One of the reasons Metro Manila traffic continues to deteriorate is due to poor public

transportation management, which forces public utility vehicles and jeepneys to compete for

passengers. From overcrowded buses and jeepneys to frequent train breakdowns, an increasing

number of residents are choosing for alternate transportation services or investing in their own

private vehicles for easier and more comfortable daily commuting. Because of this issue, one

proposed solution is to limit the number of cars on Metro Manila highways and prioritize public

mass transportation. With the rapid increase in car ownership in Metro Manila alone, which

peaked at 2,101,148 registered vehicles in recent years according to LTO data, and the citizen-

reported incapacity of certain drivers to observe rules, traffic congestion has been recognized to

have increased compared to earlier years. The number of motor vehicles on Metro Manila's roads

continues to grow, although the city's road network has barely grown. According to certain

estimations, the NCR road network of 4,755 kilometers should be doubled to accommodate the

vehicle population. That is, the additional roads being built or expanded are being consumed by

existing demand, which continues to exceed infrastructure growth. While the pandemic caused a

major drop in vehicle sales in 2020, it has since recovered, with about 300,000 vehicles sold in

2021. Since more Filipinos in Metro Manila purchase private vehicles, traffic in Manila will

worsen as the city's poor infrastructure development cannot manage the increase in vehicle

density. Due to the 20 or so typhoons that impact us each year, the Philippines is prone to

flooding. Because of the city's geology and low height, as well as rising sea levels, floods in

particular regions of Metro Manila increase after rain showers or storms. Since these are flood-

prone areas and major roadways through which cars must pass, Manila traffic worsens, and

motorists are compelled to either drive through flooded roads or find alternate routes.
