1 SCOPE
The scope of this specification is to provide the technical requirements for the design,
manufacturing, inspection, factory testing, packing, shipping, delivery to site, installation and
commissioning of LV Indoor Switchgears to be used in the Public Distribution Networks of
TAQA/ADDC/AADC.
2 APPLICATION FIELD
This specification refers to the LV Indoor Switchgears to be used in the Public Distribution
Networks as defined in Table 1

3 REFERENCE DOCUMENTS
The list of the reference documents is indicated in the following paragraphs.
In case of discrepancy between these Specifications and any of the applicable Codes and
Standards, the following order of precedence shall apply:
1) TAQA/ADDC/AADC specifications
2) applicable reference standards
3) other documents.
The Supplier shall note that compliance of the manufacturer with the provision of these
specifications does not relieve him from his responsibility to supply the equipment and accessories
of proper design, electrically and mechanically suited to meet the operating guarantees at the
specified service conditions.

4 SERVICE CONDITIONS
The service conditions are specified in TAQA/ADDC/AADC specification S-GEN-SER.

5 TECHNICAL FEATURES AND RATINGS


The following paragraphs described the technical features and ratings.
5.1 General
Indoor Switchgears for Public Distribution substations shall be of metal-enclosed, indoor floor-
mounted, front access, free-standing type and shall meet requirements specified in the Technical
Data Sheet (D-LV-SWG-PUB). The Switchgear will be installed in indoor substation without air
conditioning but with natural ventilation.
The Switchgear shall be of sealed version and vermin, corrosion, dust and damp proof to comply
with degree of protection IP 43 as defined IEC 60529.
The Switchgear shall consist of two incomers and one bus coupler. Electrical and mechanical
interlocking shall be implemented so that that paralleling of both the incoming supplies is
prevented. Padlocking interlock facility shall be provided.
The Switchgear shall be supplied complete with all instruments, meters, indicators, control
switches or pushbuttons, indicating lamps, terminal blocks, wiring, on-load break switches,
miniature circuit breakers and miscellaneous devices, etc.
Switchgear LV Distribution Cubicles shall be fitted with LED lights controlled by door-operated
switches. The lights shall be combined with an accumulator-cum-charger and shall be installed in
such a position to illuminate the whole compartment.
A principle general arrangement drawing showing typical Switchgear layout and dimensions is
included in ANNEX A. However, it shall be the responsibility of the Contractor to submit with his
working drawings, , the proposed arrangement and physical layout of the boards together with the
manufacturer’s specifications and full technical details of the Switchgear and all ancillary
equipment for Engineer’s study and approval the proposes to use.
The Switchgear shall be completely factory assembled, wired, adjusted, and tested according to
IEC 61439 series.
Concerning Switchgear marking and identification, reference is made to Standard Technical
Specification, S-GEN-ID - “Component Marking & Identification”.

5.2 Electrical characteristics
The Switchgear shall be designed and constructed to comply with the requirements of the reference
IEC standards (see Table 3).
The Switchgear shall be suitable to form part of a star connected, solidly grounded, four-wire
system.
The network parameters are described in the reference specification S-GEN-NET, while all
applicable ratings are summarized in the Data Sheet (D-LV-SWG-PUB).
5.3 Mechanical design

