    Dear Secretary Abalos,

    It is our honor to invite you to the Barangay Leaders for Resilience Forum entitled
    “Barangayan para sa Kalikasan at Bayang Matatag” in celebration of the International Day
    for Disaster Risk Reduction (IDDRR) on 12 October 2023, Thursday, 8:30 am. The venue in
    Manila will be announced at the earliest possible opportunity.

    This event will convene select Punong Barangays and their respective Barangay Disaster Risk
    Reduction Officers and Barangay Environment and Natural Resources Officers to forge
    stronger collaboration in advancing the resilience agenda and to showcase their respective
    barangay’s good practices in the fields of environmental protection, climate action, and
    disaster risk reduction.

    In 1989, the United Nations (UN) General Assembly established IDDRR to promote a global
    culture of disaster risk reduction. This day is an opportunity to acknowledge progress in
    preventing and reducing disaster risk and losses in lives, livelihoods, economies, and
    infrastructure. This year’s theme, “Fighting inequality for a resilient future,” highlights the
    reciprocal relationship between inequality and disaster vulnerability. They are two sides of the
    same coin – unequal access to services leaves the most at risk exposed to the danger of
    disasters, while disaster impacts exacerbate inequalities and push the most at risk further into
    poverty.

    This forum also commemorates the anniversary of the passage of the Local Government Code
    of the Philippines which recognizes local government units as the frontliners for disaster risk
    reduction. It aims to empower local action and build capacity at the local level to ensure a
    strategic and coherent approach to integrating disaster risk reduction with climate change
    adaptation measures despite challenges such as limited resources.

    In this light, are pleased to invite you to deliver the Opening Remarks during this event. May
    we also respectfully request your good office’s endorsement of this activity through a
    Memorandum to encourage active participation from the abovementioned officials. We
    respectfully transmit a draft for your consideration.

    We are pleased to inform your good office as well that H.E. Mami Mizutori, Special
    Representative of the UN Secretary-General (SRSG) for Disaster Risk Reduction and Head
    of the UN Office for Disaster Risk Reduction has confirmed her official visit to the Philippines
    on 12-14 October and her attendance to this event.
