FOREWORD
Assalamualaikum w.b.h
One of the Ministry of Works’ strategic thrust is to provide a road network which is reliable, safe and comfortable.
Hence, an accurate information on the state of the roads in the network is of utmost importance.
This Road Traffic Volume (RTVM) provides data on the volume of traffic, the capacity and the level of service
(LOS) of roads within the network. These information can be used as a basis in the planning and upgrading of new
or existing roads.
I would like to congratulate the team at the Highway Planning Division for making the publication of this Road
Traffic Volume Malaysia (RTVM) document possible. I am sure this document will be very helpful to all parties in
the planning and design of our road network system. It is hoped that with a good road network in place, Malaysia
can achieve her aspiration to become a developed nation status by the year 2020.

Alhamdulillah, Praise be to the Almighty Allah SWT for His grace and blessings, we are able to complete this latest
edition of Road Traffic Volume Malaysia (RTVM) 2018 which details the projected volumes of traffic on our roads. I
would like to express my heartfelt gratitude to the Editorial Board on their full commitment to complete this RTVM with
the required quality and on time.
I would like to point out that this is the first time where projected traffic are provided for the 548 census stations around
the country. These projected traffic are made based on traffic data collected in RTVM 2017. The period of data collection
is ten (10) years. Additional projection tables or any information that are not provided herein can be made available upon
request to the Cawangan Pengangkutan Bandar dan Data Trafik, Highway Planning Division.
It is hoped that this latest edition will serve as a source of knowledge and a useful guide to policy makers, road planners
and designers, researchers, students and those interested to know the traffic volumes in Malaysia.
Last but not least, I would like to express my sincere appreciation to everybody who had made this publication possible
by providing the required information, especially the Public Works Department Malaysia, Malaysia Highway Authority,
Ministry of Transport Malaysia as well as other Ministries, Departments and agencies which are too numerous to

The National Traffic Census is carried out twice a year during the month of March / April & September /
October conducted by the State Public Works Department (JKR Negeri) and coordinated by Highway
Planning Division since 1967. The census data will be submitted to Highway Planning Division for further
data analysing and processing.

In RTVM, the vehicles are classified into six classes as shown in Figure 2. Figure 2 shows the overall composition
according to the vehicle classification on Malaysian roads based on National Traffic Census at the 548 census stations
for the year 2018.
The ratio of bus to cars and taxis is 1:65. The amount of small vans and utilities is almost the total amount of both Class
3 and Class 4 lorries combined. Motorcycles and scooters are the second largest amount of vehicles on the road after
cars and taxis.

The National Traffic Census data collected from the State Public Works Department (JKR
Negeri) are analysed and documented in the RTVM. The RTVM report for the current year
will be published in the month of June the following year.

The service volume is the maximum volume of traffic that a designed road will be able
to serve without the degree of congestion falling below a preselected level as defined
by Level of Service (LOS), which is the operating conditions of the Level of Service
(LOS) used.

Capacity
The term highway capacity pertains to the ability of a roadway to accomodate traffic. It is defined as the
maximum number of vehicles that can pass over a given section of a lane or a roadway during time period
under prevailing roadway and traffic conditions. Capacity often stated in terms of passenger car unit (pcu).
Where one or more of these conditions are not met, the actual capacity can be calculated as above.

Traffic Forecasting
The total daily traffic at the certain period (Vx) is calculated as follows:

n = period required to reach capacity C = maximum hourly traffic capacity
V = maximum hourly traffic capacity r = annual traffic growth
Level of Services (LOS) are the qualitative measures that describe traffic conditions in
terms of speed, travel time, freedom to manoeuvre, comfort, convenience, traffic
interuption and safety. LOS A represents the best condition, while LOS F represents
heavily congested flow with traffic demands exceeding highway capacity.
By referring to the National Traffic Census 2018, Figure 4 shows that 42% of the roads in
2018 at the 548 census stations is already saturated (LOS F). There have been an
improvement in traffic flowing of 4% at census station which had LOS E .There is also a
increase of LOS A in road segments with uncongested traffic flow. These shows that the
Level of Service (LOS) of these roads getting better due to the decrease of traffic volume
at the particular roads.
Capacity is the maximum rate at which vehicles can traverse a point or short segment
during a specified time period. Projected capacity year is the year of traffic volume is
estimated to reach road capacity. In this report, the R value shows that the LOS has
already reached F. However, there is some of census station shows the reduction of
percentage growth rate that represent by symbol (-).

The 2018 Normal Traffic Growth Rate (%) based on National Traffic Census in Malaysia at
the 548 census station is 0.74% as can be seen in Figure 5. This value was obtained from
the equation of the exponential trendline for the 10 years of 16-hours traffic volume.

expansion of current and new roads in Perlis.

traffic volume with 1,096,359 vehicles since the year 2009 until
2018. Between 2017 and 2018, there was rise of 1.90% vehicles.
For the year 2018, the observed traffic growth rate for the state of Kedah is
1.69%. The basis of traffic growth rate record is to be used as a projection
indicator of subsequent traffic growth rate for road forethought as well as for
the expansion of current and new roads in Kedah.

equivalent to 25,609 vehicles.
For the year 2018, the observed traffic growth rate for the state of Perak
is 1.27%. The basis of traffic growth rate record is to be used as a

forethought as well as for the expansion of current and new roads in
Perak.
