Final TORs For Visiting Faculty 8TH MARCH
Initiative of Visiting Faculty has been introduced to facilitate the Nursing and Allied
Health Professional Institutions under the administrative control of Specialized
healthcare and Medical Education Department in improving the teaching & training
services and quality of education. Following are the Terms of reference for
engagement of visiting faculty:
1. Minimum Eligibility for applying
a. Minimum sixteen years of education with minimum Second Division
from HEC recognized University and three years of teaching
experience in relevant field. Public Sector experience will be
preferred.
b. The subject list and minimum eligibility for teaching each subject for
Nursing and AHP institutions is mentioned in Annex-A and B
respectively.
c. Interested candidates having the required eligibility both from public
and private sector can apply. However, no public sector employee
(regular/ad-hoc/contract) shall be eligible for engagement as visiting
faculty in his/her own institution.
2. Application Procedure
a. The interested candidates fulfilling the eligibility criteria shall register
themselves on the online portal.
b. The interested candidates shall have to upload their original
documents. This resource shall only be made part of the approved
pool after verification of their Academic/ Experience credentials by
notified scrutiny team.
c. No engagement shall be authorized/ entertained without being
processed through the said online portal.
d. No institute can engage visiting instructor who is already a
permanent employee of the same institute. However, employee of
one institute can apply as a visiting instructor in any other institute
within or outside the district.
e. The application portal shall remain open for applications and it shall
be ongoing process. However, application cycles may be notified by
the department and applications received within one cycle shall then
be scrutinized and successful candidates shall be entered in the
approved pool.
3. Scrutiny of applications
a. Scrutiny of applications shall be done by the Committee notified by
the department.
b. In case of private sector employee all the educational and experience
documents shall be scrutinized and verified thoroughly. However, in case
of public sector employee his/her eligibility shall be based on verification of
his claimed portfolio in public sector and corresponding eligibility for the
post held will be considered.
c. The successful applications shall be entered in approved pool.
4. Assignment of Lectures:
a. The Principal/ In-charge of the concerned institution shall assign the
lecture to visiting instructors available in the approved pool.
b. The Minimum length of lecture to be assigned shall be one hour.
c. The Principal shall assign the required lecture (with clear mention of
date, time, subject, course content to be delivered, etc.) on the portal
well before time of the lecture.
d. The assigned lecturer/instructor (s) shall acknowledge and indicate
consent/ availability to take up the lecture.
e. The Principal/ In-charge shall then authorize the lecture to the
concerned candidate.
f. The lecturer / instructor will be engaged on per lecture basis.
However, depending on the quality of lecture delivery and punctuality
of the instructor, the concerned Institution may consider for future
engagement.
g. The lectures shall be delivered as per the intimated time and date for which
the concerned lecturer / instructor is engaged. No postponement shall be
accepted unless pressing circumstances to be authorized by Principal/
Incharge of the concerned institution.
h. The Principal/ Incharge of the Institution shall ensure the delivery of lecture
as per the engagement processed.
i. In case of any complaint from the students the Principal/ Incharge of
concerned institution will inquire the matter and submit the
recommendations to relevant authority i.e. PMF and DGN office for
appropriate necessary action.
j. The attendance record (preferably through biometric) shall be duly
maintained by the Principal/ Incharge concerned and uploaded on the
portal.
5. Remuneration per lecture:
a. The lecturer / instructor will be engaged and paid on per lecture basis.
b. The rate of remuneration will be as follows:

6. Payment mechanism:
a. In case of Allied Health Institution the remuneration shall be paid by
PMF after uploading of verified attendance and performance report
by the concerned institution.
b. In case of Nursing Institution remuneration shall be paid by
concerned institution/Principal Nursing College after uploading of
verified attendance and performance report.
c. The faculty to be paid shall have a digital account opened In
accordance with which the department has arrangement for making
online payment.
7. Performance Profile:
Performance profile of each visiting faculty shall be maintained.
8. Termination:
The lecturer / instructor being engaged through the said mechanism shall
abide by the Terms and Conditions notified herewith as well as any directions
to be applicable from time to time. Any breach or violation of these TORs or
adverse report from the Principal/ Incharge of the concerned institution shall
lead to termination of this engagement and removal from the pool.
