1.1 This documentation covers the design, construction, documentation, testing, inspection,
marking and dispatch requirements for pipes. Vendor shall supply pipes in accordance with
the technical notes and details specified in the item description for pipes.

Term Definition
Approved Unless specifically stated otherwise, the term “approved”, where used in this specification,
shall mean approved in writing by the Purchaser.
Purchaser The party that awards the contract to the supplier. The purchaser may be the Company or
Company’s authorized agent.
Supplier The party that manufactures or supplies equipment or services to perform the duties specified
by the Contractor
All work shall comply with the applicable standards and publications listed in this section.
Users shall meet or exceed the requirements of the following codes, regulations and standards. In cases
where more than one code, regulation or standard apply to the same condition, the most stringent shall be
used in the design, fabrication and testing of pressure piping systems unless otherwise approved in writing
by the Purchaser.

3. DOCUMENTATION
3.1 Vendors shall furnish the following during submission of vendor’s offer:
If the item is regretted or has no deviation, the manufacturer shall write clearly on against item as “REGRET” or
“NO DEVIATION”. Item(s) for which no comment has been provided by vendor, shall mean that the item is
regretted by vendor & shall not be considered for further technical evaluation.
For subject notes or technical notes (wherever applicable) specified, if there is any technical deviation, the same
shall be listed clause wise. Even clauses which are acceptable shall be categorically confirmed as “Accepted”.
Vendor shall furnish quotations only for those items, for which he can supply strictly as per MR specifications
including fulfilment of Qualification Criteria as per MR. Vendor to note that no correspondence shall be entered
into or entertained after the bid submission.
Vendor to submit previous track reports of projects (if requested), in tabulated format clearly specifying size,
MOC, rating, end connection & special requirements (wherever specified) with order received details like name
of client, year of supply etc. Vendor to submit supporting documents like purchase order, inspection release
notes, order completion certification etc. along with the offer. Offer will not be considered for any further
technical evaluation, if vendor will not submit previous track along with the offer.
For technical clauses, which are not applicable to vendor, Vendor shall clearly indicate “NOT APPLICABLE”.
Vendor shall submit technical notes and other applicable technical documents of the tender duly stamped &
signed. Also, if vendor is complying to technical requirements of a document in totality, Vendor shall write “Total
Technical Compliance” on document on title sheet / header of the document.
Vendor to note that deviations shall be provided / furnished strictly as per specified format only. Vendor to note
that deviations marked / written elsewhere shall not be considered.
On failure to compliance to clauses under 3.1, the offer is likely to be rejected.
4.1 All items and their dimensions, tolerances, chemical composition, physical properties, heat
treatment, hydrotest, testing and marking requirements etc. shall conform to the latest codes and
standards specified in the material requisition (MR).
4.2 TESTING
4.2.1 Test reports shall be supplied for all mandatory tests as per the applicable code & material
specifications. Test reports shall also be furnished for any supplementary tests as specified in the
requisition & Clause 4.11.
4.2.2 Material test certificates (physical property, chemical composition & heat treatment report) shall also
be furnished for the pipes supplied.
4.2.3 Positive Material Identification (PMI) test shall be performed on all Titanium, alloy and SS pipes.
4.3.1 Steel made by acid Bessemer process shall not be acceptable. Steel pipe shall be made by open
hearth electric furnace or basic Oxygen process.
4.3.2 All longitudinally welded pipes other than IS 3589 should employ only automatic welding.
4.3.3 Seamless and E.R.W pipes shall not have any circumferential seam joint in a random length. Only
single longitudinal welded pipes shall be acceptable. Spiral welded / double seam pipes are not
acceptable.
In case of E.FS.W pipe, in one random length one welded circumferential seam of same quality as
longitudinal weld is permitted. This weld shall be atleast 2.5m from either end. The longitudinal seam
of the two portions shall be staggered by 90O.
4.3.4 Unless otherwise specified in the respective material code, E.FS.W pipes < 36” shall not have more
than one longitudinal seam joint and E.FS.W pipes > 36” shall not have more than two longitudinal
seam joints.
4.4 Unless specifically exempted, welded pipes shall be acceptable only with longitudinal weld made
employing automatic welding.
Unless mentioned otherwise in the material code, double seam 180 deg. apart is allowed for sizes 36”
and larger only.
Galvanised Pipes shall be only Hot Dip galvanised to ASTM A53 for ASTM pipes and to IS 1239 / IS
4736 for IS pipes.
4.6 Pipe with screwed ends shall have NPT external taper pipe threads confirming to ASME / ANSI
B1.20.1 upto DN40 & IS 554 for DN50 to DN150.
4.7 Pipe with bevelled ends shall be in accordance with ASME B16.25. Weld contours shall be as follows:

