INTRODUCTION

Information agencies are refer to institutions that provide or preserve or both


information resources, such as archives, historical societies, libraries, and museums.
Information agencies are important because it play a fundamental role in our society.
They are collectors of national heritage and knowledge requirements, as well as
organisers of important knowledge, history, and learning processes. Information
agencies will collect information from the past and present and put it to good use in
the future. The responsibilities of information agencies are to support and to confirm
to the government policies, become the leaders of all endeavors related to
information utilization and manipulations, to connect the variety of information
databases and system from all over the nation and other than that. There are a few
types of information agencies that are library, archive, records center and museum.
In Malaysia, there are four major information agencies which are National Library of
Malaysia, National Archive, Records center and National Museum and each of which
has its unique method of organising their information collection.
LIBRARY

On top of that, the type of information agencies is library. Library is a


collection of creative and information resources such as books and other materials
that are selected, organized and maintained for use in study, research or leisure.
The library use classification system to organize books on the shelves. The
categorization method organizes the books on the shelves by using letters and/or
numbers (call numbers) to group the books by topic. Common types of libraries are
national library or state library, academic library, public library, school library and
special library. For example, the national library of Malaysia is Malaysia’s premier
library and also one of the major information agencies in Malaysia used this type of
books classification to arrange books on the shelves with the same topic.
Conservation service also been provided in the libraries to assure the library
materials well preserved and restore.

Technology and knowledge management are the two things that distinguish a
modern librarian today. It is clear that the library has been backbone of institution for
academic purposes in so far as pen has been put to paper. Whatever the case may
be, the library and its role in academic research will undoubtedly alter in the 21st
century. While this presents innovative and creative ways for libraries to stay
relevant for students and researchers, it also have many challenges that being faced
by library in the 21st century.

One of the challenges that faced by the library in the 21st century is being
propelled with an information explosion and the inclusion of ICT in all aspects of
library services. As the traditional custodian of information, librarians in the 21st
century need to be aware of these significant changes and as such employ their
technological and intellectual prowess in order for academic libraries to continue play
a leadership role in supporting teaching, learning, and research. This means that the
librarian of the 21st century will need to be well-versed in a variety of skills in order to
provide successful library services that satisfy the changing information demands of
clients.

Next, the challenges that faced by the library in the 21st century is making
content accessible. The information market are full of publishers and vendors. The
librarian's task of analysing and providing the finest information to its consumers is
complicated by the information platform built by publishers to access information. For
instance, the libraries have to subscribe a few number of resources and make the
content of those resources approachable a proper access platform is required. This
is because the availability of various organizations providing single point access, like
Knimbus, J-Gate and others which vary from one another has become complicated
to decide the right one for the library. The library in the 21st century has to adopt
suitable platform to provide access to their subscribed resources, so that it will
become easier for the users to find the required information.

Moreover, the challenges that faced by the library in the 21st century is
bringing users back to the library. Internet has changed the mindset of people with
their benefits. User’s feel that all information is available on the internet. For
example, the line “Go Google It” has overtaken the concept of finding the information
form any other source. There is a lot of paid scientific material out there that is not
available on the internet. This makes libraries have to spend huge budget to
subscribe and purchase that scientific information. It’s a new challenge for the library
in the 21st century to bring back the users to the library by providing various
innovative services.

Furthermore, the next challenges that faced by the library in the 21st century
is license agreement presentation. When the library want to subscribe the electronic
resources, they have to sign license agreement with each publisher. Publishers'
digital licencing structures are intricate, and understanding them is much more
challenging because they differ in one way or another. The challenge for librarians is
the way they give best present the nuances of licensing models to their patrons so
that they will be aware of proper usage of e-resources.
