My warmest greetings and congratulations to the completers and graduates of the School Year
2022-2023! Likewise, allow me to extend my greetings to the school administrators, teachers, parents
and all education stakeholders who have provided guidance and support to our learners to reach this
monumental event.

Graduation and moving-up ceremonies, whichever is the case, are jubilant occasions which
mark the culmination of another year of new significant learnings and dedicated work. Dear graduates
and completers, this event is an outstanding accomplishment in your lives which you should be proud
of. It is a celebration of success, a time to reap the fruits of hard work and sacrifices! You have
earnestly toiled, endured adversities and remained steadfast toward achieving your goals. Likewise, it
means another year of successful collaboration among teachers, school officials, parents, education
partners, and stakeholders who share a common goal of providing quality, holistic and transformative
basic education!

This year’s banner theme, “K to 12 Graduates: Molded through a Resilient Educational


Foundation,” brightlines the spirit of determination which every Filipino learner should possess, in spite
of persistent hardships and challenges. Exemplifying resilience is crucial for every learner to overcome
obstacles and adapt to the constant changes in the educational landscape. Resilience enables you to
persevere and remain steadfast to learning goals despite the various internal and external hindrances you
are confronting.

In line with its commitment to produce resilient graduates, the Department of Education
(DepEd) has carried on the task of molding the holistic development of 21st century learners with the
MATATAG Agenda which recognizes the need for inclusivity through the promotion of access to
quality education for all. This is also DepEd’s commitment to empower students, equip them with life-
long skills, enduring values, and right mindset to overcome adversities and embrace plenitude of
opportunities for growth and success. Moreover, DepEd envisions to hone Filipino learners who would
be catalysts of change, future leaders and nation-builders in a society that embraces diversity, defends
human dignity, and values lasting peace.
