Outcomes of Brigada Pagbasa Program in English among


the Grade V Pupils in San Antonio Elementary School
CHAPTER 1

Introduction

The Brigada Pagbasa Programme aims to help learners develop their


reading abilities and at the same time to broaden their reading
comprehension. According to Department of Education (2022), The
Brigada Pagbasa Programme (BP) is an initiative aimed at addressing
literacy gaps in learners. It was created through Memorandum No. 62 s.
2022 with the objective of elevating the literacy levels of students and
strengthening their reading skills through collaboration, with stakeholders.
This collaboration is crucial for DepEd to achieve its mission of promoting
literacy, among learners. Knowledge to apply in all subject areas. Having
this activity, we hope to help our learners reduce the feeling of
hopelessness that can lead to behavior motivation issues.

Based on the results of the National Assessment, for Learners DepEd


has acknowledged that students have shortcomings, in reading skills. The
Division Partnership Focal Person (DPFP) and Division Reading
Coordinator are encouraged to organize a program that can potentially
enhance the countrys system specifically addressing the needs and skills
of students.

This Brigada Pagbasa Programme will seek to strengthen the reading


ability of every pupil-recipient and to help in fostering the culture of reading.

The school Reading Remediation is a year-round activity across Grade V


(5) levels. Reading assessment will be conducted during the first month of
the school year via Philippine Informal Reading Inventory (Phi-IRI) and plot
the different related activities in the implementation of the program.
Reading coordinators in English and Filipino will give monthly assessment
to these pupils. Post test will also be conducted a week before the
culmination of the said program.
Background

The researcher selected this study to examine and evaluate the


reading abilities of Grade V (5) learners, from schools in San Antonio Bay,
Laguna. Additionally the researchers aim to understand the impact of the
Brigada Pagbasa Program on reading practices, fluency, verbal
development and the results of the Phil IRI assessment. The selection of
this topic is relevant as it addresses the issue of reading comprehension
among students nowadays. By improving their literacy skills through
initiatives like this program learners can strive to match their peers level of
literacy. Lastly considering the learners inadequate reading skills and the
shift from face to face education to learning due to the pandemic it
becomes essential to explore this topic.

Brigada Pagbasa (BP) an extension of Brigada Eskwela (BE)


collaborates with the Department of Education (DepEd). Has established a
Memorandum of Agreement (MOA) in partnership, with World Vision
Development Foundation (WVDF). This collaboration aims to provide a
program that supports learners in enhancing their reading skills and
comprehension abilities.
Theoritical Framework

The social cognitive learning theory, proposed by Albert Bandura,


emphasizes the importance of observational learning and social
interactions in the process of learning. According to this theory, individuals
learn through observing others' behavior, modeling their actions, and
receiving feedback from their social environment.

This idea may be used by Brigada Pagbasa to explain how the


programme increases literacy and the capacity to read. The programme
provides an opportunity for children to witness and connect with people
who respect and engage in reading activities by mobilizing community
volunteers, including parents, teachers, and other members. Children are
more likely to acquire an interest in reading and be driven to improve their
reading skills as a result of this social contact and modelling.

The Piaget’s theory, Is also a theory that proves that reading is helpful
for the children’s developments. According to Piaget, this known as
preoperational stage that involves children understanding past and future
ideas through repetition, focusing on sequence concepts through rereading
the same story repeatedly. Reading also helps children to develop their
understanding of time and sequence. Piaget’s theory of cognitive
developments suggest that children learn through interaction with their
environment. Reading provides children with an opportunity to interact with
a variety of different texts and ideas, which can help them to develop their
cognitive skills.

Brigada Pagbasa is a community involvement program that


encourages reading and literacy by bringing together local government,
community organizations, parents, and schools. It encourages a sense of
shared ownership and responsibility for the education of children, leading to
more involvement and commitment. The initiative promotes reading
activities among parents, volunteers, and community members in an effort
to strengthen community relationships and improve children's reading
abilities.
Conceptual Framework
Statement of the problem

This study aimed to determine the Brigada Pagbasa Programme and its
effects towards the reading level of Grade V pupils in San Antonio
Elementary School Bay, Lagune. Specifically, it sought to answer the
following questions:

1. To find out the reading habits of Grade V students.

2. To find out the difficulties and barriers that educators and school
administrators confront while adopting Brigada Pagbasa among Grade V
students.

3. How many percentage of the Learners passed in Filipino and English?

4. To find out if there are any variation in Brigada Pagbasa implementation


outcomes based on the socioeconomic backgrounds of Grade V students.

Significance of the study

Goals that seek to increase learner participation and reduce dropouts


(specifically addressing these issues in the primary level) and to improve
the quality of education in participating schools in order to increase student
performance. Similarly, it would absolutely contribute to the concepts and
knowledge regarding reading comprehension of the following set of
Learners:

Students. It would aid the learners in enchancing their reading and writing
skills broadening their vocabulary words and building self-assurance in
their communication abilities.

Guardians and Parents. It may help them to teach or guide their child to
read because the don’t know the right way to help their child’s.

Teachers. This study is significant tot the teachers to know different


strategies to improve the reading level of their students.

School or Institutions. It also helos to lesseng the students who do not


know how to read properly. With the of Brigada Pagbasa many problems in
our community and school have been lessen. And many students now
habe known to read.

Future Researchers. It will be beneficial to the future researchers that are


interested in this study. It will serve as another source or backgorund about
their future studies.

Scope and Limitations


The Outcomes of the Brigada Pagbasa programme were identified
and examined in this study for fifth grade (5) primary school learners. The
study only included Grade 5 primary school students from San Antonio
Elementary School in Bay, Laguna.

The scope of the study investigates the impacts of the Brigada


Pagbasa Programme and the reading levels of students in San Antonio
Elementary schools in Bay, Laguna.

The limitation of this study is that the evaluation was used to determine
and address the level of reading skills of the students at this school. The
study will take a month to finish satisfactorily. The study's participants are
Grade V (5) students from public schools in Bay, Laguna. Furthermore,
theResearchers investigated the learners' degree of understanding in terms
of reading and the profile of the learners to be included in the research.

Definition of terms
Brigada Eskwela (BE) - It is a program implemented in schools that
involves collaboration, among all stakeholders in the education sector
to ensure that public schools are prepared before the start of classes.
One important component of this program is called Brigada Pagbasa.

Brigada Pagbasa Program (BP) - It relates to the Brigada Eskwela


programme. It is a reading programme that promotes a culture while also
helping to enhance literacy skills.

Phil IRI- It was used in school to determine the reading level of Grade-V
students. Phil-IRI stands for Philippine Informal Reading Inventory (Phil
IRI), an Assessment Instrument designed to be used as a classroom-based
assessment instrument to quantify and analyse students' reading ability.

DepEd- Refers to the Department of Education shall be referred to as the


agency in charge of management of the Philippine education system.
Access to improving basic education quality is provided by one government
department in the Philippines.

Division Partnership Focal Person (DPFP)- A specific person is assigned


to explore the possibility of establishing a partnership, between the
Department of Education (DepEd) and other partnering institutions
following the procedures mentioned in the guidelines.

World Vision Development Foundation (WVDF)- It's an organization that


aims to support children, communities and families in overcoming poverty.
DepEd works together with them to provide aid and assistance for the
needs of children including fundamental aspects, like reading.

Division Reading Coordinator- An authorized individual is responsible,


for developing a reading program outline and objectives to support the
institution in promoting literacy.
