Statement of Work
Peace Corps is an autonomous, international agency of the United States Government with operations in more than 60
countries. The mission of Peace Corps is to promote international peace, friendship, and sustainable development by
providing trained men and women, Peace Corps Volunteers (PCVs), to serve in countries that have requested
assistance. Peace Corps started operating in Mozambique by the invitation of the Government of Mozambique in
1998. Peace Corps/Mozambique has a memoranda of understanding with the Ministries of Education and Health that
outlines broad areas of agreement of cooperation regarding the work of PCVs in the country. Volunteers are assigned
to government and non-government agencies and organizations, community based organizations, health institutions,
and schools who partner to enable Volunteers to provide capacity building in education and community health while
building cultural understanding between Americans and Mozambicans.
Under the direct supervision of the Education Program Manager (PM/ED), the Education Programming and Training
Specialist (PTS/ED) has the responsibility for supporting the planning, developing, implementing and administering
of Peace Corps Mozambique’s programming and training system. This position serves as a member of the project
team providing programmatic support directly to Volunteers, while assisting the PM/ED and Director of
Programming and Training (DPT) in all programming and training activities. The PTS/ED implements approved
activities providing continuing programming and training support for staff and Volunteers. During the pre-service
training (PST) cycle, the PTS/ED will serve as a technical trainer under the direction of the PM/ED and Training
Manager (TM).
This position requires strict adherence to ethical standards of confidentiality and professional conduct. In addition, the
candidate should be flexible, highly organized, creative, and able to multi-task and work independently.
Programming
Maintains up-to-date, in depth knowledge of Government of Mozambique’s development plans and priorities
in sectors relevant to Education.
Attends meetings with host country national officials as assigned by the PM/ED, DPT, and CD to monitor and
assist Peace Corps’ education project.
Works with the PM/ED to identify and develop Volunteer sites and match trainees to sites based upon
background, skills, interests and needs of the recipient community.
Training
Assists PM/ED with planning and coordination of a comprehensive sector training program, including PSTs,
ISTs and MSTs to provide Volunteers with knowledge and skills to successfully complete their assignments.
In conjunction with the PM/ED, to fully capitalize on local resources, including human, to deliver
appropriate, quality technical training.
Assists PM/ED and TM to identify and coordinate the inclusion of appropriate technical, language and
cultural competencies for training events.
Works with Programming and Training unit to prepare and monitor annual budget marks for training events.
Takes an active role in the PST Training of Trainers and works with other Language, Cross Cultural and
Technical Trainers (LCTTs) to plan for the logistics of PST, as well as PST session revisions.
During PST, takes on the role of Technical Trainer and works with the TM, the Language Coordinators, and
other LCTTs to deliver effective PST sessions to PCTs.
Together with PM/ED, TM and DPT, facilitates and leads appropriate training sessions for trainees,
Volunteers, staff, and training staff.
Spends adequate time with Peace Corps Trainees (PCTs) during PST in formal and informal sessions to be
able to accurately assess trainees’ abilities for successful site placement and service.
Works to build a culture of inclusion and belonging amount PST staff and Trainees.
Volunteer Support
Provides timely, locally appropriate technical, personal and administrative support to PCVs through site
visits, office time, correspondence and other communications.
Meets with district education, school and pedagogical directors to discuss and resolve issues surrounding
Volunteers.
Completes site visit reports and follow up actions in accordance with post procedures. Ensures that the site
visit report is saved in the correct space and distributed properly.
Through monitoring and other mechanisms, work with PM/ED ensuring that assigned Volunteers receive both
supervision and other forms of assignment-related support.
Demonstrates sound decision making capability, follows PC policy, and utilizes good judgment during and
after office hours, while under stress, and in emergency situations.
Responds to Volunteer requests for assistance or materials in a timely and responsive manner, and provides
information/suggestions which are both helpful and realistic.
Provides timely assistance to PCVs regarding grant and proposal writing and processing.
Administration
Demonstrates critical thinking and problem solving ability in resolving programming and Volunteer issues.
Advises supervisor in a timely manner of significant problems and recommends viable solutions that can be
readily adopted.
Provides clear guidance to Volunteers regarding Peace Corps policies and enforces policies in a fair and
consistent manner in collaboration with supervisors.
Develops appropriate language capabilities for regular communication, presentations, and official functions.
Requests, administers, and submits timely reports on all expenditures incurred during travels and repairs to
housing and other activities that involve PCV support.
