1 Introduction to License

1.1 Common Concepts


 License: A license is an agreement reached by and between a supplier and a customer on
the application scope and time limit of the product (here refer specially to the software
versions) that the customer has purchased from the supplier. By installing a license, the
customer can obtain promised services from the supplier. A license has two forms:
license certificate and license file.
 License file: A license file is an authorization file that controls the capacity, functions,
and time of a software version. This file is generated by a special encryption tool based
on contract information, and is distributed in an electronic form.
 License certificate: A license certificate specifies the software authorization range and
protects the rights of buyers. The authorization is protected by law. The buyers can use
the software in the specified range, but cannot beyond the range (including product
software version, feature, capacity, location, and time).
A Huawei license certificate is in electronic or printed format and made together with the
sales contract. The certificate contains information such as product name, authorization
ID (LAC), and validity period. The printed certificates are delivered with the products.
The electronic certificate in PDF format is sent to the customers' Email boxes by the
license management system.

The License Authorization Codes (LACs) were generated by the license management system of
Huawei-Symantec. An LAC uniquely identifies a license certificate. The concept of LAC is outdated.
The license management system of Huawei-Symantec still uses this concept. The current license
management system of Huawei changes the concept to Entitlement ID.
 Equipment serial number (ESN) : An ESN is a character string that identifies a piece of
equipment and ensures correct allocation of a license file to the specified equipment. It is
also called equipment fingerprint.
 License serial number (LSN): The LSN uniquely identifies a license file.
 Revoke code: A revoke code is a character string that is returned after you run the
license revoking command and that is used to log in to the license application website to
change an ESN. After you run the license revoking command on a network element (NE),
the license file on the NE is revoked. For details about how to obtain a revoke code, see
the related guide of the product.

1.2 License Application


1.2.1 Huawei License Application Website
Huawei's Electronic Software Delivery Platform (ESDP) is the platform for license
applications. It provides two access addresses:

1.2.2 Permission Application


The ESDP provides four user roles: guest, enterprise Global Technical Service (GTS),
Technical Assistance Center (TAC), and channel partner. Table 1-1 describes these four user
roles.

Permission Application by Huawei Employees


Huawei employees have guests' permissions when using W3 accounts to access the ESDP. To
apply for enhanced permissions, access the ESDP and click Permission Application. Then
follow the onscreen instructions to complete the application.

Permission Application by Channel Partners

The permissions on the license application website for a common employee of a channel partner must be
applied by the Echannel system administrator of the channel partner. For any question, send emails to
yanghuan@[Link] (for channel partners in China) or zhaoyibei@[Link] (for channel partners
outside China).

Step 1 Log in to the user information and permission management platform at

After the supervisor of the channel management department approves the application, the
permissions are enabled.

2 Common License Operations

2.1 Obtaining an ESN


You can obtain an ESN using the independent tool ESNMaker or on the SMC2.0 web
interface. If the SMC2.0 is not installed or you want to upgrade the SMC 1.0, use ESNMaker
to obtain an ESN and apply for a license file in advance. If the SMC2.0 has been installed,
obtain an ESN on the SMC2.0 web interface. By default, the SMC2.0 has no license after
installation. It has only a few license control items for system commissioning.

When the SM C2.0 has no license, it has the following license control items: 10 manageable devices, 10
embedded GK registration endpoints, 10 users, and 10 software clients supported by the embedded GK.
For the remaining license control items, for example, the third-party interface, the number is 0 or the
item is disabled.

2.1.1 Using ESNMaker to Obtain an ESN


Step 1 Copy the [Link] file on the SMC2.0 installation disk to the server where the
SMC2.0 is to be installed, and open the file.
The dialog box shown in Figure 2-1 is displayed.

Step 2 Click OK. The [Link] file is generated in the directory for storing the [Link]
file. Open the [Link] file to view the generated ESN, as shown in Figure 2-2.

2.1.2 Using the SMC2.0 Web Interface to Obtain an ESN


Prerequisites
 The SMC2.0 has been installed.
 You have logged in to the SMC2.0 web interface as the admin user.
You can choose Help > View License and view the ESN on the page that is displayed.

2.2 Loading a License File


Prerequisites
 You have logged in to the SMC2.0 web interface.
 A license file for the SMC2.0 has been obtained.

2.3 Obtaining a License Revoke Code


 All SM C2.0 versions support license revoking.
 If a license becomes unavailable after being revoked, log in to the ESDP and use the revoke code to
roll back the license. Then import the license file again.

Procedure
Step 1 Choose Help > View License.
Step 2 Click Invalidate License on the right of the page.
The Confirm dialog box shown in Figure 2-5 is displayed.

