1. For continuous improvement of the journalism skills of the young journalist as mandated
in R.A. 7079 also known as the “Campus Journalism Act of 1991” and to prepare the
District Campus Journalists for higher competition, the 2024 DISTRICT SCHOOLS PRESS
CONFERENCE FOR ELEMENTARY AND SECONDARY with the theme “Campus
Journalism in the Digital World: Upholding Truth in Schools and Societies,” shall be
held on February 19, 2024, at Batobalani Elementary School.
b. Promote fair and ethical use of media as tenets of responsible journalism and
strengthen camaraderie among campus journalists; and
c. Determine the district winners advancing in the division, regional, and national level
competitions.

d. Search for Outstanding School Paper Adviser (SPA) and Campus Journalist (CJ)
5. The school must send only one campus journalist per category per event per medium in the
district competitions. A campus journalist can participate in only one event in an
individual or group category.
6. Schools joining the School Paper Contest must observe the parts/contents enumerated in
Paragraph 3. c.
7. The learner-participants should accompany their school paper adviser and/or coach. The
winning coach and the SPA in every event per category per medium will be recognized and
awarded with a Certificate of Recognition. However, only the School Paper Adviser is
allowed/included in the Division Delegation to the higher level of Competition.
8. Considering that the activity will be conducted face-to-face, a written permit must be
secured from the parents indicating consent to their child’s participation in the DSPC.
Upon arrival, the parent’s permit should be submitted to the Registration Committee for
elementary on February 19, 2024.
9. The Top 3 winners in the individual and the top 1 in the group events will be awarded/.
Moreover, the Top 5 Winners for individual and the Top 3 Winners in group events will be
given certificates. The accumulated points from individual and group events shall be
included in the computation of the overall scores to determine the Top 5 in the
championship, to be awarded a Trophy.
10. The top 3 winners per section per category will be recognized for the school paper
competition.
11. The Top 3 Winners in the Search for Outstanding School Paper Adviser and Campus
Journalist will be awarded a Certificate of Recognition.
12. The Mechanics, Guidelines, and Templates of the region in all events in 2023 RSPC shall be
adopted to align the district documents to the requirements of the division and region.
13. Recognizing and respecting Intellectual Property Rights, the SDO Camarines Norte adheres
to the rules concerning plagiarism. This office reiterates its stand to disqualify school
papers found to have copied and published texts, graphics, and other materials without
duly acknowledging their sources. The disqualification covers all sections of the school
paper. Any form of plagiarism in all other competitions, as proven by the board of judges,
shall also be grounds for disqualification.

16. “No School Paper, No Participation Policy” shall be strictly implemented. The PDF Copy
of the school paper must be given before the start of the program on February 19, 2024.
17. In the conduct of DSPC, all participants are reminded to observe basic health protocols to
ensure the safety and well-being of everyone. Face masks should always be worn, and hand
sanitizers or alcohol should be kept on hand. Physical distancing measures shall also be
consistently observed.
18. A registration of Php150.00 shall be collected from each participant to cover the cost of
meals and snacks for the guests and speakers, accommodation and honorarium of
speakers and facilitators, rental of the sound system, supplies, and materials, and support
to the host school. The annual membership of Php60.00 for the School Paper Adviser and
Php30.00 for the campus journalist shall also be collected, and all may be charged against
the School Publication Fund/Canteen Fund/Other School Funds. However, the traveling
expenses of the TWG, coaches, and student-writers shall be charged against School MOOE
subject to the usual accounting rules and regulations.