5.3.1 General
The Switchgear shall be dust & vermin proof construction and metal enclosed to FORM 4b of IEC
61439-2. The cubicles shall be internally partitioned to form individual metal enclosed
compartments.
The terminals for external conductors shall not be in the same compartment as the associated
functional unit, but in individual, separate, enclosed protected spaces, or compartments. All
separation shall be by metallic or non-metallic, rigid barriers, or partitions. Cables to be glanded
in common cabling chamber(s) (conforming to Type 6 of BS EN 61439-2).
For the sake of allowing the implementation of the proper earthing arrangement, depending on
whether the site classification (i.e. HOT or COLD), gland plate(s) shall be designed in a way that
they can be electrically isolated – via removable links – from the Switchgear frame/structure. The
removable links shall:
• Ensure electrical continuity when they are installed
• Be of suitable size against the maximum anticipated ground fault current
• Be in easily accessible positions
• Be removable with standard tools.
The frames of the switchgear shall be fabricated using suitable mild steel structural sections or
pressed and shaped cold-rolled galvanised sheet steel. Frames shall be enclosed in cold-rolled steel
U-channels. Doors and covers shall be made of cold rolled sheet steel as well.
Enclosures shall have mechanical impact resistance of IK10 as per IEC 62262. Frame thickness
shall be minimum 1.5mm. Test certificates for mechanical impact shall be provided for approval.
Edges and cover/door edges shall be reinforced against distortion by rolling bending or by the
addition of welded reinforcement member.
The switchgear shall be resistant to salt mist and tested accordingly based on IEC 61439-1.
The switchgear shall also be resistant to clamp heat according to IEC 68-2-30.
The complete structures shall be rigid, self-supporting, and free from flaws, twists and bends. All
cut outs shall be true in shape without sharp edges and shall be provided with neoprene/synthetic
rubber gasket.
Switchgears shall be supplied with base frame made of structural steel sections. Supplier shall
provide all necessary mounting hardware required for welding the base frames to the insert plates.
Switchgears shall be easily extendable on both sides.
The housing should be constructed so that they will be suitable for future extensions at either ends
and will allow for interchangeability of Switchgears. Provision shall be made for bottom cable

entry. All necessary cable boxes, glands and clamps appropriate to the cable sizes shall be
provided.
Each panel door shall be fitted with approved type of lock.
For local auxiliary supply, MCBs shall be provided at each busbar section based on the details
included in the Technical Data sheet (D-LV-SWG-PUB).
The manufacturer shall submit certification that the Switchgear, its switching devices, its
accessories, and its components will withstand seismic forces.
Switchgears shall be certified for seismic qualification with at least one of the following levels:
• 0.5g of shock level according to IEEE Std 693.
• Zone 4 according to IEC 68-3-3.
• Scale 7 according to Richter scale.
• Scale 9 according to Mercalli scale.
All Switchgears shall be certified for vibration performance according to IEC 60068-2-57.
Operation steps shall be provided on engraved plate on the front of the panel. The direction for the
incomer and bus tie switches On/Off indication shall be placed.
5.3.2 Busbars and Insulators
The Switchgear shall be fitted with 3- phase and neutral busbars.
All bus bars and jumper connections shall be made of ETP Grade HDHC Copper of 99.9%
conductivity. Busbars shall be tin-plated.
The busbars shall be rated in accordance with the required continuous and short time current rating
specified in Technical Data Sheet (D-LV-SWG-PUB) and without exceeding the temperature limit
stipulated in IEC 61439-1 and IEC 61439-2.
The cross section of the busbars shall be according to the latest IEC 60865-1 recommendations,
uniform throughout their length and shall be adequately supported and braced to withstand the
stresses due to the specified short circuit currents.
The neutral bus bar shall be of the same size as the phase busbar.
The busbars to be located and sealed in a separate compartment. The busbar system shall be
arranged in the most favourable form taking into consideration the dynamic forces due to short
circuit and requirement of ventilation. The main Horizontal busbars shall be located at the top in
order to facilitate maintenance.
All bus bars shall be adequately supported by non-combustible, track-resistant & high strength
type polyester fibreglass moulded insulators. Separate supports shall be provided for each phase
and neutral busbar.
All busbars’ joints shall be provided with high tensile steel bolts, spring washers and nuts, so as to
ensure good contacts at the joints. Non-silver-plated busbars joints shall be thoroughly cleaned at
the joint locations and suitable contact grease shall be applied just before making a joint. All
hardware shall be of 8.8 grade and shall comply with ROHS requirements.
The main busbar shall be extended to a separate panel (cable compartment) for connecting the
Emergency DG sets at each bus section. The extension of busbar to be graded.
The busbar sections extended to the separate panels for DG set connection shall be fitted with fixed
bolts suitable to allow the for fast connection of temporary cables by simply tightening nuts against
the cable lugs.

