    I. INTRODUCTION

    The Bureau of Jail Management and Penology is an attached agency of the Department of
    the Interior and Local Government mandated to direct, supervise and control the administration
    and operation of all district, city and municipal jails in the Philippines with pronged tasks of
    safekeeping and development of its inmates, officially classed as persons deprived of liberty
    (PDL). The Philippine Corrections System is composed of the institutions in the government,
    civil society and the business sector involved in the confinement, correction and restoration of
    persons charged for and/or convicted of delinquent acts or crimes. The public sector formulates
    sound policies and rules on corrections, penology and jail management, rehabilitation and
    restoration. All prisons or penitentiaries, jails and detention centres are under the direct control
    and supervision of the government. The government, thus, plays a dominant role in the
    correction and rehabilitation of offenders plays a dominant role in the correction and
    rehabilitation of offenders.

    A “jail” is defined as a place of confinement for inmates under investigation or


    undergoing trial, or serving short-term sentences. “prison” which refers to the national prisons or
    penitentiaries managed and supervised by the Bureau of Corrections, an agency under the
    Department of Justice. Jails include provincial, district, city and municipal jails managed and
    supervised by the Provincial Government and the Bureau of Jail Management and Penology
    (BJMP), respectively, which are both under the Department of the Interior and Local
    Government. Municipal and city prisoners are committed to municipal, city or district.

    The system of promotion shall be based on merits and on the availability of


    vacant ranks in the BFP and the BJMP staffing pattern. Such system shall be
    gender-fair so as to ensure that women personnel of the Fire Bureau and the Jail
    Bureau shall enjoy equal opportunity for promotion as of men;
    Requirements for Promotion. Any personnel of the BFP and the BJMP shall
    not be eligible for promotion to a higher rank unless he/she has met the
    minimum qualification standards or the appropriate civil service eligibility set
    by the Civil Service Commission (CSC), and has satisfactorily passed the
    required psychiatric/psychological, drug and physical tests: Provided, however,
    That concerned BFP and the BJMP personnel who have obtained NAPOLCOM
    eligibility prior to the effectivity of Republic Act No. 9263 shall be considered
    to have complied with the appropriate civil service eligibility requirement. Any
    personnel of the BFP and the BJMP who has exhibited acts of conspicuous
    courage and gallantry at the risk of his/her life above and beyond the call of
    duty, or selected as such in a nationwide search conducted by any accredited
    civic organization, shall be promoted to the next higher rank: Provided, That
    these shall be validated by the DILG and the CSC based on established
    criteria."
