TOECS LEVEL 1

Course Information Sheet

The objective of the Level I e-learning course is to


provide participants with the knowledge required
to make them capable of officiating competitions
up to and including national level and at
international competitions held within their country.
The Level I course also identifies candidates for
the position of NTO. Level I e-learning courses are
provided online by World Athletics. Participants
who successfully complete the course receive a
World Athletics Level I Officiating Certificate.

The goal of the TOECS is to improve and make more consistent the level of athletics officiating all
over the world, which means:

• Creating a basic level of officiating skills where nothing or a grass roots only situation exists.
• Improving the level of officiating skills where a system is already in place.
• The operation of the TOECS is co-ordinated by World Athletics and the ADCs.

The TOECS Level I has the following objectives:

• Provide participants with the knowledge to make them competent to officiate at local, regional,
national and, exceptionally, at international competitions held within their country
• Identify and develop competence and consistency in basic officiating skills
• Provide an understanding of the role and develop the qualities and competencies of a Technical
Official
• Provide an introduction to a knowledge and understanding of the World Athletics Competition
Rules and Technical Rules
• Encourage, improve and verify appropriate practical interpretation and application of the World
Athletics Competition Rules and Technical Rules by Technical Officials
• Foster the ethical and moral development of Technical Officials.
Entry requirements

Candidates must fulfil the following criteria before


undertaking a TOECS Level I e-learning Course:
• Candidates must be at least 16 years old and have
some experience in athletics OR have undertaken a
preparatory course.
• Candidates must be physically fit for their assigned
role. This does not exclude individuals with
disabilities from participating on courses.

Course structure

Level 1 course is made up of 2 sections:


• The Technical officials Level 1 online course accessed via the Education Hub. This online course
consists of 13 interactive modules which can be accessed at your own pace.
• Practical experience which is organised at a local level. This must be started after successful
completion of the Technical Officials Level 1 online course.

Online assessment Practical experience

CERTIFICATION*
*Certification upon completion of both the online course and practical experience. The course should take no more than 1 year to
complete.

Assessment

To gain their certificate participants are expected to take part in all units of the course. They will
also be required to attend and officiate at 3 meetings. The assessment of Level I participants is
made through a two-part profile that includes:

1. Online assessment; the online assessment is automatically scored. To pass you must complete
all the modules and score 75% in the final online assessment to obtain your certificate.
2. The practical experience; you must attend and officiate at 3 competitions under the
jurisdiction or permit of the official’s Member Federation - which will confirm to World
Athletics that this element has been satisfactorily fulfilled.

Once the the online assessment and the practical experience are completed participants must
submit the completed TOECS Level 1 Course Completion Evidence Form to their Member
Federation or elearning@worldathletics.org. This form can be downloaded from the Certificate