Provision of opening the DG Set shall be from front, after opening the door direct bus bar should
not be visible; hylam sheet with easily removable facility and danger sticker to be provided.
A plate should be fixed on outside door of DG set panel labelled “DG Set Connection”.
The Supplier shall furnish calculations along with the bid, establishing the adequacy of busbar
sizes for the specified current ratings.
Auxiliary buses shall be provided for control. The material for all auxiliary buses for control power
supplies shall be of high conductivity high purity tinned copper.
The supply for AC auxiliary buses shall be tapped from the main power buses before the in- comer,
for each switchboard.
All busbars and cable glands shall have colour coding sleeves (red, yellow, blue).
All power/control cable lugs and cable glands shall be provided along with the Switchgear.
5.3.3 Earthing Busbar
The earthing busbar shall be provided at the bottom of each panel and shall extend throughout the
length of the switchgear. It shall be welded/bolted to the framework of each panel. Vertical earth
bus shall be provided in each vertical section, which shall in turn be bolted/welded to main
horizontal ground bus.
The cross-section of the earthing bus shall be according to latest IEC 60865-1 recommendation
and shall have sufficient cross-section to carry the momentary short circuit and short time fault
currents to earth without exceeding the allowable temperature rise.
Suitable arrangements shall be provided at each end of the horizontal earth bus for bolting to
Substation earthing conductors. The horizontal earth bus shall project outside the Switchgear ends
and shall have pre-drilled holes for this connection. All joints to earth bus shall be made through
at least two bolts.
All non-current carrying metal work of the Switchgear shall be effectively bonded to the earth bus.
Electrical conductivity of the entire enclosure framework and the truck shall be maintained even
after painting.
Each module frame shall get engaged to the vertical earth bus. Before the disconnecting contacts
on the module are engaged to the vertical busbar.
All metallic cases of instruments and other panel mounted board shall be connected to
earth bus by independent copper wires of size not less than 2.5 mm2. Insulation colour code of
earthing wires shall be green/yellow. Earthing wires shall be connected to terminals with suitable
clamp connectors (soldering is not acceptable). Looping of earth connection, which would result
in loss of earth connection to other devices when a device is removed, is not acceptable. However,
looping of earth connections between boards to provide alternative paths or earth bus is acceptable.
CT secondary neutral point earthing shall be at one place only, on the terminal block. Such earthing
shall be made through links so that earthing of one secondary circuit shall be removed without
disturbing the earthing of other circuits.
All hinged doors shall be earthed through flexible earthing braid.
Caution nameplate ‘caution-live Terminals’ shall be provided at all points where the terminals are
likely to remain live and isolation is possible only at remote end.