Step 3 After the license is revoked, run display revoke-ticket to obtain the revoke code. You can
copy the revoke code for use in subsequent operations.

If the dialog box shown in Figure 2-6 is unexpectedly closed, you can obtain the revoke code
on the View License page, as shown in Figure 2-7.

Rolling Back a License Using the Revoke Code


Step 1 Log in to the ESDP.
Step 2 Choose License Commission And Maintenance > Invalid License Regenerate.
Step 3 On the displayed page, enter the revoke code and click Verify.

Step 4 After the revoke code is verified, confirm the device information, including the product name,
ESN, and license, and click Submit.

3 Permanent License Application

A permanent license is a commercial license. Commercial licenses are applicable to sales


service scenarios, such as standard contracts, channel distribution, and projects where
contracts or protocols are signed with customers.
Apply for a commercial license in any of the following scenarios:
 Initial activation
 Capacity expansion
 Upgrade
 Network adjustment
 ESN change
 Goods issue feedback
 License rectification
Unless otherwise specified, the operations in this chapter are performed on the ESDP.

3.1 Initial Activation


3.1.1 Application Scenario
Initial activation of licenses is applicable to commercial deployments under contracts. After a
license is generated based on the order, field engineers associate the license with an ESN,
activate the license, and load the license to the device.

3.1.2 Prerequisites
 The entitlement ID (LAC), activation ID, or Huawei contract No. has been obtained.
 The ESN has been obtained.

3.1.3 Procedure (Applicable to Huawei Employees and


Distributors)
Step 1 Choose License Activation > Entitlement Activation in the left pane.

Step 2 Enter the entitlement ID, activation ID, or Huawei contract No., and click Search to search
for the matching result.

Step 4 Enter the ESN and device name of the license you want to activate. Click Next.

If the download page is closed before you download the license, or the downloaded license is
lost, you can also use the associated ESN to download the license from the device
management page.

3.2 Capacity Expansion (License Merging)


3.2.1 Application Scenario
This scenario is applicable to sites with capacity expansion contracts. The ESDP
automatically merges all license items of the same device into one license file. (The version of
the device whose capacity you want to expand must be later than or same as that of the
existing device.)

3.2.2 Prerequisites
 The entitlement ID (LAC) of the license to expand and the capacity expansion contract
No. have been obtained.
 The ESN of the existing device has been obtained.
 The product name and ESN in the capacity expansion contract are the same as the actual
product name and ESN.

3.2.3 Procedure
Step 1 Confirm the device ESN.

Click Equipment(Node) Management in the left pane. In the right pane, enter the ESN and
search for the matching record. Check whether the device whose capacity you want to expand
is the same as the displayed record.

Step 2 Choose License Activation > Entitlement Activation in the left pane. Enter the entitlement
ID, activation ID, or Huawei (capacity expansion) contract No., and click Search to search for
the matching result.

Step 3 Enter the device ESN and click Next.


After you enter the ESN, the product name is automatically populated and cannot be modified,
because the ESN and product name have been associated on the ESDP.

Step 4 Click Entitlement Details to view the information about all licenses of the device. After you
confirm the information, click Activate License.

Step 5 On the displayed page, click Download to download the new license.

You can then import the new license to the SMC2.0 to expand the SMC2.0 capacity. For
details about how to import the license, see section 2.2 "Loading a License File."

3.3 ESN Change


3.3.1 Application Scenario
When the ESN of a device changes because of hardware replacement or other reasons, the
original license cannot be used any more. In this case, the ESN in the original license must be
changed, and the new license must be loaded to the device.

The SMC2.0 (V100R001 or a later version) supports revoke codes. If a revoke code has been
obtained, a new license can be applied for through self service and no approval is required. If
a revoke code cannot be obtained (for example, because the ENS is found to be incorrect
before the license is loaded), the new license application must be approved.

If a license has not been loaded to a device, no revoke code can be obtained for this license.

3.3.2 Changing the License for Spare Part Replacement

This function is only available to Huawei employees. If you are Huawei's channel partner, contact
Huawei's TAC.

Step 1 Obtain the spare part.


Step 2 Log in to the ESDP at [Link]
Step 3 Choose License Commission And Maintenance > ESN Change .
Step 4 Set ESN Change Type to Spare Parts Replacement License. Set mandatory parameters.

3.3.3 Changing the ESN Without a Revoke Code

All SM C2.0 versions support this function.

Step 1 Obtain the revoke code of the license you want to replace.
For details about how to obtain a revoke code, see section 2.3 "Obtaining a License Revoke
Code."
Step 2 Log in to the ESDP at [Link]
Step 3 Choose License Commission And Maintenance > ESN Change .

