MOOIKLOOF MEGACITY DEVELOPMENT PROJECT
- There is an assumption that there will be sufficient demand for residential and
commercial properties in the Mooikloof area to support the development project.
- There is an assumption that the project will generate enough revenue through property
sales, rentals, and other sources to cover the costs of land acquisition,
infrastructure development, construction, and ongoing maintenance.
- The constraint of securing sufficient funding for the development project through
private investments, loans from financial institutions, or partnerships with other entities.
3. SCOPE MANAGEMENT
Scope management refers to the processes and techniques used to define, control, and
manage the boundaries of a project. It involves determining what work is included in the
project scope and what is not. Scope management ensures that all necessary work is
identified, planned, executed, controlled, and delivered within the approved project
scope (PMI, 2017).

-Urban planning - conduct a thorough analysis of the existing land use patterns and
demographics to design an integrated master plan that maximizes land utilization while
preserving natural resources.
- Road network - design and implement an efficient transportation system that includes
public transportation networks (bus, metro, light rail), pedestrian-friendly walkways, and
cycling infrastructure.

resources, and quality. This analysis aids in understanding the potential risks and
advantages of adopting the modification.
The Mooikloof mega city development project may efficiently address any
modifications or adjustments required throughout its lifecycle by following these
change control management methods. This proactive strategy helps in the
preservation of project integrity, the reduction of negative consequences, and the
successful completion of the project.
4. PROJECT SCHEDULE
According to the Project Management Institute (PMI), a project schedule is "the planned
dates for performing activities and meeting milestones." it serves as a roadmap for
project managers and team members to understand what needs to be done, when it
needs to be done, and who is responsible for each task.
1. Project initiation - will take a period of two months.
2. Design phase – will take a period of 6 months
3. Site selection – will be completed within a period of 1 month
4. Procurement phase – will be completed within a period of 3 months
5. Infrastructure development - will be completed within a period of 1 month
6. Construction phase - will be completed within a period of 24 months
7. Closure and handover phase - will be completed within a period of 1 month
The overall project will Start on the 1st of July 2023 and End on 30th of September 2026.
5. COST/BUDGET MANAGEMENT
During the cycle of the project the cost and the budget will be controlled though
various measures to ensure effective financial management. Such measures include
the following:
- Cost estimation – detailed and accurate cost estimation will be carried out during
the planning phase of the project. This will therefore include all potential costs,
including land acquisition, construction materials, labor equipment’s and permits.
- Budget allocation – a detailed budget must be allocated based on the estimated
costs for each phase of the project. The budget will allocate funds appropriately
to different activities and resources required for successful completion.

6. QUALITY MANAGEMENT
- Recruitment and selection: the project will have a dedicated human resources
(HR) team responsible for identifying the manpower needs of different
departments within the development project. They will advertise job vacancies,
screen resumes, conduct interviews, and select candidates who possess the
necessary skills and qualifications to contribute to the successful implementation
of the project.
- Compliance with labor laws: compliance with labor laws and regulations is a top
priority in managing human resources in the Mooikloof megacity development
project. The HR team will ensure that all employment practices adhere to local
labor laws regarding working hours, wages, benefits, health and safety
standards, as well as equal opportunity policies.
8. COMMUNICATIONS MANAGEMENT
Project Communication will be managed throughout the life cycle of the Mooikloof
Megacity Development project through a structured and comprehensive approach.
This will involve establishing clear communication channels, defining roles and

Regular meetings will also be held to discuss project status updates, address any
issues or concerns, and ensure alignment among team members. These meetings may
include weekly or bi-weekly team meetings, monthly progress review meetings with
stakeholders, or specific milestone review meetings.

9. RISK MANAGEMENT
Project risk management - is defined as the art and science of identifying, assessing,
and responding to project risk throughout the life of a project and in the best interests of
its objectives (Wideman, 2022). The Mooikloof megacity development project is an
ambitious initiative aimed at creating a sustainable and modern urban development in
the outskirts of Pretoria, South Africa. This risk management plan outlines the strategies
and procedures that will be implemented to identify, assess, and mitigate potential risks
associated with the project.

MOOIKLOOF MEGACITY DEVELOPMENT PROJECT
In conclusion, the risk management plan for Mooikloof megacity development project
aims to proactively identify, assess, and mitigate potential risks associated with various
aspects of the project. By implementing appropriate strategies and maintaining regular
monitoring mechanisms, the project team can enhance its ability to deliver a successful
and sustainable urban development in Mooikloof.

The plan will ensure that any challenges are addressed promptly, minimizing their
impact on project delivery and success.
- Issue identification:
The first step in effective issue management is to identify potential issues early on.
This can be done through regular communication and collaboration among project
stakeholders including developers, contractors, consultants, local authorities, and
community representatives.
- Issue assessment:
Once an issue is identified, it needs to be assessed in terms of its severity, impact
on the project objectives, and potential mitigation measures. Each issue will be
evaluated based on the following criteria:
-Severity: assessing the seriousness or criticality of the issue.
- Impact: determining how significantly the issue affects project scope, schedule,
cost, quality, or stakeholder satisfaction.
- Mitigation measures: identifying strategies to address and resolve the issue
effectively.
- Issue escalation:
some issues may require escalation beyond the project team's capabilities or
authority. In such cases, a clear escalation process will be followed. The process
includes:
- Clearly defined levels of escalation: the project team will have predefined levels
of escalation based on the severity and impact of the issue.
- Escalation matrix: an escalation matrix will be created to identify the appropriate
personnel or authority responsible for addressing and resolving the issue at each
level.
- Issue resolution:
once an issue is identified and assessed, it needs to be resolved promptly to
minimize its impact on the project. The resolution process includes:
- developing action plans: a detailed action plan will be developed to address and

- The aim is to ensure timely availability of high-quality goods, services, and works.
- To promote fairness, transparency, and accountability in procurement activities.
- To mitigate risks associated with procurement by adopting appropriate contracting
methods.
Procurement Process
The following steps will be followed in the procurement process:
- Needs Identification: The project team will identify the specific needs and requirements
for goods, services, or works.
- Market Research: A thorough market research will be conducted to identify potential
suppliers or contractors capable of meeting the project's requirements.