5.4 Switchgear composition
There shall be separate cubicles (that can be disconnected) for the two incomers, bus coupler and
the outgoing feeders (total five panels). This is required so that TAQA/ADDC/AADC can replace
only the faulty section. Refer to annex A for switchgear typical general arrangement.
All five panels shall have partitions in between such that the replacement of any panel is easy. The
flashover in any one panel due to any reason shall not damage or affect the adjacent panel.
After isolation of power and control circuits connections it shall be possible to safely carryout
maintenance in a compartment with the bus bar and adjacent live circuit.
Wherever it is not possible to maintain the required clearance, sleeves or barriers shall be used to
provide sufficient insulation. However, for horizontal run of bus bar minimum clearance as
specified in Technical Data Sheet (D-LV-SWG-PUB) should be maintained even if they are
sleeved.
All identical load-break switches and strip fuse ways of same size shall be fully interchangeable
without having to carry out modification.
Wherever, load-break switches compartments are provided in the same vertical section, insulating
barriers and shrouds shall be provided in the rear cable compartment to avoid accidental touch
with the live parts of one circuit when working on the other circuit.
The cabinet shall include sufficient space to implement a kWh meter.
All components shall be neatly arranged and shall be easily accessible for operation and
maintenance. The internal layout of all modules shall be subject to TAQA/ADDC/AADC’s
approval.
The cubicles shall be arranged as per Annex A and the below:
Cubicle 1 & 5: feeder control cubicle for connecting outgoing cables.
Each Feeder Control Panel shall have 3 x single pole switchable load disconnect strip fuse ways
with inter-phase barrier arranged vertically and cable termination brought downwards. The number
of outgoings, ratings and type of fuse ways/fuses is specified in Technical Data Sheet (D-LV-
SWG-PUB). Feeder control panel shall have two front doors with locking facilities.
The design of the strip fuse ways shall be such that each module/strip can be replaced under live
conditions. Also, the replacement of blown fuses shall be done without de-energizing the
Switchgear.
The bill of material for each type of module and the number of modules is for bid purpose and any
modifications in respect of the following shall be amended as required during the
design/engineering stage:
• Addition /deletion/change of electrical hardware within module
• Changes in the number and types of modules in a board.
Each of the outgoing feeders’ cubicles shall be fitted with nos. 2, 13A power sockets, duly
protected by a thermo-magnetic MCB inclusive of the 30mA residual current protection.
Cubicle 2 & 4: transformer control cubicle for connecting incomer cables.
Transformer control cubicles shall have an incoming load-break switch and facility for connecting
up to 14 Nos. of single core 630 mm2 cables and to connect the station distribution board. Bus
sectionalizer shall be housed in one of the panels or in the middle of the two panels.
Transformer control panel shall be in three compartments: the upper one for housing the metering
apparatus, the middle for the on-load break switch and the lower for cable connections. There shall

be independent closing covers. The lower cover shall have nuts and bolts. The hinged upper doors
shall open up to 120-degree angle and shall be provided with double bit lock and key. The busbar
shall be behind a Bakelite sheet in the upper portion of the panel, so as to avoid any accidental
contacts.
For incoming feeders, the main components are listed below:
• Load-break switch
• Current transformers for operation of ammeter
• Three digital ammeters (one for each phase)
• One digital voltmeter with one seven-position selector switch
• Set of terminal assembly for 14 single core 630 mm2 cable
Cubicle 3: bus coupler.
The bus coupler cubicle shall include the load-break switch that shall meet requirements as
specified in the Technical Data Sheet (D-LV-SWG-PUB).
5.5 Power Source
In the normal operation conditions, the AC power is normally supplied from the main source i.e.
from the station transformers (either 22/0.4kV or 11/0.4kV) whereas in case the main supply is
out of service, the emergency standby Diesel generator (if applicable) shall supply the entire load.
5.6 Switching devices and components installed in assemblies

5.6.1 Load-break switches for incoming feeders


Load-break switches shall meet requirements as specified in the Technical Data Sheet (D-LV-
SWG-PUB).
All mechanical interlocks shall be of preventative type and shall be arranged to prevent
malfunction as close as possible to the point at which mechanical force is applied, in order to
prevent defeat of the interlocks by distortion of linkages. Electrical interlocks shall also function
so as to prevent the operation of the switches before the interlocking demands are fulfilled.
5.6.2 Load-Break switches for bus coupler
Load-break switches shall meet requirements as specified in the Technical Data Sheet (D-LV-
SWG-PUB). The same interlocking requirements as specified for the incoming feeders apply.
5.6.3 Fused Switches for outgoing feeders.
The high rupturing capacity (HRC) fuses shall meet requirements as specified in the Technical
Data Sheet (D-LV-SWG-PUB) and comply with IEC 60269.
Dimensions shall be as per DIN 43620.
Each fuse carrier shall be hermetically sealed.
The characteristics of the HRC Fuse shall be so selected that in case of a fault in any down- stream
circuit HRC fuses, only the HRC Fuse of that particular circuit shall clear the fault.
HRC fuses shall be of low wattage, in order to prevent overheating.
HRC fuses shall have a neon indicator showing a blown fuse (but not absence of fuse).