Step 4 Set ESN Change Type to ESN Change With Revocation Code. Enter the revoke code and
click the verification button.

After the verification is passed, the system will automatically display the device information
about the original ESN.
Step 5 Enter the new ESN and click Submit.

Step 6 Choose My Task > Operation Record and find out the corresponding task. Click Download
to download the license file.

3.3.4 Changing the ESN Without a Revoke Code


Step 1 Log in to the ESDP at [Link]

Step 4 Fill in Region Name, Rep. Office, Equipment, and New ESN.

Step 5 Enter the application reason and upload the change application of the channel partner, and
click Submit.

In China, the ESN change application is approved by the service delivery manager of the representative
office; outside China, the ESN change application is approved by the regional service delivery manager.

Step 6 Choose My Task > My Application to view the application. Contact the current owner to
speed up approval. After the application is approved, you can receive a mail notification.
Click Application ID.

Step 7 Choose My Task > Operation Record and find out the corresponding task. Click Download
to download the license file.

3.4 Goods Issue Feedback


3.4.1 Application Scenario
If a feature specification in the license is inconsistent with the contract, field engineers can
submit a claim application.

Note: If a feature specification in the license is consistent with the contract, but does not meet
the actual network requirements, the frontline product manager shall submit an LTC contract
change application.

3.4.2 Prerequisites

3.5 License Rectification


3.5.1 Application Scenario
If a license requires rectification because of an R&D issue, follow the ITR process and submit
an iCare trouble ticket. After the issue is identified, follow the R&D rectification process.

(Note: If the issue is caused by third-party software or OEM software, as supply chain
procurement is involved, follow the contract change process instead.) The following are the
scenarios where the R&D rectification process applies:
 A license is rendered unavailable because of a product design fault (such as a quotation
template error, configurator algorithm error, license control error, or license
compatibility issue).
 A product that was not controlled by any license needs to be upgraded to be controlled
by a license. Therefore, licenses must be released to the existing devices.
 The license of the delivered goods is rendered unavailable because the product sales
strategy changes or the product GA is delayed.
 The current devices in an R version must be upgraded because of product version
unification. As a result, the current license must be changed.
 Because of software or hardware changes, the product license or the license of the
system that manages the product cannot be used any longer.

3.5.2 Application Process


License rectification consists of two phases:
 Release of a license rectification notice
 Implementation of license rectification

3.5.3 Release of a License Rectification Notice (Led by R&D


Personnel)
If product delivery is affected due to a license issue, and this issue is identified as caused in
R&D, the R&D personnel shall release a license rectification notice. This notice s hall contain
the impact scope and troubleshooting of the issue. The following figure shows the details.

4 Temporary License Application

Temporary license application is applicable to POC tests, brand exhibitions, and presentations
during product market expansion and to R&D tests before a product is put into commercial
use. Temporary licenses are time-limited.

Temporary licenses are used on commercial networks. Customers must be notified of the
potential risks and paper records are required. The temporary license distribution principles
are as follows:
During initial activation of a temporary license, the license validity period must be specified.
Temporary licenses cannot be modified, and customer names cannot be changed.

4.1 Pre-sale Expansion License Application


4.1.1 Application Scenario
 Tests during technical evaluation and product selection by customers: Goods loaned for
tests initiated by customers before an RFP/RFI/centralized procurement to learn the
technical strength of suppliers and to co-develop the RFP/RFI/centralized procurement
notice with suppliers.
 Bidding competition test: Goods loaned for tests based on an RFP/RFI/centralized
procurement notice to determine the shortlisted suppliers.
 Tests after the bid is won: Functional test requested to verify that the c ustomer's
requirements are met after the bid is won.
 National network entry test (not planned): Test required to check whether products
comply with local regulations and laws during project expansion. This test is not planned
in the national network entry test.
 Demos and tests of unspecified customers: Service demos and tests performed for
unspecified customers (without authentication channels), including tests on prototypes.
 "Trial and buy" test: Products are provided for customers for trial use. If customers
satisfy with the products, contracts will be signed.

4.1.2 Precautions
 The strategy of testing whether temporary licenses can be downloaded through self
service before sales is determined based on the sales rules for each Huawei product. For

products that do not allow users to download temporary licenses through self service, the
temporary licenses can be distributed only after being approved by the direct supervisor
and regional enterprise service product director.
 A temporary license for pre-sales test can be valid for at most 90 days.
 A temporary license for pre-sales test cannot be used on commercial networks.

