The undersigned has the honor to request approval of the conduct of
SCHOOL GAWAD PARANGAL 2022 of the School Personnel, Learners, Parents,
Non- Teaching Personnel and other stakeholders of Luciano A. Conde Elementary
School per Division Memorandum No. 113, s.2020 Re: Institutionalization of the
Division Program on Awards and Incentives for Service Excellence (PRAISE). This
aims to recognize the exemplary accomplishments of the School Personnel,
Learners, Parents Stakeholders and Non- Teaching Personnel of the school who
have been demonstrating commitment and value contributions to the
Department.
Thus, I am requesting permission from your good office to charge all
expenses relative to the conduct of the search to school MOOE subject to the

I. TITLE OF THE ACTIVITY

LUCIANO A. CONDE ELEMENTARY SCHOOL GAWAD PARANGAL 2022

II. RATIONALE
The Department of Education through the issuance of the DepEd Order
No. 09, s. 2022 establishes the program on Awards and Incentives for Service
Excellence (PRAISE) pursuant to the Revised Policies on Employees Suggestions
and Incentives Awards System provided under CSC Resolution No. 010112 and
CSC Memorandum Circular No. 01, s. 2001. In line with this, DepEd – SDO
Masbate Province issued Division Memorandum No., 113, s. 2020 which
institutionalizes the Division Program on Awards and Incentives for Service
Excellence (PRAISE) and Division Memorandum No. 147, s. 2020 re: Natatanging
Pagkilala (2020) Annual Rewards and Recognition for Service Excellence) of
which LUCIANO A. CONDE ELEMENTARY SCHOOL GAWAD PARANGAL 2022
IS ESTABLISHED.

This Gawad Parangal aims to encourage, recognize and reward employees,

individually or in groups, for their extraordinary acts, innovative ideas, major
accomplishments, exemplary behavior, or services and other personal efforts
contributing to work efficiency, and other improvements in operations and
delivery of basic education services for Luciano A. Conde Elementary School that
will lead to its productivity and total development.

Furthermore, this activity is designed to promote equality in recognizing

outstanding accomplishments regardless of social status, age, sex, gender
identity, sexual preference, marital status, physical features, impairment or
disability, work-related-injury, religious beliefs or ethnicity, political beliefs,
affiliation or activity as long as the prospective awardee is qualified.

III. OBJECTIVES

a. To encourage and motivate parents in supporting school programs and

projectprojects;
b. To boost the morale and quality of work of the school personnel in times of
cr crisis; and
c. To establish a mechanism in identifying, selecting, rewarding and providing
incentincentives to deserving employees.

Granted be awarded to an employee who displays any or all eight norms of

F. School Initiated Rewards and Recognition Activities
1. Luciano A. Conde Elementary School Most Outstanding Teacher - This
award is given to a teacher of the school who has consistently
displayed exemplary instructional and professional competence in
performing his or her tasks as stipulated in the job description. Doing
and finishing tasks even beyond what is stated in the Job Description
deserves distinguished merit.

2. Most Active Coordinator - this award will be given to the most active
school coordinator who always submits his report with quality,
efficiency and timelines.

3. Most Conducive Classroom- this will be given to the teacher who has
beautiful, clean, and a classroom conducive to learning. This also
includes the putting up of a reading corner per classroom.

4. Outstanding Gulayan sa Tahanan Implementer- This award will be

given to learner who has timely and updated gulayan journal and
exhibits innovativeness and creativity in his or her gulayan sa
tahanan.

5. Most Active Parent / Guardian - This award will be conferred to the

most active and supportive parent/ guardian in the implementation of
Modular Distance Learning. Most active parent / guardian are
awarded per grade level.

6. Certificate of Gratitude Award - This award is conferred to all

stakeholders of school who genuinely supported the school during the
implementation of the school BE-LCP for the School Year 2021-2022.

VI. INCENTIVES
In fulfillment of DepEd Order No. 9, s. 2022, the schools Division Office of
Masbate Province shell continuously search, screen, and reward deserving
employees to motivate them to improve the quality of their performance and
instill excellence in public service as such the following incentives shall be

regularly awarded subject to the Commission on Audit (COA) usual accounting
and auditing rules and regulations:

A. Loyalty Incentive
The recipient shall be entitled to a cash award under existing policies.
Succeeding awards shall be given every five (5) years thereafter. In addition
to the cash award, a loyalty pin or medallion shall be given as follows:
10 and 15 years – Bronze Service Pin
20 and 25 years – Silver Service Pin
30, 35, 40 years - Gold Service Pin & Plaque

B. Length of Service Incentive

Given to an employee who has rendered at least three (3) years of
continuous satisfactory service in the same position. The cash award shall
be incorporated in the salary adjustments following Joint CSC-DBM
Circular No. 1, s. 1990.

C. Performance Based Bonus (PBB)

Is a top-up in an amount equivalent to a percentage of the employees’
monthly basic salary to be granted to SDO Masbate Province employees’
monthly basic salary to be granted to government personnel in accordance
with their contribution to the accomplishment of the department’s overall
targets and commitments.

D. Productivity Incentive
Given to all employees who have performed at least satisfactory foe the
year covered in accordance with the DepEd’s CSC-approved PES. This
incentive shall follow relevant existing guidelines.

E. World Teachers’ Day Incentive

The incentive given to public school teachers as a way of reward for their
hard work and dedication to the teaching profession.

F. Career and Self-Development Incentive

Granted in recognition of an individual who has satisfactory completed a
course or degree within or outside the country at one’s own expense. A
plaque of recognition may be given to qualified individuals during the
DepEd’s anniversary celebration.

G. Other Incentives
Which the agency’s PRAISE Committee may recommend on the basis of
special achievements, Innovative approaches to assignments, exemplary