5.6.4 Metering CTs for Outgoing and Incoming feeders
Incoming and outgoing feeders shall be equipped with CTs for metering purpose. The CT
specification is as follows:
• Incoming Feeders: 800/1000/1600/2000/2500/3200 900/1200/1800/2250/2700/3600 (depending on the
distribution transformer rating, see Technical Data sheet – D-LV-SWG-PUB)/15A, class 1.0, 10VA for
the sake of metering
• Outgoing Feeders shall be fitted with 600/5A, class 1.0, 10VA for the sake of metering
The CTs shall have an insulation class E and designed for a temperature of 75°C or above.
CTs shall be provided for all outgoing and the incomers (all three phases).
The CT terminals shall be wired to dedicated terminal blocks (disconnected type with shorting
link). Outgoing CTs shall be installed on an extended terminal of the outgoing feeders.
5.6.5 Indicating Instruments

5.6.5.1 Current and voltage meters


Three digital ammeters (one for each phase) with instantaneous elements plus maximum current
demand shall be provide. The maximum demand indicator shall be compensated for the site
ambient temperature.
One digital voltmeter of range 0-500V with necessary connections and selector switch to provide
all phase to neutral and phase to phase voltage readings.
5.6.6 kWh Meter
For kWh Meter details, reference shall be made to Standard Technical Specification S-MET-
STEM-CT-3P-1.
5.6.7 Control & Selector Switches
For control & selector switches requirements, reference shall be made to Standard Technical
Specification S-GEN-CUB - “Cubicles & Enclosures”.
5.6.8 Push Buttons
For push buttons requirements, reference shall be made to Standard Technical Specification S-
GEN-CUB - “Cubicles & Enclosures”.
All pushbuttons shall have one normally open and one normally closed contact, unless specified
otherwise. All push buttons shall be provided with integral escutcheon plates marked with its
function
5.6.9 Indicating LED Lamps
For indicating LED lamps requirements, reference shall be made to Standard Technical
Specification S-GEN-CUB - “Cubicles & Enclosures”.
Indicating LED lamps shall be of the panel mounting and low watt consumption. The lamps shall
have escutcheon plates marked with its function, wherever necessary.
For Indicating LED Lamps Colour Specification, reference shall be made to Standard Technical
Specification S-GEN-ID – “Components Marking and Identification”.
When associated with push buttons, red lamps shall be directly above the green push button, and
green lamps shall be directly above the red push-button.

5.6.10 Control and Secondary Wiring and Terminal Blocks
Indoor Switchgears shall be supplied completely wired up-to the terminal blocks, ready to receive
control cables at site.
For control and secondary wiring and terminal blocks requirements, reference shall be made to
Standard Technical Specification S-GEN-CUB - “Cubicles & Enclosures”.
5.6.11 Fuses
For fuses requirements, reference shall be made to Standard Technical Specification S-GEN-CUB
- “Cubicles & Enclosures”.
5.6.12 Heater
Switchgear shall be equipped with a space heater. The space heater shall be protected by a two-
pole MCB with auxiliary N/C contact wired to a group alarm terminal and shall be equipped with
sensors for temperature and humidity control. The heater shall be located at a suitable position and
its capacity shall be as required to maintain the interval temperatures above the dew point taking
into consideration the specified environmental conditions. A switch for each heater shall be
provided so that the heater circuit can be switched “ON” or “OFF” as required independently. The
heating elements shall be installed vertically, with minimum all round clearances of 50 mm and
shall meet requirements as specified in the Technical Data Sheet (D-LV-SWG-PUB).
The heater shall be installed in a way not to damage/overheat any other components inside the
switchgear.
5.6.13 Outgoing LV feeders

