    Sir/ Madam,
    I am directed to invite attention to the DOPT OM issued vide F.No. AB-
    14017/61/2008-Estt.(RR) dated 13.10.2015 inter alia it has been advised to put the
    proposal for framing/amendment of Recruitment Rules on the website of the respective
    Ministries/ Department for 30 days for inviting comments of the stake-holders. Therefore,
    the RRs of Executive Assistant (Field Formations) are uploaded on the website of the
    Central Board of Indirect Taxes and Customs (CBIC) under Departmental Officers >
    Administrative wing > Recruitment Rules tab.
    2. In view of the above, it is requested to all concerned who are working under
    Central Board of Indirect Taxes and Customs or any way associated with the aforesaid
    draft rules may kindly furnish their comments/opinions/suggestions in the matter within
    30 days from the date of issue of this letter.

    NOTIFICATION

    G.S.R. (E).- In exercise of the powers conferred by the proviso to article 309 of the
    Constitution, the President hereby makes the following rules further to amend the Central
    Excise and Customs Department, Executive Assistant (Group-‘B’, Non – Gazetted posts)
    Recruitment Rules, 2015, namely:-
    1. Short title and commencement.- (1) These rules may be called the Central Board of
    Indirect Taxes and Customs, Executive Assistant (Group ‘B’, Non Gazetted, Ministerial
    posts) Recruitment (Amendment) Rules, 2023.
    (2) They shall come into force on the date of their publication in the Official Gazette.
    2. In the said rules, in the Schedule,-

    (i) in Column (5), for the entry, following entry shall be substituted ,namely:-
    “Not Applicable”
    (ii) in Column (10), for the entry, following entry shall be substituted ,namely:-
    “1. 60 % by promotion
    2. 10% by Limited Departmental Competitive Examination(LDCE)
    3. 30% by Direct Recruitment”
    (iii) in Column (11), following shall be inserted after Note 2, namely:

    Limited Departmental Competitive Examination (LDCE)


    By LDCE from the following category of officers who possess degree from a recognized
    University or Institute:
    Tax Assistant in level-4 in the pay matrix (Rs. 25,500- 81,100) with 5 years
    regular service in the grade ;

    Note. 3: Candidates under LDCE method of recruitment shall be required to pass


    such LDCE as may be prescribed by the Central Board of Indirect Taxes and
    Customs from time to time, which shall be competitive in nature and the marks
    obtained in the LDCE shall be counted towards determining seniority.

    Note: The principal rules were notified in the Gazette of India, Extraordinary, Part-II,
    Section 3, Sub-section (i), vide number GSR 741 (E) dated the 28th September,2015
    and amended vide notification number G.S.R. 135 (E) dated the 17th February, 2017 and
    G.S.R. 657(E) dated the 26th August,2022.
