M and E System per Governance Level


1. The M and E system shall serve as an integrating
mechanism
2. This shall provide the DepEd’s decision-makers with
evidence-based information
3. The vertical integration of the M and E system across
governance levels ( national-regional-schools
division-school level and vice versa)
4. The horizontal integration of the M and E System
within governance levels

School M and E System


1. Makes teaching and learning process more learner-
centered and school-based management more
effective and inclusive
2. Provides the platform for shared governance in
developing, implementing and sustaining effective
inclusive schools
3. Provides school heads, teachers, non-teaching staff
and communities with critical insights, lessons and
timely information on the performance of all learners.
Division M and E System
1. Focuses on determining effectiveness and
inclusiveness of schools in providing basic education
services
2. Serves as mechanism for reflection on the SDO’s
capacity to provide timely and needs-based basic
education support services to schools.

ROLES AND RESPONSIBILITIES OF BEMEF


National- Secretary-Planning Service- All operating Units
Regional- RD-Quality Assurance Division- all operating
units
Schools Division- SDS-SGOD-all operating units
Schools- School Head-School Head- All personnel and
stakeholders

School Head- lead the institutionalization of School M


and E System
- Provides decisions and directions on school issues
and matters
- Communicate school concerns
- Develop M and E plan
- Prepare school M and E Report
- Determine additional performance indicators and
other adjustments

How do you prepare for the conduct of M and E Plan?


The M and E Plan contains 4 core M and E Processes
1. Establishment of Purpose and Scope- Reference point
for the M and E System, guiding key decisions such
as information needs, methodological approaches,
capacity building and allocation of resources. (What
should you be monitoring and evaluating?, 2. What
are the corresponding indicators?)
2. Data Collection and Management- Collection or
gathering of relevant data to be managed for analysis.
It involves processes and systems for how a project/
program will systematically reliably store, manage
and access. ( What are the possible sources of data?,
3. Data Analysis- Process of converting collected (raw)
data into usable information. It involves looking for
trends , clusters or other relationships between
different types of data, assessing
4. Information Dissemination, Reporting and
Utilization- The most visible part of the M and E
system. Collected and analyzed data is presented as
information

Policy Implementation Plan

A policy implementation plan shows how each item in a


policy will be implemented in practice. This type of
matrix can be used for the implementation of national or
organizational policies