5.6.13.1 General
Provision for cable termination of LV Cables up to 4/C, 400 mm2 conductor shall be made for each
outgoing feeder.
Identification for LV outgoing cables shall be marked permanently above or below the respective
feeder according to Standard Technical Specification S-GEN-ID – “Components Marking and
Identification”.
5.6.13.2 LV Cable Supports and Cleats
Steel cable supports and non-ferrous cleats shall be provided and fixed above LV switchgear base
frame just below cable break-out position. They shall be adequate to support the cable in normal
service and when subject to short-circuit. Means shall be provided to seal cable entries into LV
compartment. LV base frame cover fabricated in two half plates with sealable cable entry holes
shall be provided for vermin proofing of LV compartment.
Gland plate to be detachable to avoid cutting the cable while replacing the panel (type BW).
5.6.13.3 Labels
Each outgoing feeder shall have a blank engravable plastic circuit label of dimension 30mm x
30mm.

5.6.14 Nameplate
Nameplates shall be fitted to the Switchgear in an easily readable position and shall bear the
following information:
• Manufacturer’s name
• Manufacturer’s serial number
• Year of manufacturing
• Rated voltage, kV
• Rated current, A
• Rated short-circuit current, kA/1s.
The module identification plate shall clearly give the feeder number and feeder designation. For
single front switchboards, similar panel and board identification labels shall be provided at the rear
also.
All nameplates shall meet the requirements as specified in the Technical Data Sheet (D-LV-SWG-
PUB).
Suitable plastic sticker labels shall be provided for easy identification of all boards, located inside
the panel/module. These labels shall be positioned in a way to be easily & clearly visible and shall
identify the device with the same number give in the module wiring drawings.
5.7 Corrosion Protection/Painting
For Corrosion Protection measures, reference shall be made to Standard Technical Specification,
Part: S- GEN-COR - Corrosion Protection and Painting Colour Codes.

6 TEST

6.1 General
All Switchgears components shall be tested. The Supplier may be required to carry out any one or
all of the tests stated in this Specification under witness of TAQA/ADDC/AADC or their
representatives.
Testing Indoor Switchgear components assembly shall be performed in line with this specification
and in accordance with IEC 61439-2.
Acceptance by TAQA/ADDC/AADC’s representative of any unit shall not relieve the
manufacturer from any of his performance guarantees or from any other obligations.
Test certificates for each unit shall be submitted prior to delivery of the unit.
TAQA/ADDC/AADC reserve the right to perform checks during manufacturing process at any
time or all the times. It shall be at the discretion of TAQA/ADDC/AADC to witness tests on 100%,
or any percentage quantity of each lot for routine tests, apart from the type tests, wherever called
for.
Testing of Indoor Switchgear assemblies shall include the factory and site tests.
6.2 Factory test

6.2.1 Design verification


Based on IEC 61439-1 design verification is intended to verify compliance of the design of an
assembly or assembly system with the requirements of the IEC 61439 series.
On the above regards the Original Manufacturer (ref. clause 3.10.1 of IEC 61439-1) shall provide
evidence of the design verification which can be performed by:
• verification testing
• verification comparison with a reference design(s)
• verification assessment, i.e. confirmation of the correct application of calculations and design rules,
including use of appropriate safety margins
Above item a) corresponds to the type tests as formerly described in the superseded IEC 60439
series standard (ref. clause 3.9.1.1 of IEC 61439-1).
With reference to table D.1 of IEC 61439-1, the Supplier shall provide all documents showing
design verification of those characteristics which only applies either “verification comparison with
a reference design” or “verification assessment”.
With reference to the afore mentioned table D.1, under all those circumstances where more than
one design verification option applies for a given characteristic of the assembly, then verification
testing shall apply.
Regarding the characteristics which can only be assessed through testing, then evidence shall be
given that the proposed Switchgear components to be supplied under this Contract have been
subject to verification testing at an internationally recognised testing station.
Valid test certificates issued by independent (third party) accredited laboratories, e.g. DEKRA
(KEMA Quality), Intertek ASTA or other recognized body, to be provided for approval. No testing
in the manufacturer own laboratory shall be accepted.

