1. What is the purpose of law?

The Trabaho Para sa Bayan Act, also known as Republic Act (RA) 11962, was signed
into law by President Ferdinand R. Marcos Jr. with the aim to address various labor
challenges in the Philippines. The purpose of the law is to lead towards a sustainable
and inclusive development of the country.

2. Will the law address the problem plaguing the labor sector such as low
quality jobs, skills mismatch and unlemployment?

Yes, the law is designed to address the problems plaguing the labor sector in the
Philippines, including low-quality jobs, skills mismatch, underemployment, and the
need to update the skills of workers and promote the use of digital technologies,
particularly for MSMEs.

The law aims to improve the employability and competitiveness of Filipino workers
through upskilling and reskilling initiatives. It also provides support for micro, small,
and medium enterprises (MSMEs) and industry stakeholders.

3. How can the government properly implement the law?

To ensure active participation of all relevant entities, the government can properly
implement the law and address the various challenges plaguing the labor sector in
the Philippines thru:

1.Establishment of the Trabaho Para sa Bayan Inter-Agency Council (TPB-IAC): This


council, led by the National Economic and Development Authority (NEDA) Director
General, will craft a master plan for employment generation and recovery. It will be
co-chaired by the secretaries of the Department of Trade and Industry (DTI) and the
Department of Labor and Employment (DOLE), with representatives from other
agencies and various sectors.

2. Comprehensive Analysis of the Employment Status and Labor Market: The TPB-IAC
will conduct a comprehensive analysis of the employment status and labor market in
the country. This will ensure the effective use of resources, harmonizing and
complementing all government efforts.

3.Assistance to Local Government Units (LGUs): The council will assist LGUs in
planning, devising, and implementing employment generation and recovery plans
and programs within their respective localities. These plans and programs must align
with the Trabaho Para sa Bayan Plan.
4.Cooperation and Coordination with Government Agencies: All government
agencies, including LGUs, are enjoined to cooperate and coordinate with the Council
to ensure the effective integration of the Plan into their policies and programs.

5.Support for Micro, Small, and Medium Enterprises (MSMEs): The law provides for
increased access to financing and capital for MSMEs to promote self-reliance and
spur employment generation.

4. How can a law student contribute to the success of this law?

As a law student, there are several ways to contribute to the success of the Republic
Act (RA) 11962: (1) Understanding the Law, this will enable you to explain it to others
and raise awareness about its benefits, (2) Raising Awareness, you can use your
knowledge to educate others about the law. This could be through writing articles
using social media platforms, (3) Advocacy and Volunteer Work, offer your skills and
knowledge as a law student to these organizations, (4) Legal Assistance, Once you
become a lawyer, you can provide legal assistance to workers and employers to
ensure they understand and comply with the law, (5) Continued Learning, Laws are
often amended and updated. Stay updated with these changes and understand how
they impact the labor sector.
