    2019-121 “Road Clearing” in Cotabato City

    INTRODUCTION

    Background of the Study

    The Memorandum Circular 2019-121 “to clear roads of illegal structures and constructions”,

    which was recently issued by the Department of Interior and Local Government (DILG) caused a national

    dilemma. Series of demolition is continuously happening around the country. This is consistent with

    President Rodrigo Roa Duterte’s recent 2019 State of the Nation Address (SONA). This memorandum

    circular aims to ease the flow of economic activities by lessening the traffic congestion, avoid road

    accidents, and to reclaim the government properties. According to the 2019 SONA of the President,

    “one estimate pegs economic losses at P3.5 billion a day due to traffic congestion in Metro Manila. So

    meantime, I reiterate my directive, my request, my pleading to the MMDA and all concerned local

    officials in Metro Manila, and all other cities, to undertake immediate action to ensure the speedy and

    smooth flow of vehicular traffic. Reclaim all public roads that are being used for private ends.”

    With the diverse culture planted in the Cotabato City, many business entities mushroomed since

    time immemorial. Currently, Cotabato City serves as the center for economic support activities (trade

    and finance), education and other support services such as social, physical, cultural and other basic

    services of Central Mindanao. With the numerous business establishments present in the city and the

    absence of enough customer parking spaces especially along Sinsuat Avenue, the traffic congestion is

    severely felt by Cotabateños.

    Significance of the Study

    This study aims to determine the impact of the implementation of MC No. 2019-121 “Road

    Clearing” in Cotabato City on business Entities whether it highly affected their operation. Its main

    concern is to give knowledge on how the Road Clearing affected the business establishments and serve

    as a basis for future business owners on how they design their establishments and be considerate to

    government property.