The switchgear enclosure shall be tested as per IEC 61439-1 along with a bus duct / bus riser
flange and its connection being an integral part of the type tested assembly. All LV panels shall be
type tested as per IEC 61439-2 standard.
The type test on the main busbar shall include straight run (horizontal), transient run (vertical) as
well as all the 90º angle joints on the main busbars and dropper busbars either at the top or bottom.
The main busbar connections to the disconnector links, vertical busbar connection to fuse links
shall be as per type test arrangement.
The bus riser interconnection with the low voltage switchboard shall be type tested.
Switchgear shall be tested to minimize the risk associated with the propagation of an internal arc
fault. Internal arc tests as per IEC TR 61641 for internal arc protection with certification covering
criteria 1 to 7 / classes C. As per IEC TR 61641 during the test the points of initiation shall be
chosen to that the effects of the resultant arc provide the highest stresses on the assembly.
If deemed necessary, TAQA/ADDC/AADC will decide whether additional tests are necessary to
be performed by the Supplier.
The Supplier shall submit certified copies of type test certificates of the Switchgear’s main
components (load break switches, etc.).
Type tests certificates/reports shall be considered acceptable if they are in compliance with the
relevant Standards and the following:
6.2.2 Routine tests
Indoor Switchgears shall be subjected to routine tests as per the relevant IEC recommendations
(ref. chapter 11 of IEC 61439-1).
Routine test certificates shall be submitted for TAQA/ADDC/AADC’s review and approval before
shipment of assembly.
The following tests shall be performed as a minimum requirement:
• Loop Tests of all wiring including Meggering
A complete point to point test of all wiring against the latest wiring diagram shall be made to
ensure that the assembly has been wired in accordance with its wiring diagram and further to
ensure that the wiring diagram for any assembly is an accurate representation of that assembly.
Each circuit or bus shall be subjected to an individual 1000V megger test with a minimum
permissible reading of 6 megaohms.
• Check of all meters and instruments
In order to ensure correctness of the connections between the associated incoming blocks and the
instruments and meters, it is required that three-phases voltage and current be applied at the
terminal blocks with the proper phase angle relationship to check the direction of rotation.
• Complete functional test
• Interlocking tests
• Mechanical inspections
• Insulation test (to be performed before and after the Meggering test)
• Visual inspection of the entire board, in order to ensure that all components are mechanically assembled
and fixed properly and that there are no imperfections shall be performed.

7 QUALITY AND CERTIFICATION

7.1 Documentation supplied during the tender


The technical documentations to be produced by the Supplier for the economical offer shall contain
the following items:
• The datasheet duly filled (D-LV-SWG-PUB).
• Preliminary general arrangement of the Switchgear with the main dimension and with detail of the
cable box.
• List of the Switchgears manufactured, with the same ratings of that requested in the offer, in the last 10
years.
• Type test/verification testing reports of short circuit withstand capability of the boards with similar
rating performed in the last 10 years.
• Corrosion protection.
• List of deviation from tender specification.
7.2 Document to be supplied after the order
The technical documentation to be produced by the Supplier after the order shall contain the
following items:
• The technical datasheet duly filled with the design values (D-LV-SWG-PUB).
• Drawing of:
o rating plates
o outline drawing with part list
o transport drawing
o auxiliary circuit
o of control and cabinet layout
• Technical report to demonstrate the capability of the boards to withstand the short circuit if the short
circuit withstand test is not prescribed.
• Painting procedure approved by TAQA/ADDC/AADC
• Manufacturing and test quality plan.
• Type test certificate of the main components (disconnectors, etc.).
• Routine test certificate of each component of the boards.
• Factory tests procedure.
• Test schedules for factory tests.
• Commissioning test procedure and report.
• Factory test report (to be submitted after witness tests).
• Operation and maintenance manual including test reports witnesses by TAQA/ADDC/AADC or their
representative.
• Datasheet of all accessories installed.

