INTRODUCTION

The Mooikloof Megacity Development project is an ambitious urban development


initiative located in Pretoria, South Africa. The project aims to transform the existing
area into a sustainable and self-sufficient city that integrates residential, commercial,
industrial, and recreational spaces. One of the key features of the Mooikloof Megacity
Development project is its focus on creating a green and eco-friendly environment. The
developers have committed to incorporating renewable energy sources such as solar
power and wind turbines throughout the city. Additionally, they plan to implement water-
saving technologies and promote recycling initiatives.

1.1 PURPOSE OF PROJECT MANAGEMENT PLAN


The purpose of Mooikloof Megacity Development project is to provide an all-
encompassing lifestyle experience by offering a well-planned and integrated
community with various amenities. According to the official website of Mooikloof
Mega City, their mission is to "create an exclusive, secure and eco-friendly
environment that promotes a balanced lifestyle for residents." This indicates that
one of the primary purposes of this mega city is to establish a safe and sustainable
living environment for its residents.
The development features a range of housing options, including spacious plots for
custom-built homes, sectional title units, and apartments. These residences are
designed to cater to different lifestyles and preferences, providing a diverse
community within the mega city.

2. EXECUTIVE SUMMARY OF PROJECT CHARTER


2.1. BACKGROUND

The Mooikloof mega city development project aims to transform the existing Mooikloof
area into a thriving and sustainable mega city. The project will involve comprehensive
urban planning, infrastructure development, and community engagement to create a
modern and inclusive city that meets the needs of its residents, businesses, and
visitors.

- To develop an integrated master plan for the Mooikloof mega city, encompassing

transportation systems, reliable utilities, parks, schools, healthcare facilities, and other
amenities.
- To foster economic growth by attracting investments in various sectors such as
technology, manufacturing, tourism, and real estate.
- To create a sustainable city by implementing environmentally friendly practices in
energy consumption, waste management, water conservation, and green spaces.

2.3. ASSUMPTIONS/ CONSTRAINTS


- The assumption is that there will be adequate infrastructure such as roads, utilities
such as water, electricity, sewage, and public services like schools, healthcare facilities
will be available or can be developed to support the increased population and economic
activities in the mega city.

- There is an assumption that there will be sufficient demand for residential and
commercial properties in the Mooikloof area to support the development project.

- There is an assumption that the project will generate enough revenue through property
sales, rentals, and other sources to cover the costs of land acquisition,
infrastructure development, construction, and ongoing maintenance.

- The constraint of completing the development project within a stipulated timeframe


and possibly phasing it over different stages to manage resources effectively and
meet market demands.

- The constraint of securing sufficient funding for the development project through
private investments, loans from financial institutions, or partnerships with other entities.

3. SCOPE MANAGEMENT

Scope management refers to the processes and techniques used to define, control, and
manage the boundaries of a project. It involves determining what work is included in the
project scope and what is not. Scope management ensures that all necessary work is
identified, planned, executed, controlled, and delivered within the approved project
scope (PMI, 2017).

- Infrastructure development - implement necessary infrastructure improvements such


as roads expansion and creation, installation and upgrading of utilities including water
supply systems, sewage treatment plants, electricity distribution networks and
communication systems.

- Housing - develop a range of housing options catering to different income levels in


order to ensure affordability and inclusivity within the new city.

review comprises determining the feasibility of executing the modification within

accountability, all permitted changes must be clearly documented. This includes

structure (WBS), schedule, budget estimates, and risk register. Furthermore,

4. PROJECT SCHEDULE
According to the Project Management Institute (PMI), a project schedule is "the planned
dates for performing activities and meeting milestones." it serves as a roadmap for
project managers and team members to understand what needs to be done, when it
needs to be done, and who is responsible for each task.
1. Project initiation - will take a period of two months.
2. Design phase – will take a period of 6 months
3. Site selection – will be completed within a period of 1 month
4. Procurement phase – will be completed within a period of 3 months
5. Infrastructure development - will be completed within a period of 1 month
6. Construction phase - will be completed within a period of 24 months
7. Closure and handover phase - will be completed within a period of 1 month
The overall project will Start on the 1st of July 2023 and End on 30th of September 2026.

5. COST/BUDGET MANAGEMENT

During the cycle of the project the cost and the budget will be controlled though
various measures to ensure effective financial management. Such measures include
the following:
- Cost estimation – detailed and accurate cost estimation will be carried out during
the planning phase of the project. This will therefore include all potential costs,
including land acquisition, construction materials, labor equipment’s and permits.
- Budget allocation – a detailed budget must be allocated based on the estimated
costs for each phase of the project. The budget will allocate funds appropriately
to different activities and resources required for successful completion.

- Regular monitoring - consistent monitoring of expenses against the allocated

6. QUALITY MANAGEMENT

The Mooikloof megacity development project will employ a comprehensive quality

standards and expectations. According to (Smith and Love, 2001) quality management
will be integrated into every phase of the project life cycle, from initiation to completion.
-Planning phase: during this phase, the project team will define the quality objectives
and establish criteria for measuring success. They will develop a quality management
plan that outlines the processes, tools, and techniques to be used for quality control and
assurance. This plan will serve as a roadmap for managing quality throughout the
project.
- Design phase: in this phase, the project team will focus on designing various elements
of the megacity development such as infrastructure, buildings, utilities, and amenities.
Quality management techniques like design reviews, risk assessments, and value
engineering will be employed to ensure that designs are efficient, reliable, and meet
client requirements.
- Construction phase: once construction activities begin, quality control measures will be

ambitious initiative aimed at creating a sustainable and modern urban development in
the outskirts of Pretoria, South Africa. This risk management plan outlines the strategies
and procedures that will be implemented to identify, assess, and mitigate potential risks
associated with the project.

facilities.