4.8 Galvanised pipes shall be coated with zinc by hot dip process confirming to IS 4736 / ASTM A 153.
4.9 All austenitic stainless steel pipes shall be supplied in solution annealed condition. Refer ‘Annexure –
A’ for Pickling of SS grade pipes.
4.10.1 Wherever bevelled ends are specified it shall confirm to ASME B16.25. Threaded ends shall be as per
ASME B1.20.1
4.11.1 For all austenitic stainless steel pipes intergranular corrosion test shall have to be conducted as per
following:
ASTM A262 Practice “B” with acceptance criteria of “60 mils/year (max.)”.
OR
ASTM A262 Practice “E” with acceptance criteria of “No cracks as observed from 20X magnification”
& “Microscopic structure to be observed from 250X magnification”.
4.11.3 For the IGC test as described in 4.11.1 & 4.11.2, two sets of samples shall be drawn from each
solution annealing lot; one set corresponding to highest carbon content and the other set
corresponding to the highest pipe thickness. When testing is conducted as per Practice “E”,
photograph of microscopic structure shall be submitted for record.
4.12 Specified heat treatment for carbon steel and alloy steel and solution annealing for stainless steel
pipes shall be carried out after weld repairs. Number of weld repairs at the same spot shall be
restricted to maximum two by approved repair procedure.
4.13 For black or galvanised pipes to IS 1239, the minimum percentage of elongation shall be 20%.
4.14 Pipes dimension shall be in accordance with ASME B36.10M for carbon steel and ASME
B36.19M/B36.10M for Stainless steel pipes.
5. HYDROSTATIC TEST
5.1 All pipes shall be hydrostatically tested as per the respective material standard.
6.1 Unless otherwise specified in the purchase order, it is the responsibility of the producer /
supplier to perform all inspection requirements specified in the Codes / standards /
Datasheets. The consultant / client shall have the right to perform any inspection and tests
set forth in the specification.
6.2 Inspection and Test necessary to confirm that the products meet the requirements of the
standards, Specifications and of the Purchase Order shall be carried out in the Vendors Plant
by the Vendors specially trained Personnel.
6.3 Products that are to the specifications shall be guaranteed by inspection certificate,
conformity certificate, Material certificate, test certificates etc.
6.4 All inspection activities shall be listed in the quality plan. This quality plan shall be submitted
for consultant’s approval, prior to commencement of manufacturing activities. These plans
shall be first reviewed and vetted by vendor and approved by TPIA, before submission to
consultant for final approval.
6.5 PMI (Positive Material Identification) by alloy analyser to be carried out where specified.
7.1 All pipes shall be marked in accordance with the applicable codes, standards and
specifications. In addition, the purchase order number, the item code & special conditions
like “IBR”, “High pressure Hydrogen service”, “Chlorine application (A333 pipes)”, “High
pressure lube oil” etc. shall also be marked.
7.2 Pipes under “IBR”, “High pressure Hydrogen service”, “Chlorine application (A333 pipes)”&
“High pressure lube oil” shall be painted in red stripes, sea green stripes, yellow stripes &
dark blue stripes respectively longitudinally throughout the length (25mm width) for easy
identification. Marking of Pipes circumferentially for sizes 1” and below at one metre
interval along the length of pipe is also acceptable. Colour stripes shall be at ends and at
centre.
7.3 Paint or ink for marking shall not contain any harmful metal or metallic salts such as zinc,
lead or copper which cause corrosive attack on heating.
7.4 Pipes shall be dry, clean and free from moisture, dirt and loose foreign materials of any kind.
7.6 Rust preventive used on machined surfaces to be welded shall be easily removable with a
petroleum solvent and the same shall not be harmful to welding.
7.7 Both ends of the pipe shall be protected with the following material:

7.8 End protectors to be used on bevelled ends shall be securely and tightly attached with belt
or wire.
7.9 Steel end protectors to be used on galvanised pipes shall be galvanised. Plastic caps can also
be used as end protector for galvanised pipe ends.
8. ATTACHMENTS
These requirements are applicable in addition to the requirements specified in the technical
notes for pipes. Vendor should follow the pickling procedure at their shop as per ASTM A380
(Latest) as a guideline. Brief sequence of operation as given below for SS grade pipes.
1.0 OBJECTIVE
The objective of chemical cleaning is to remove all extraneous matter, dirt, dust, grease, oil
welding slag. Loose rust, oxide scales that may be present on the SS piping to avoid the
contamination by way of iron pick up.
a. Flushing with the demineralised water to remove dirt, dust, loose rust and foreign matter.
b. Degreasing
c. Acid cleaning
3.0 CHEMICALS
3.1 Caustic potash rayon grade or technical confirming to IS-6831 (latest edition).
3.2 Nitric acid technical grade conforming to IS: 264 (latest edition).
3.3 Hydrofluoric acid conforming to ASTM or equivalent. In any case, purity should not be less than
50% HF by wt.
3.4 DM water / chloride free water (chloride level 50 ppm) should be used for flushing and rinsing
operation.
4.2 After flushing, degreasing shall be carried out in a pickling bath to remove grease, oil and
organic coating if any. Degreasing solution shall be potassium hydroxide of concentration 50
gm/litre (100% purity basis). Temperature of solution during pickling shall be 50-55 OC. for
duration of about 1 hr.
4.3 After degreasing, above segments should be rinsed with above quality of water. Rinsing should
be continued till the neutral PH is obtained.

and duration shall depend on cleaning of the above segments based on visual inspection.
4.5 After pickling, above segments should be rinsed with chloride free water.
5.0 PRESERVATION
After the pickling and drying, these segments should be preserved in clean and dry condition to
prevent entry of moisture, dust or dirt.
NOTE:
1. Pickling solution can be prepared in suitable bath & cleaning of above segments can be done by
dipping or immersion method. Separate bath should be used for each operation.
2. After acid pickling above segments should be visually inspected and the surfaces should be clean,
not over etched dry, free from rust and passivated. The visual observation shall be recorded. If
the surfaces are not satisfactorily cleaned, then pickling solution concentration and duration shall
be accordingly adjusted to obtain clean surface.