4.1.3 Application Process


Frontline engineers or product managers apply for temporary licenses for tests such as
pre-sales POC under Enterprise Temporary License > Pre-sale Expansion License

4.2 Brand Exhibition License Application


4.2.1 Application Scenario
A 7X contract can be used to loan goods for supporting short-term (within six months) large
branding campaigns organized or participated by Huawei in a BG or in a region, for example,
exhibitions, on-site conferences, forums, user conferences, and shows.

4.2.2 Precautions
The time-limited license for exhibition presentation is issued after being approved and the
license applied each time expires after 90 days.

4.2.3 Application Process


Product managers apply for temporary licenses under Enterprise Temporary License >
Brand Exhibition License Application at the ESDP website based on the service

4.3 R&D External Test License Application


4.3.1 Application Scenario
 National network entry test (planned): This test is required to check whether products
comply with local regulations and laws before sales. The deliverable is the telecom/ICT
Homologation certification or official approval document provided by the country.
 Product certification test: To meet the local law or customer requirements, or to provide
product quality proof for customers, Huawei or third parties test the products in aspects
of product security, electromagnetic compatibility, and environment reliability. Tested

products are marked. Whether the test can be performed in China depends on the actual
situation.
 Version IOT test: This test is performed to verify the compliance of basic connectivity
capabilities of devices before commercial release for a specified public interface based
on standard protocols. This test is generally performed in labs of vendors.
 Forum/Standardization test: This test is performed to obtain qualification certifications
from forums or standardization organizations.
 Exhibition of technologies jointly innovated with customers: The purpose is to carry out
joint innovation and research cooperation with customers.

4.3.2 Precautions
 R&D external test licenses cannot be downloaded through self service. The licenses can
be distributed only after being approved by Huawei SPDT managers.
 An R&D external test temporary license can be valid for at most 90 days.

4.3.3 Application Process


Product managers apply for R&D external test licenses under Enterprise Temporary
License > R&D External Test License Application at the ESDP website based on the

5 Commissioning License Application

A commissioning license reduces frequent license adjustments on the customer network and
improves delivery efficiency during project delivery. When a major or emergent network issue
occurs, the commissioning license can be used.

A commissioning license is a temporary license. After the commissioning service is complete,


the validity period of the license expires. The GTS engineers must comply with the service
rule of commissioning licenses. They shall apply, use, and withdraw commissioning licenses
based on actual service needs. License use must be authorized.

5.1 Engineering Delivery Project Commissioning


5.1.1 Application Scenario
The commercial license file for network deployments cannot be obtained or is invalid. To
quickly meet onsite installation and commissioning requirements, the commissioning license
with a fixed validity period can be used (license can be downloaded three times for each ESN).
The scenarios include:
 The commercial licenses are available. However, the planned configuration in the
contract is different from the actual configuration in deployments. To improve efficiency,
commissioning licenses can be used.
 The commercial licenses are available. However, an enormous number of licenses may
be changed when the deployment and expansion (modernization) tasks are carried out
concurrently for an office. Before the equipment license status stabilizes, commissioning
licenses can be used.
 The commercial licenses are available. However, an enormous number of licenses may
be changed when a contract is split into multiple POs that are issued at different project
phases. Before all POs are issued, commissioning licenses can be used.

5.1.2 Precautions
 The Huawei PO number (license PO) and customer asset ESN need to be entered when
applying for the license. The PO number needs to be verified by ERP (CIR status is
published). PO (TX/8Z/7X/8A/9Z) cannot be used to apply for commissioning licenses.
 A 30-day license can be applied for each ESN based on product and R version (without
approval). The license can be applied for each R version for a maximum of three times.
License applications do not need to be approved in this situation.

 Before the PAC, the commissioning license must be replaced with the commercial
license of the customer. This will be audited.

5.1.3 Procedure
Step 1 Log in to the ESDP at [Link]

Step 2 Choose License Commission And Maintenance > Commissioning License Of Project
Period.

Step 3 Select Enterprise network before PAC for Scenario, and enter a 14-digit PO number. Enter
required information and click Submit to submit the application.

The system compares the PO number with that in the ERP system. You can download the
license only after the verification is passed. If the application is successful, the system
delivers a 30-day license.

5.2 Major Network Issues/Recovery


5.2.1 Application Scenario
 After a network issue occurs, submitting the iCare trouble ticket requires a license.
 During a network upgrade or migration, a license needs to be prepared after the iCare
trouble ticket is submitted.

5.2.2 Precautions
 The iCare trouble ticket number and customer asset ESN need to be provided.
 The validity period of such commissioning licenses is 14 days. The licenses can be
applied for through self service (copy to the AMS director). The number of application
times is not limited.
 After the issue is solved, the commissioning license needs to be replaced with customer
license.

5.2.3 Procedure
Step 1 Log in to the ESDP at [Link]
