1. Mario is known to be Maria in his community. He is the talk of the barangay

because he always walked with grace like that of a woman and wears a dress.

your friends has uttered nasty comments to him. What are you going to do?
Why will you do it?
2. Your barangay officials gave financial assistance to those who have been
affected by COVID 19. You have noticed that some of your neighbors were not
included in the allocation especially those in need. How are going to tell them
that they must be included? What are your plans?

6
What Is It

Human rights are inherent to all human beings whatever nationality, race, sex,
ethnic origin, color, religion, or language. Everyone is equally entitled to human
rights without discrimination as per United Nations Human Rights Office (UNHR-
Office) directives. It is important to practice respect among each other, to appreciate
as an individual being, and to deal with each other without discrimination and
prejudice. In doing so, everyone builds good relationships and promotes well-being.

There are human rights that you should know as a young citizen of the country.
Here are some of those:

1. The right to live. Every person is entitled to live and be taken care of.

2. The right to education. Every person has the right to be educated and not
be hindered. All should go to school and be educated. Free education in public
schools is an example of this.

3. The right to have a home. A home provides for the security and protection
of the children. It is the responsibility of the parents/guardians with a decent
home.

4. The right to express. Freedom of expression is necessary but in the exercise

of this right, one should know its limitations.

5. The right to have a safe environment. A safe environment ensures the security
and protection of children from injury, harm, abuse, and danger.

6. The right to have freedom of religion. Choosing one’s faith is an absolute

right. Freedom of religion ensures that one is free to discover his spirituality
and life force. However, in theocratic countries, people are subjected to adhere
to the government’s-imposed religion.

7. The right to vote. In a democracy, where the will of people reigns supreme,
the citizens achieving legal age are given the right to choose leaders to become
their representatives. An intelligent vote comes with the idea of choosing only
those who can lead the country’s progress forward.

8. The right to be provided with basic needs. It is incumbent (obligatory) for

anyone, parents, and the government under the principle of “parens patria” (father
of the nation) to provide children with necessities like food, shelter, clothing, and
medicines.

7
Knowing one’s rights means respecting other’s rights, too. When you know your
rights, you will be able to protect yourself from any violation and be aware also of
not violating other’s rights.

Social equity is an active commitment to fairness, justice, and equality. It refers

to proportional representation by race, class, and gender. It provides universal
public services for fair treatment and social protection to all.

In all benefits and rights due to you from the community, you are entitled to
that. All office functions, health check-ups, clean environment, safety environment,
and security in doing your daily life activities. For example, advocates of social
equality believe in equal justice under law for all people regardless of sex, gender,
ethnicity, age, sexual orientation, origin, caste or class, income or property, language,
religion, convictions, opinions, health, or disability. Social equality is related to equal
opportunity.

An imbalance between rich and poor is the oldest and most fatal ailments of all
societies. In today’s increasingly divisive world, issues of inequity regarding a
variety of social problems are at the center of policy debates, and public
frustration. The imbalance is shown in the widening of income gaps, unequal
access to health, poor education, the nation’s financial deficits, and racial
discrimination. Some societies view equity as a worthy goal in and of itself because
of its moral implications and its intimate link with fairness and social justice.
Policies that promote social equity can help directly and indirectly reduce poverty,
boost social cohesion, and reduce political conflict.

Let us Ponder

1. Is equal justice, that is, the laws should be applied to all belongs to the
concept of social equality?
2. Can marriage be allowed between the same gender be made to advance
equality?
3. Can the ethnicity of a person be an issue in work application and promotion?

Gender Equality is when people of all genders have equal rights, responsibilities,
and opportunities. Everyone is affected by gender inequality – women, men, and
gender diverse people, children, and families.

It is against the law to discriminate against a person based on his or her sex,
gender identity, intersex status, sexual orientation, marital or relationship status,
and family responsibilities.

How is gender equality appreciated? Gender equality might mean that women
and men should be treated equally, or differently. For example, it may imply that
women and men should be paid the same for doing the same work or they may be
renumerated with health insurance benefits for a different kind of work. Remember,
8
that gender equality is a human right and a requisite for achieving broader social,
political, and economic development goals.

How important is education on gender equality? Education can play a key role
in challenging gender-based violence and transforming patriarchal societies (men’s
voice is the law and nothing else) into ones that value equality, inclusion, and
justice. Educating people on this will lead to gender-transformative education.
Structural inequalities pregnant (embedded) with stereotypes and prejudices only
deepen discrimination and violence against people who could be victims of multiple
forms of exclusion.

Let’s Ponder:

1. Does the concept of gender equality mean that women and men should be treated
equally, or differently?
2. Is gender equality observed if women and men should be paid differently for the
same work?
3. Are the notions of love, compassion, or empathy, the moving forces for society to
be inclusive of all people across genders?

What’s New
In every community, projects are organized to help sustain the needs of
the people. In Sibonga, the church engaged partnership with the community for an
entrepreneurship program. They gave chickens to every family to start a business
hoping that this business will augment the financial needs of their people.
Below is an activity where you are to list down the different programs you can
find in your community. Read it carefully and follow the instructions well.

Instructions: In the first column, list down the community programs that you
have received in your community. In the next column, identify the benefits that
you gained from these programs. Write your answers on a separate sheet of paper.

Community Programs Benefits

11
What Is It
Participatory development (PD) seeks to engage local populations in
development projects. It has taken a variety of forms since it emerged in the 1970s
when it was introduced as an important part of the "basic needs approach" to
development. Most manifestations of public participation in development seek "to
give the poor a part in initiatives designed for their benefit" in the hopes that
development projects will be more sustainable and successful if local populations
are engaged in the development process.

Participation would mean in several ways like; an intrinsic value for participants,
a catalyst for further development to encourage a sense of responsibility; guarantees
that a felt need is involved; ensures things are done the right way; uses valuable
indigenous knowledge; frees people from dependence on others' skills and makes
people more productive. The value of addressing the skills of every individual to be
put into practice will enhance community productivity also and can also gain funds
that will support the continuity of the project.

Participatory Learning and Action (PLA) is an approach for learning about

and engaging with communities and a powerful consultation tool. It offers the
opportunity to go beyond mere consultation and promote the active participation
of communities in the issues and interventions that shape their lives such as
voting, volunteering, participating in group activities, and community gardening.

When people are encouraged and motivated to make use of their time in
helping and supporting their community, they will be able to feel the essence of
their individuality as a member of the community. Some may even volunteer for
work without asking for payment. Participatory methods include a range of
activities with a common thread: enabling ordinary people to play an active and
influential part in decisions that affect their lives. This means that people are not
just listened to, but also heard; and that their voices shape the outcome. All are
equal in the distribution of benefits and much more in hearing their sides as to
how they can help and in what manner they will be helped by the community.

Let’s Ponder

Will the promotion of participatory development encourage creativity and

cooperation among the members of the community? Do you think this is also
applicable to the school’s progress?

12
What’s More
