING TOOL.
• WHEN PLANNING DRILLS AND TRAINING SESSIONS IT SHOULD NOT ENCROACH ON REST PERIODS AND IF
UNAVOIDABLE, THAT IT DOES NOT INDUCE FATIGUE.

• HOW TO CONDUCT ON-BOARD TRAINING: FIRST, DEFINE THE PURPOSE, OBJECTIVE, CONTENTS, MODE OF
TRAINING AND BRIEFING AND DE-BRIEFING. FOR EXAMPLE, A LIFEBOAT DRILL:
• PURPOSE: TO FAMILIARISE PERSONNEL WITH THE PREPARATION, LAUNCHING AND RECOVERY OF LIFEBOATS.
• OBJECTIVE: TO ENSURE SAFETY OF PERSONNEL AND IMPROVE THEIR READINESS TO TACKLE AN EMERGENCY.
• CONTENTS: LAUNCHING, MANOEUVRING, SURVIVAL IN A LIFEBOAT & RECOVERY OF LIFEBOAT.
• MODE OF TRAINING: DESCRIPTIVE INFORMATION ON PREPARING AND HANDLING LIFEBOATS AND THEIR
LAUNCHING & RECOVERY EQUIPMENT AND GEAR. USE OF LSA AND SURVIVAL TACTICS. PRACTICAL
OPERATION OF THE LAUNCHING/RECOVERY EQUIPMENT AND LAUNCHING & MANOEUVRING THE LIFEBOAT
IN A SEAWAY.
• BRIEFING: OUTLINING THE PURPOSE AND OBJECTIVE OF THE DRILL AND THE DUTIES OF EACH PERSON
DURING THE DRILL AND THE REQUIREMENT FOR SUITABLE PPE AND LSA DURING THE DRILL.
• DE-BRIEFING: TAKING FEEDBACK FROM PARTICIPANTS AND OBSERVERS AS TO THE EFFICACY OF THE DRILL,
NOTING ANY SHORTCOMINGS AND IDENTIFYING CHANGES THAT COULD BE MADE TO IMPROVE THE
OPERATION. MONITORING FLAWS, FAULTS, FAILURES IN EQUIPMENT AND GEAR, ENSURING RECTIFICATION
OF ANY DEFECTS OR FLAWS. ANY GOOD EXPERIENCE TRANSFER THAT MAY ADD VALUE TO THE SESSION.

EACH FIRE DRILL SHALL INCLUDE:
• SOUNDING THE ALARM – MANUAL OR AUTOMATICALLY GENERATED ALARM
• REPORTING TO STATIONS AND PREPARING FOR THE DUTIES DESCRIBED IN THE MUSTER LIST
• STARTING OF A FIRE PUMP, USING AT LEAST THE TWO REQUIRED JETS OF WATER TO SHOW THAT THE SYSTEM IS IN
PROPER WORKING ORDER;
• CHECKING OF FIREMAN’S OUTFIT, B.A. SET’S AND OTHER PERSONAL RESCUE EQUIPMENT;
• CHECKING OF RELEVANT COMMUNICATION EQUIPMENT;
• CHECKING THE OPERATION OF WATERTIGHT DOORS, FIRE DOORS, FIRE DAMPERS AND MAIN INLETS AND OUTLETS
OF VENTILATION SYSTEMS IN THE DRILL AREA;
• SIMULATING THE USE OF PORTABLE AND FIXED FFA; AND
• CHECKING THE NECESSARY ARRANGEMENTS FOR SUBSEQUENT ABANDONING OF THE SHIP.

EACH ABANDON SHIP DRILL SHALL INCLUDE:


• SOUNDING THE ALARM & SUMMONING OF PASSENGERS AND CREW TO MUSTER STATIONS FOLLOWED BY DRILL
ANNOUNCEMENT ON THE PUBLIC ADDRESS OR OTHER COMMUNICATION SYSTEM AND ENSURING THAT THEY ARE
MADE AWARE OF THE ORDER TO ABANDON SHIP;
• REPORTING TO STATIONS AND PREPARING FOR THE DUTIES DESCRIBED IN THE MUSTER LIST;
• CHECKING THAT PASSENGERS AND CREW ARE SUITABLY DRESSED;
• CHECKING THAT LIFEJACKETS ARE CORRECTLY DONNED;
• IF CONDITIONS ALLOW, LOWERING OF AT LEAST ONE LIFEBOAT AFTER ANY NECESSARY PREPARATION FOR
LAUNCHING;
• STARTING AND OPERATING THE LIFEBOAT ENGINE;
• OPERATION OF DAVITS USED FOR LAUNCHING LIFERAFTS;
• A MOCK SEARCH AND RESCUE OF PASSENGERS TRAPPED IN THEIR CABINS; AND
• INSTRUCTION IN THE USE OF RADIO LIFE-SAVING APPLIANCES.

Organising Fire & Abandon Ship Drills – Purpose, Briefing/De-briefing
• THE PURPOSE OF THE EXERCISES IS TO CHECK THE ON-BOARD RESPONSE AND THE MANAGEMENT SYSTEM FOR
SAFETY IN SITUATIONS WHICH ARE POTENTIALLY DANGEROUS FOR PERSONNEL, THE SHIP OR THE ENVIRONMENT.
THIS IS THE OPPORTUNITY FOR THE CREW:
• TO IMPROVE THEIR KNOWLEDGE OF THE SHIP AND SAFETY/SECURITY EQUIPMENT
• TO ASSESS THEIR ABILITY TO REACT TO DIFFERENT SITUATIONS
• TO TEST THE PROCEDURES, EQUIPMENT, SAFETY/SECURITY DEVICES, EXTERNAL AND INTERNAL
COMMUNICATIONS MEANS
• TO EVALUATE THE SAFETY OR SECURITY ORGANIZATION ON BOARD.
• TO BE EFFECTIVE, THESE EXERCISES SHOULD BE AS CLOSE AS POSSIBLE TO REAL CONDITIONS. VARIOUS SITUATIONS
OR SCENARIOS CAN BE USED (LACK OF PERSONNEL, NON-AVAILABILITY OF EQUIPMENT…) TO IMPROVE REACTIONS
ON BOARD AND TO IDENTIFY ANY INADEQUACIES IN THE SYSTEM.
• ONE EXERCISE MAY BE BROUGHT TO LEAD INTO ANOTHER, FOR EG, UNCONTROLLED FIRE LEADING TO AN
ABANDON SHIP SITUATION, COLLISION LEADING TO FLOODING LEADING TO BEACHING ETC.
• ANY MALFUNCTIONS OR DEFICIENCIES WHICH ARE FOUND MUST BE THE SUBJECT TO IMMEDIATE CORRECTION
AND/OR NON-CONFORMITY.
• A DEBRIEFING SHOULD BE HELD FOLLOWING THE COMPLETION OF THE EXERCISE TO DISCUSS ITS PROGRESS AND
LESSONS TO DRAW.
• ANY SUGGESTION FOR IMPROVEMENT MUST BE MENTIONED IN THE EXERCISE REPORT AND ARE THE SUBJECT,
WHERE NECESSARY, TO A NON-CONFORMITY REPORT COMMUNICATED TO THE COMPANY.
• ANY DEFICIENCIES SO NOTED MUST BE CORRECTED IN SUCH A MANNER THAT IT IS NO LONGER REPEATED.
