    REORGANIZING THE BARANGAY MASA MASID TEAMS (MMT’s) TO SPEARHEAD THE


    IMPLEMENTATION OF THE MAMAMAYAN AYAW SA ANOMALYA, MAMAMAYAN AYAW
    SA ILLEGAL NA DROGA (MASA-MASID) PROGRAM

    WHEREAS, Republic Act 9165, also known as the Comprehensive Dangerous Drug Act of
    2002, protects the state and the individuals from the possible harms brought about by the abuse
    of illegal drug substances;

    WHEREAS, Article II, section 23 of the 1987 Philippine Constitution states that the state shall
    encouraged Non-governmental Community based or sectoral organizations that promote the
    welfare of the nation;

    WHEREAS, DILG Memorandum Circular No. 2016-115 mandates the implementation of the
    MASA MASID Program, a community-based initiative to engaged volunteers in the fight against
    criminality, corruption, and illegal drugs and program will adopt a multi-sectoral and mass based
    approached to ensure an effective war against illegal drugs and illegal drug related crimes;

    WHEREAS, the MASA-MASID Program is aimed to address the long standing battle against
    criminality, corruption and illegal drugs to engage faith based organizations and community
    volunteers through the UBAS, hence it will bank on the participation of the common people to
    spark the spirit of volunteerism in the community;

    WHEREAS, the MASA-MASID Program shall mobilize and converge the UBAS Barangay
    Action Teams (BAT’s) with the members CSOs and NGOs of Barangay Institutions, particularly
    the Barangay Anti-Drug Abuse Council (BADAC) and Barangay Peace and Order Committee
    (BPOC) to advocate crime prevention, peace and order, security and in enhancing transparency
    and accountability in the Barangay and it will serve as an umbrella organization of all Barangay-
    Based Institution concerned in advocating peace and order and public safety in the community;

    WHEREAS, the MASA-MASID Program is designed to enhance the conduct of advocacy and
    education campaign and information gathering and reporting to reduce the supply and demand
    of illegal drugs and community based rehabilitation program to address the need for
    interventions of the surrendering drug personalities in the country during the initial
    implementation;

    NOW THEREFORE, I, FE MADARANG TIRO, PUNONG BARANGAY of Barangay Lumbaan-


    Bicbica, Pinili, Ilocos Norte, by virtue of the powers vested in by law and in support to
    PRESIDENT RODRIGO DUTERTE’S massive and extensive WAR AGAINST ILLEGAL
    DRUGS, DO hereby order the following:

    SECTION 1. ORGANIZATION. The Barangay MASA MASID TEAM (MMT) shall be organized
    with the following composition;

    SECTION 2. ROLES AND RESPONSIBILITIES OF THE BARANGAY MASA-MASID TEAM


    (MMT)

    1. ON ADVOCACY AND EDUCATION CAMPAIGN


    a. Conduct information and education campaign;
    b. Organize forums, seminars, and related activities on prevention and demand
    reduction;
    c. Secure the support of the local media such as radio, print and on the use of the
    social media;
    d. Coordinate and partner with the schools for possible partnership on information drive
    against illegal drugs;
    e. Forge partnership with the local organizations whose primary mission is to fight
    illegal drug and illegal drug activities;
    f. Encourage the support of the inter faith leaders to incorporate anti-illegal drug
    advocacy in the services.
    2. ON INFORMATION, GATHERING AND REPORTING
    a. Encourage the support of the community on gathering and reporting information on
    any incident related to illegal drug activities; and
    b. Initiate reporting mechanism in consultation with the local PNP and church of faith-
    based organizations.

    3. ON COMMUNITY BASED REHABILITATION


    a. Monitor the progress of the Recovering Drug Dependents (RDDS)
    b. Work with network of local volunteers on the implementation of interventions for
    community-based rehabilitation programs; and
    c. Assist to reintegration of the recovering drug dependents.

    SECTION 3. FUNDING REQUIREMENTS. The Barangay MASA-MASID TEAM serves in the


    Spirit of Volunteerism, however if the financial capability of the Barangay warrants, it may
    provide for the Administrative needs and other incidental expenses for the smooth operation of
    the Barangay MMT.

    SECTION 4. SECRETARIAT. The Barangay Secretary will provide the secretariat services and
    shall be responsible for the technical and administrative support, documenting proceedings,
    preparing reports and providing such other assistance as required by the Barangay MMT.

    SECTION 5. REPEALING CLAUSE. All Executive Orders, rules and regulations or any other
    issuances or parts thereof inconsistent with this executive order are hereby repealed and
    modified

    SECTION 6. EFFECTIVITY. This Executive Order shall take effect immediately upon approval.