7.2.1 Documentation for homologation, certification and approval (TCA)
The Supplier, for each board type code to be subjected to homologation, certification or approval
procedure, shall make available a complete documentation set containing calculations, drawings,
schematic diagrams, pictures of the board, internal and external, descriptions, list of
characteristics, performances, assembling, maintenance and operational norms and whatever
necessary for the complete acknowledgment of the board.
All the final technical documentation shall be delivered in electronic form.
Not reserved documentation is the documentation issued by the Manufacturer that allows to
verify, directly or indirectly, the compliance of the board with the prescription of this specification.
The Manufacturer authorizes the diffusion and the reproduction of this documentation within the
ADDC/AADC.
It shall contain at least:
• List of all the documents, including the list of the reserved documentation (type B).
• List of the Suppliers of the main components and parts.
• Manual of the transport, installation, operation and maintenance.
• Drawing of the rating plates.
• Overall drawings and relevant details of both the completely assembled board (as in operation) and of
the board transportation.
• Drawing of the auxiliary circuits.
• Test reports of the board.
• Test reports and certifications of the subcomponents and materials used.
• External pictures.
• Calculation of the capability to withstand the short circuit (in case of the test is not performed).
• The data requested in the form D-LV-SWG-PUB updated and validated after the homologation,
• Certification or approval process.
Together with each board supplied (compliant to the relevant approved type), the Supplier shall
deliver the documentation considered reserved, of which the Supplier does not authorize the
diffusion, used to completely identify the design and the manufacturing of the board. It shall
include all the elements required in this specification and the documentation of the origins of the
materials not reported in “not-reserved documentation”. Such documentation will be overviewed
by the TAQA/ADDC/AADC representatives or by the certification body during the homologation
or certification and will be archived by the Supplier.
For the identification of the prototype the manufacture shall prepare a report where the design of
the board is described, with particular reference at the construction solution adopted.

8 DELIVERY, HANDLING AND LOGISTIC ISSUE

8.1 Packaging and transportation


If necessary, the Switchgear shall be arranged for delivery to site in section which can be easily
placed into positions and then bolted together. Lifting lugs shall be provided for each section.
However, the Switchgear is to be shipped from factory with assembled busbar system, apparatus
group and metering system.
8.2 Installation and erection
The Contractor shall ensure that his offer shall include all items, whether or not explicitly specified,
but which are considered necessary for a complete, safe and satisfactory installation. The
Contractor shall also ensure that the offered Switchgears shall be of suitable layout and dimensions
for the locations specified. A complete set of plans indicating details and fixing dimensions
together with the necessary number of foundation blots for each board shall be submitted.
The board, to be offered, shall be complete in all respects for the effective and trouble-free
operation when connected to the system.
8.3 Storage
Manufacturer shall provide storage and preservation procedures to allow TAQA/ADDC/AADC
properly store the Switchgears prior they are installed in the designated substation.

9 EXCEPTIONS
Possible exceptions to the present prescriptions, concerning the adoption of technical and/or
manufacturing aspects different from the ones prescribed in the present specification, can be
evaluated by TAQA/ADDC/AADC.
In such a case, TAQA/ADDC/AADC will take into account the opportunity to require additional
tests with regard to the technical/manufacturing proposed solutions.
Such exceptions can be approved by TAQA/ADDC/AADC.