Prepares work orders for the receipt of goods and services
Assists in the selection of reliable and reputable contractors (plumbers, electricians, carpenters, etc) on a
competitive basis for the PC Office and residences
Assists with logistics for workshops and any events in the region (e.g., Field-Based Training or other IST
events), including making event arrangements, preparing materials, and co-facilitating sessions as needed
Other Duties
Ensure complete confidentiality regarding all information related to PC staff, volunteers and operations.
Provide training to staff and Peace Corps Volunteers as requested.
Serves as back-up support for and/or carries out the duties and responsibilities of the PM/ED when deemed
necessary by the Country Director and/or Supervisor for the successful management of Peace Corps
operations in Mozambique. For example, this could be during periods when those individuals are on leave
and/or during lapses of staffing or periods of staffing shortages.
Performs other duties or assignments, when deemed necessary by the Country Director (CD) and/or Director
of Programming & Training (DPT) for the successful management of Peace Corps operations.
Given that as a result of the COVID-19 pandemic there will be a lengthy period where there are likely to be limited or
no Peace Corps Trainees and/or Volunteers (jointly referred to as “Volunteers”) at Peace Corps/Mozambique, the PSC
may be temporarily assigned during the COVID-19 pandemic, as determined by the Peace Corps Director, to carry
out additional duties and responsibilities in furtherance of the goals of the Peace Corps in order to enhance the ability
of Peace Corps Volunteers to perform functions under the Peace Corps Act, including facilitating a safe environment
in order for the successful return of Volunteers.
This temporary assignment may require the PSC to provide services and/or support beyond what is listed in their
current Statement of Work (SOW). The services and/or support may take many forms, examples of which may
include but are not limited to, training, providing administrative, technical, medical, and/or operational assistance,
building on host country programs, etc. This temporary assignment also may require the PSC to provide these
services and/or support to individuals/organizations other than those listed in their current SOW such as host country
government, partner organization(s), community member(s), staff, and/or contractors.
Safety and Security: Addresses Volunteer safety and security by adhering to Peace Corps site development
policies and procedures. Identifies and immediately communicates Volunteer safety and security concerns and
issues to the Safety and Security Manager (SSM) and the Country Director (CD). Assists Program Managers
to ensure that prospective sites meet established programmatic and safety/security criteria (e.g., safe housing,
a clearly defined assignment with an organization that shows real interest in working with a Volunteer, etc.).
Reviews and references site history files when evaluating potential sites, and incorporates appropriate safety
and security-related information into site history files. Monitors Volunteer compliance with Peace Corps
policies, especially related to safety and security. Participates in the design and implementation of the
Emergency Action Plan (EAP). Acts as duty officer, as needed. Knowledgeable and supportive of Peace
Corps safety and security policies and procedures, including the timely reporting of suspicious incidents,
persons or articles.
Duty station is the main office located in Maputo, Mozambique. May be required to work in another town during 13
weeks of training. May be required to travel up country. May require telework or remote work from home. Performs
duties during a 40 hour work week. Events may require occasional work in the evenings and on weekends and
holidays. May carry a duty phone.
Typical work schedule is Monday through Thursday from 7:30am to 5:30pm and Friday from 7:30am to 11:30pm,
with flexibility to work additional hours on weekends or on an as-needed basis.
Minimum Requirements
In order to be selected for this position, the applicant must be legally eligible to work in Mozambique, must not have
been employed in intelligence-related activities and must submit an application that clearly documents how they meet
each of the following requirements:
University degree in Education, Community Development, or a related field
Minimum of 3 years of experience in the field of education, adult training and facilitation, community
development or a related field
Professional Experience working with Literacy Early Grade Reading programs
Knowledge of the Mozambican Ministry of Education systems and policies
Excellent communication and interpersonal skills, including writing skills.
Fluent in oral and written English and Portuguese
Knowledge of and experience in adult training methodologies.
Experience working in cross-cultural environment
Advanced computer literacy, word processing (Word), spreadsheet development (Excel) and presentation
development (Powerpoint).
Must be willing and available to travel to rural Mozambique for up to two weeks at a time.
Valid Mozambican driver’s license for a minimum of 5 years and demonstrated ability to drive manual 4x4
vehicles (passing a driving test will be required)
Preferred Qualifications
Master’s degree in a related field
Professional experience working for a donor funded, multi-cultural organization
Knowledge of Peace Corps development philosophy and the role of Volunteers in development
Good working knowledge of the commonly (spoken and written) local languages
